Van Don district reorganizes and streamlines organizational structure

Implementing the policy of streamlining and streamlining the organizational apparatus, Van Don district has reduced 1 specialized agency to advise and assist the District Party Committee and 2 specialized agencies under the District People's Committee. Up to now, the district has established the District People's Committee Party Committee consisting of 19 subordinate Party cells with 193 Party members; merged the Propaganda Department and the District Party Committee's Mass Mobilization Department. With the urgent and urgent requirements, Party committees, Party organizations, heads of agencies and units of the district have promoted their pioneering, exemplary, seriousness, and built plans to reorganize the apparatus with high determination. Regarding the Project to reorganize specialized agencies of the District People's Committee, many work contents have been proposed, including arranging focal points within agencies and units; building plans to arrange and streamline the apparatus, payroll, and arrange civil servants and employees at agencies and units. At the same time, review the activities of the steering committees; merge and dissolve to end the tasks of a number of district-level steering committees and agencies under the district according to the regulations of the Party, the State and the practical situation of the locality.

Accordingly, the government sector will be reduced from 12 departments to 10 departments. Specifically: Maintain 3 specialized departments implementing the current regulations on state management functions and tasks, which are the Department of Justice; Department of Finance - Planning; District Inspectorate. Merge the Department of Home Affairs and the Department of Labor, Invalids and Social Affairs; merge the Department of Natural Resources and Environment and the Department of Agriculture and Rural Development. Rename the Department of Economy and Infrastructure to the Department of Economy, Infrastructure and Urban Areas. Establish the Department of Culture, Science and Information on the basis of receiving the functions and tasks of the Department of Culture and Information and the functions and tasks of science and technology from the Department of Economy and Infrastructure. For this project, the locality is waiting for the direction of the province after the National Assembly and the Provincial People's Council meet in February 2025.

To ensure smooth implementation of the arrangement, especially personnel work, many heads and leaders of agencies have voluntarily written applications for early retirement in accordance with Decree No. 178/ND-CP (dated December 31, 2024) of the Government. Although he still has more than 2 years of work left, Mr. Ha Van Ninh, Deputy Head of the Department of Agriculture and Rural Development, decided to write an application for early retirement: "After studying Decree 178 of the Government and the Resolution of the Central Executive Committee of the Party on the arrangement and streamlining of the apparatus of the political system, comparing with my own conditions, I find myself completely suitable. With the responsibility of a cadre and party member, I voluntarily apply for early retirement, creating conditions for the next generation to join hands to carry out the task".

Identifying the arrangement and streamlining of the apparatus of agencies and units in the political system is a particularly important task. During the implementation process, the district pays attention to solutions and roadmaps to ensure the apparatus operates continuously and smoothly, without leaving any time, area or field vacant; promoting the effectiveness and efficiency of state management in all fields immediately after approval by competent authorities.

According to the district leaders, the locality continues to strengthen propaganda work and thoroughly grasp the spirit of Resolution 18-NQ/TW "On continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently" for cadres and party members, in order to raise awareness, create high consensus and unity throughout the entire political system to effectively implement the plan to reorganize and streamline the apparatus.
