Immediately following the 25th session – a specialized session of the Provincial People's Council – on February 26th, Quang Ninh province held a conference to implement the Provincial People's Council's Resolution on the establishment and reorganization of specialized agencies under the Provincial People's Committee; to announce decisions on provincial personnel matters; and decisions of the Party Committees of provincial Party agencies and the Party Committee of the Provincial People's Committee. Comrade Vu Dai Thang, Member of the Central Committee of the Communist Party of Vietnam and Secretary of the Provincial Party Committee, attended and chaired the conference. Also present were Comrades Trinh Thi Minh Thanh, Standing Deputy Secretary of the Provincial Party Committee and Chairwoman of the Provincial People's Council; and Pham Duc An, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee. Representing the Central Government was Comrade Dang Xuan Phuong, Deputy Secretary of the National Assembly Party Committee.
At the conference, the Department of Internal Affairs announced the Provincial People's Council's Resolution on the establishment and reorganization of specialized agencies under the Provincial People's Committee and the Provincial People's Committee's Decisions on the restructuring of personnel in these agencies.
Specifically, the Department of Internal Affairs was established by merging the Department of Labor, War Invalids and Social Affairs and the Department of Internal Affairs. Ms. Bui Thi Binh, Director of the Department of Internal Affairs, holds the position of Director, and there are four Deputy Directors, including Mr. Hoang Ba Huong, Mr. Bui Tuan Anh, Ms. Pham Thi Thuy Huong, and Mr. Vu Quang Truc.
The Department of Finance was established by merging the Department of Planning and Investment and the Department of Finance. Comrade Pham Hong Bien, Director of the Department of Planning and Investment, holds the position of Director, and there are four Deputy Directors, including Comrades Vu Dinh Xung, Ha Thi Thanh Le, Nguyen Viet Hung, and Mai Le Hoa.
The Department of Construction was established by merging the Department of Transport and the Department of Construction. Comrade Nguyen Anh Tu, Secretary of the City Party Committee and Chairman of the People's Council of Cam Pha City, holds the position of Director, and there are four Deputy Directors, including comrades: Le Huu Phuc, Bui Hong Minh, Pham Thanh Trung, and Nguyen Viet Hung.
The Department of Science and Technology was established by merging the Department of Information and Communications and the Department of Science and Technology. Mr. Nguyen Manh Cuong, Director of the Department of Science and Technology, holds the position of Director, and there are four Deputy Directors: Mr. Phan Dang Chinh, Ms. Vu Thi Kim Chi, Mr. Pham Hong Thai, and Mr. Nguyen Trung Tien.
The Department of Culture, Sports and Tourism was established by merging the Department of Culture and Sports and the Department of Tourism. Comrade Nguyen Viet Dung, Secretary of the Co To District Party Committee, holds the position of Director, and there are 5 Deputy Directors, including Comrades: Nguyen Thanh Tung, Nguyen Thuy Yen, Nguyen Lam Nguyen, Nguyen Thi Thanh Thuy, and Ninh Van Thuong.
The Department of Agriculture and Environment was established by merging the Department of Agriculture and Rural Development and the Department of Natural Resources and Environment. Mr. Nguyen Minh Son, Director of the Department of Agriculture and Rural Development, holds the position of Director, and there are 7 Deputy Directors, including: Mr. Nguyen Van Duc, Mr. Nguyen Nhu Hanh, Mr. Vu Duy Van, Mr. Ngoc Thai Hoang, Mr. Phan Thanh Nghi, Mr. Ngo Thanh Tam, and Mr. Dam Trung Hieu.
The Department of Ethnic Minorities and Religions was established based on the Ethnic Affairs Committee taking over the functions and tasks of state management of religion and beliefs from the Department of Interior. Comrade Luc Thanh Chung, Head of the Ethnic Affairs Committee, holds the position of Director, and the two Deputy Directors are Comrades An Thi Thin and Ly Van Thanh.
