The inspection contents include the implementation of Resolution 18 on streamlining the apparatus, associated with the establishment and operation of new Party committees; the implementation of Directive 35 on Party congresses at all levels, towards the 14th National Party Congress; the implementation of Resolution 57 on scientific and technological breakthroughs, innovation, national digital transformation and the implementation of Conclusion 123 of the Party Central Committee on adding the 2025 growth target of over 8%.
Regarding the task of streamlining and streamlining the apparatus, comrade Le Minh Hung said that in the recent Conclusion 126, the Politburo requested the Party Committee of the Fatherland Front and Central organizations to complete the personnel restructuring, establishment decisions, organizational structure of subordinate party committees, advisory agencies to assist newly established party committees and advisory agencies to assist party committees and subordinate party organizations...
"Along with the project to reorganize and streamline the organizational apparatus, it is necessary to propose amendments to legal documents, including some very important legal documents, such as the Constitution and related documents," said Head of the Central Organization Committee Le Minh Hung, requesting the Party Committee of the Front to study and contribute opinions on this issue.
According to him, the implementation process needs to be carried out in the spirit of "running while lining up", ensuring thoroughness, caution but speed. He asked about the arrangement of local government apparatus at provincial and district levels, as well as political and social organizations from the central to local levels and party organizations in the coming time, affirming that "this is an issue that needs to be studied quickly to report to the Central Committee, because the Party Central Committee may meet before May".
Comrade Le Minh Hung proposed that the Party Committee of the Fatherland Front continue to coordinate with agencies to submit to competent authorities the appointment of personnel for Party Committees and Inspection Committees, promulgate working regulations; appoint executive committees, standing committees, secretaries, deputy secretaries, inspection committees, chairmen, deputy chairmen, and members of inspection committees of subordinate Party Committees.
Socio-political organizations and mass associations assigned by the Party and the State also need to be reorganized and placed under the Central Committee of the Vietnam Fatherland Front. Agencies need to propose amendments to laws and Party regulations related to this issue.
The apparatus streamlining revolution is taking place nationwide. Implementing the Central Committee's conclusion at the end of January, the Government has recently reduced 4 ministries, the National Assembly has reduced 2 committees. Departments, branches and localities have also been streamlined corresponding to the Central ministries and branches.
On February 19, the Politburo and the Secretariat issued Conclusion 126, requesting the Government Party Committee to coordinate with research agencies to abolish the district level and orient the merger of a number of provincial-level administrative units.
