The goals of Resolution No. 18-NQ/TW set out by 2021 on continuing to innovate and streamline the apparatus of the political system to be streamlined, effective and efficient have been completed and basically achieved the target by 2030.

That was the time before the Party Congresses at all levels, leading up to the 14th National Party Congress and many important events of the country such as the 95th anniversary of the Party's founding, the 50th anniversary of the complete liberation of the South, the reunification of the country, the 80th anniversary of National Day with major decisions for the country to enter a new stage of development - a new era, an era of national growth.
Over the past two months, the Ministry of the Interior has made every effort, working day and night, regardless of Saturday or Sunday, to complete an unprecedented amount of work in a "lightning-fast" period of time.
The Ministry has carried out general tasks on reorganizing the apparatus of the entire political system; presided over the development and consultation of projects to reorganize and streamline the Government apparatus; developed a project to merge the Ministry of Labor, War Invalids and Social Affairs and the Ministry of Home Affairs; and developed policies and regimes for cadres, civil servants, public employees and workers.
For many consecutive days, the brothers in the department worked hard until 2-3 am to complete the tasks assigned by the Politburo and the Government.

On the other hand, proactively develop draft criteria for evaluating, classifying, and screening cadres, civil servants, and public employees according to clear, distinct, easy-to-understand, and easy-to-implement principles based on a scoring scale, and provide methods and implementation processes in an objective, impartial, democratic, public, and fair manner.
According to Secretary of the Bac Ninh Provincial Party Committee Nguyen Anh Tuan, this restructuring and organization of the apparatus is an unprecedented revolution, widely affecting many people. Concluding the summary of Resolution No. 18, the 13th Party Central Committee emphasized that the organizational structure of Party, State, Fatherland Front, and socio-political organizations from the central to local levels must be arranged in a synchronous and streamlined manner, reducing many central and provincial agencies and units and internal focal points; reducing intermediate levels; and gradually perfecting the overall organizational model of the political system.
The functions, tasks, powers, and organizational structures of agencies, units, and organizations have been reviewed, adjusted, and supplemented more clearly; management has been tightened, the number of leaders and managers, especially deputy leaders, has been reduced, and the payroll has been reduced; the operational efficiency of agencies, units, and organizations has been initially improved.
Plan to streamline organizational structure
The Party Central Committee has approved a plan to streamline the organizational structure. Accordingly, for Party agencies, the Central External Relations Commission will end its operations and transfer related functions and tasks to the Ministry of Foreign Affairs and the Party Committee of the Ministry of Foreign Affairs.
End of activities of the Party Committee of Central Agencies and the Party Committee of Central Enterprises. End of activities of Party delegations and Party executive committees at the Central level; at the provincial level.
At the same time, 4 Party Committees were established under the Party Central Committee: Party Committees of Central Party agencies; Party Committee of the National Assembly; Party Committee of the Government; Party Committee of the Fatherland Front and Central mass organizations.
Merge the Central Propaganda Department and the Central Mass Mobilization Department into the Central Propaganda and Mass Mobilization Department. Add some new functions and tasks and rename the Central Economic Department into the Central Policy and Strategy Department.
For the agencies of the National Assembly, end the activities of the Foreign Affairs Committee, transfer the tasks to the National Defense and Security Committee, the National Assembly Office, the Ministry of Foreign Affairs; change the name of the National Defense and Security Committee to the National Defense, Security and Foreign Affairs Committee. Merge the Law Committee and the Judicial Committee into the Law and Judicial Committee; the Economic Committee and the Finance and Budget Committee into the Economic and Finance Committee; the Social Committee and the Culture and Education Committee into the Culture and Social Committee.
Rename and upgrade 2 agencies under the National Assembly Standing Committee: The People's Aspirations Committee becomes the People's Aspirations and Supervision Committee of the National Assembly; The Delegation Affairs Committee becomes the Delegation Affairs Committee of the National Assembly.