Along with the establishment of new departments, the province reorganized the Department of Education and Training by taking over functions and tasks in the field of vocational education from the Department of Labor, War Invalids and Social Affairs. The Department of Health was reorganized by taking over functions and tasks in the fields of social protection, children, and prevention and control of social evils from the Department of Labor, War Invalids and Social Affairs; and transferring the tasks related to drug rehabilitation and post-rehabilitation care from the Department of Labor, War Invalids and Social Affairs to the Provincial Police. The Department of Justice was reorganized by transferring the tasks of state management of criminal records and the provision of public services for issuing criminal record certificates to the Provincial Police. The Department of Industry and Trade was reorganized by taking over the Market Management Department from the Ministry of Industry and Trade. The Department of Foreign Affairs was reorganized by transferring the functions and tasks of inspecting the diplomatic field to the Provincial Inspectorate. The Provincial Inspectorate was reorganized by taking over the functions and tasks of inspecting the diplomatic field, ethnic policies, religion, and beliefs from several departments and agencies.
Following the reorganization, the specialized agencies under the Provincial People's Committee will comprise 14 agencies, a reduction of 6 compared to the current number. The newly established specialized agencies will officially begin operations from March 1, 2025.
Next, the Department of Internal Affairs announced the Provincial People's Committee's decision to appoint Ms. Nguyen Huyen Anh, Director of the Department of Tourism, as Deputy Head of the Economic Zone Management Board; and Mr. Le Minh Son, Deputy Director of the Department of Labor, War Invalids and Social Affairs, as Deputy Director of the Department of Health. The Provincial People's Committee also announced the decision to establish the Provincial Project Management Board for Investment in Construction of Transportation and Agricultural Projects. Mr. Tran Viet Dung, Deputy Director of the Department of Construction, was appointed Director, and five Deputy Directors were appointed: Mr. Pham Phuc Quang, Mr. Duyen Thanh Thin, Mr. Pham Huy Hoang, Mr. Nguyen Duy Kien, and Mr. Tran Viet Phuong.
At the conference, the Provincial Party Committee's Organization Department announced the Standing Committee's decisions on the transfer, assignment, and appointment of Comrade Nguyen Manh Tuan, Director of the Department of Construction, to the position of Deputy Head of the Provincial Party Committee's Organization Department; and Comrade Nguyen Manh Ha, Director of the Department of Culture and Sports, to the position of Deputy Head of the Provincial Party Committee's Propaganda and Mass Mobilization Department. Simultaneously, the decision on early retirement for the following comrades was announced: Nguyen Thi Vinh, Secretary of the Party Committee of the Provincial Agencies Bloc; Nguyen Hoai Son, Director of the Provincial Department of Labor, War Invalids and Social Affairs; and Vu Cong Luc, Chairman of the Provincial Cooperative Union.
The conference also heard the announcement of decisions to establish Party organizations directly under the Party Committee of the provincial Party agencies and the Party Committee of the Provincial People's Committee.
Accordingly, 11 branches and party committees were established under the Party Committee of the Provincial Party Agencies, including: the Party Committee of the Provincial People's Council; the Party Committee of the Provincial Party Committee's Propaganda and Mass Mobilization Department; the Party Committee of the Provincial People's Court; the Party Committee of the Provincial People's Procuracy; the Party Committee of the Provincial Federation of Labor; the Party Branch of the specialized agencies assisting the Party Committee; the Party Branch of the Provincial Fatherland Front; the Party Branch of the Provincial Women's Union; the Party Branch of the Provincial Farmers' Association; the Party Branch of the Provincial Veterans' Association; and the Party Branch of the Provincial Union of Science and Technology Associations.
Nine branches and party committees were established under the Provincial People's Committee Party Committee, including: the Party Branch of the Provincial People's Committee Party Committee; the Party Branch of the Department of Ethnic Minorities and Religion; the Party Committee of the Department of Science and Technology; the Party Committee of the Department of Construction; the Party Committee of the Department of Agriculture and Environment; the Party Committee of the Department of Internal Affairs; the Party Committee of the Department of Finance; the Party Committee of the Department of Culture, Sports and Tourism; and the Party Committee of the Provincial Project Management Board for Investment in Construction of Transportation and Agricultural Works.
Delivering a keynote address at the conference, Comrade Vu Dai Thang, Member of the Central Committee of the Party and Secretary of the Provincial Party Committee, emphasized: In implementing the directives of the Central Committee and the province regarding the reorganization of the political system's organizational structure, the Standing Committee of the Provincial Party Committee, the Provincial Party Committee, the Provincial Party Executive Committee, and the entire political system of the province have resolutely and decisively undertaken a massive amount of work. This included focusing on reviewing and reassessing the entire organizational structure and staffing, identifying existing shortcomings and limitations, and researching and proposing plans for streamlining the organizational structure of the entire political system in the province; concluding operations, merging, and consolidating agencies and units with the strong support and high praise of cadres, Party members, and the people.
To ensure the new apparatus quickly becomes operational and efficient, without disrupting services for citizens and businesses, the Provincial Party Secretary requested that Party committees, agencies, and units at all levels continue to review, adjust, supplement, and perfect their functions and tasks, streamline the internal organizational structure of agencies, units, and organizations, and restructure the workforce of cadres, civil servants, and public employees to ensure they possess sufficient qualities, capabilities, and prestige, are up to par with the tasks, and have an appropriate number to meet the assigned requirements and tasks. He also called for the strong application of information technology and digital transformation to reform the organizational structure of agencies, units, and organizations. Furthermore, he urged a review, revision, and supplementation of regulations, work procedures, and working principles to ensure that agencies, organizations, and units, after restructuring and consolidation, are truly elevated, operate smoothly, and achieve breakthroughs in effectiveness and efficiency. In addition, continue to strengthen and improve political and ideological work, promptly encourage cadres and Party members to uphold the traditions of the agency and unit, and demonstrate a high sense of responsibility in performing assigned tasks; pay attention to directing the full and timely implementation of regulations and policies, ensuring the legitimate rights and interests of cadres, civil servants, public employees, and workers affected by the organizational restructuring process.
For the leaders of departments and agencies entrusted with new responsibilities by the province, the Provincial Party Secretary requested that in carrying out their assigned duties, they must uphold the exemplary conduct of cadres and Party members, be truly dynamic, creative, and innovative in their thinking and approach to development, dare to think, dare to act, and dare to take responsibility for the benefit of the people. In particular, to achieve the 14% growth target and make a significant contribution to the overall national growth target, the heads of departments and agencies need to seize every hour and every day to quickly get to work, promptly and thoroughly engaging with the grassroots; maintain and maximize the spirit of unity and solidarity; and unite the team of cadres, civil servants, and workers to implement the political tasks of their units and localities. Protecting and encouraging innovation within their agencies and units, creating a ripple effect, promoting and attracting cadres, Party members, civil servants, and public employees to participate and achieve concrete results and products in their work, closely linking the results of task implementation at the local level, agency, or unit with the effectiveness of individual leadership, direction, and management.
The Provincial Party Secretary expressed confidence that the newly established agencies and units, and the comrades entrusted with new tasks by the Provincial Party Standing Committee, will work together with the collective of cadres and Party members of their respective agencies and units to uphold the tradition of unity and responsibility for the common cause, striving to excellently fulfill their tasks in 2025; contributing to the successful implementation of the goals set forth in the Resolution of the 15th Provincial Party Congress, term 2020-2025; successfully organizing Party congresses at all levels and the 16th Provincial Party Congress, term 2025-2030, creating a solid foundation for Quang Ninh, along with the rest of the country, to confidently move into a new era - an era of national progress.