For government agencies, merge the following ministries: Ministry of Planning and Investment and Ministry of Finance into Ministry of Finance; Ministry of Construction and Ministry of Transport into Ministry of Construction; Ministry of Agriculture and Rural Development and Ministry of Natural Resources and Environment into Ministry of Agriculture and Environment; Ministry of Information and Communications and Ministry of Science and Technology into Ministry of Science and Technology; Ministry of Labor, War Invalids and Social Affairs and Ministry of Home Affairs into Ministry of Home Affairs.
Along with that, establish the Ministry of Ethnic Minorities and Religions on the basis of the Ethnic Minorities Committee receiving additional functions, tasks and organization of the state management apparatus on religion from the Ministry of Home Affairs.
The Central Government agrees with the policy of reorganizing the inspection system on the basis of arranging and reorganizing the Government Inspectorate and the current system of local and specialized inspection agencies.
Agree on the policy of organizing the local police apparatus in the direction of "comprehensive province; strong commune, close to the grassroots", not organizing district-level police. Particularly for island districts, police stations will be arranged (because there are no commune-level administrative units).
Piloting not to establish party organizations in district, town, provincial city and centrally run city police.
Complete the overall organizational model
On January 14, Bac Ninh became the first locality in the country to merge the Provincial Party Committee's Propaganda and Education Committee and the Provincial Party Committee's Mass Mobilization Committee with the new name of the Provincial Party Committee's Propaganda and Education Committee, officially coming into operation from February 3, 2025; ending the operation of the Provincial Cadre Health Protection Committee.
Director of the Department of Home Affairs of Bac Ninh province Le Hong Phuc said that in order to reorganize and streamline the apparatus, Bac Ninh ended the activities of 6 provincial-level party delegations, 3 provincial-level party executive committees and the Party Committee of the Provincial Agencies and Enterprises Bloc; merged, established, reorganized, and dissolved administrative agencies and organizations under the Provincial People's Committee; and merged a number of specific associations.
It is expected that after the reorganization, the whole province will reduce 154 focal points, equivalent to reducing 154 heads of agencies and units. On the basis of inheriting the results achieved after 7 years of implementing Resolution 18, in order to continue promoting the revolution of streamlining the organizational apparatus, building, perfecting, improving the efficiency, effectiveness, and operational efficiency of the political system, meeting the requirements and tasks of the country in the new era - the era of striving for strong, prosperous development of the nation, the Party Central Committee requires Party committees, agencies, units, organizations, especially leaders in the implementation process, to closely follow the principles of the Party, the Political Platform, the Party Charter, the Constitution, the law and practical requirements; at the same time, ensuring the smooth and effective operation of the mechanism of Party leadership, State management, and people's mastery.
Carry out political and ideological work well, create high unity within the Party, within the political system and consensus among the people on the revolution of streamlining the organizational apparatus, improving the efficiency, effectiveness and efficiency of the operations of agencies, units and organizations in the political system.
The Central Committee also requested to continue focusing on researching and perfecting the overall organizational model of the political system to meet development requirements in the new era, ensuring the enhancement of the Party's leadership and governing capacity; the effectiveness and efficiency of state management and national governance; the quality of supervision and social criticism, and promoting the people's mastery.
Among them, building Party agencies at the Central level that are strong in organization and personnel, truly being the intellectual core, the "general staff", the vanguard leading state agencies...
Concentrate resources to continue to urgently perfect the institutions and operating mechanisms of agencies, units and organizations of the political system under the leadership of the Party; clearly define the authority and responsibility of the National Assembly, the Government, executive agencies and judicial agencies; clearly define the responsibilities between the Central and local levels and between local authorities; promote decentralization and delegation of power, ensuring that the Central strengthens macro-management, builds synchronous and unified institutions, strategies, planning and plans, plays a constructive role and strengthens inspection and supervision, "locality decides, locality acts, locality is responsible."
According to the Central Government's direction, the arrangement of administrative units will continue to be studied and implemented, reducing intermediate administrative levels in accordance with reality, expanding development space, and strengthening local resources.
