Speaking with Dan Tri newspaper reporter, Ms. Pham Chi Lan, former Vice President of VCCI, former member of the Advisory Group for Prime Minister Phan Van Khai, said that the restructuring, arrangement and consolidation of ministries and ministerial-level agencies this time is very necessary, timely and meets the needs of the people, meeting the requirements of the Government in a new era.
In the past, we have attempted to merge and streamline the apparatus many times, but it has not been really effective, partly because the economy has not developed strongly enough and the international integration context has not been broad enough.
Ms. Lan also pointed out a reality that in recent years, many civil servants have not dared to do their best for fear of violations, because many points are unclear.
"You follow the regulations of this ministry but may be caught up in the regulations of another similar ministry, so you can still make mistakes, and the mistake here is not only personal but also related to the entire agency," Ms. Lan said.
She assessed that with a system that still has many "overlaps", we do not give enough power to ministries, agencies and individuals; we do not assign enough responsibility to take responsibility properly.
The arrangement and consolidation of some ministries, in addition to giving sufficient power and responsibility to each individual and unit, also helps with transparency and anti-corruption. As long as there is no transparency, corruption will continue to occur.
However, she acknowledged that the process of arranging and merging ministries and ministerial-level agencies would not be easy, so it required determination and strength, and not to delay because of favoritism. For those who remain, continuing to work in the new agency must be selective and meet all standards.
“When entering a new agency, the functions and tasks of each individual must be clearly divided so that they can work immediately, avoiding the situation of “new people, old people” causing trouble, not creating unity, and lacking trust to work together,” Ms. Lan stated.
She believes that the best way to convince those who stay is to have common standards, not to keep them because they are "the children of this or that person" or have had achievements at work, and when things are clear and meet the standards, there will be less trouble.
In addition, arrangements should be made for those who are no longer suitable to continue working until retirement. If there is an early retirement scheme with full salary that they accept, early retirement should be considered.
In fact, there are many people who are not suitable for working in the State apparatus but may be suitable for working in companies and enterprises. The reorganization and merger of the apparatus contributes to saving the budget and increasing the society's trust in the efficiency, effectiveness and efficiency of the State so that people voluntarily comply.
People agree and are excited.
“All the burdens, troubles, waste of time, effort, and money fall on the people and businesses. Now, when these things are resolved, the apparatus will be more efficient, effective, and have higher prestige, convincing people to work with the apparatus seriously and fairly, avoiding having to lobby to find relationships,” Ms. Lan said.
According to Ms. Lan, Vietnam's economic growth in recent years has been stable, but labor productivity has increased very slowly, which limits our country's access to new technology industries. From new technology, we can achieve the goal of Vietnam becoming a powerful country, rising up in the new era with our own strength.
We have relied heavily on foreign countries to reach middle income, but from upper middle income to wealth we must rely on our own internal strength.
“Streamlining the apparatus is an extremely necessary revolution, a revolution that helps Vietnam rise up, rise in the new era and move towards becoming a powerful and prosperous country with the hands, minds and people of Vietnam,” Ms. Lan emphasized and affirmed that streamlining the apparatus will help economic growth and fight waste.
National Assembly delegate Pham Van Hoa (Dong Thap) assessed that the restructuring and streamlining of the apparatus in our country had been carried out before but still had many shortcomings, was not thorough, and had reduced but only had the effect of "leveling".
“The previous streamlining was not really convincing, there were still cases of “going to work with an umbrella in the morning and coming home with an umbrella in the afternoon”. These people had the mindset of sticking to state agencies to make a living, even though the salary was not high but stable,” said Mr. Hoa.
He commented that the restructuring and streamlining of the apparatus this time has many differences compared to before, demonstrating high determination, carried out from the Central to the grassroots level; the streamlining of the apparatus takes place at intermediate stages, duplicating functions between agencies.
There are policies for redundant people.
According to Mr. Hoa, in the coming time, the Government may restructure, arrange and merge ministries and ministerial-level agencies such as merging the Ministry of Planning and Investment and the Ministry of Finance; merging the Ministry of Transport and the Ministry of Construction; merging the Ministry of Natural Resources and Environment and the Ministry of Agriculture and Rural Development; merging the Ministry of Information and Communications and the Ministry of Science and Technology.
In addition, the Government will merge the Ministry of Labor, War Invalids and Social Affairs and the Ministry of Home Affairs; the Ministry of Health will take over some tasks of the Central Health Care Protection Committee; the Ministry of Foreign Affairs will take over the main tasks of the Central Foreign Affairs Committee and the National Assembly's Foreign Affairs Committee; the Ministry of National Defense will carry out the arrangement of internal organizational focal points.
“Looking at this consolidated list, I highly appreciate the Central Government’s determination in merging the apparatus this time. I have been meeting with voters for the past few days, and the people are very sympathetic and excited about the Government’s streamlining of the apparatus.
Many people find the current apparatus cumbersome in some aspects, especially administrative management, causing trouble for the people," Mr. Hoa said.
He believes that this merger and arrangement will select people who are capable, dedicated, responsible, and wholeheartedly serve the people, and receive a worthy salary.
But he also raised the issue of mergers that would involve organizations and people when "some stay, some go".
Currently, there are some leaders and employees in the agency that may be merged who have concerns, so at this time it is very necessary for leaders and related people to set an example by accepting to "leave" to give up their positions to worthy people.
In particular, agencies that may be merged need to do a good job of ideological work, encouraging, comforting and having good policies for "redundant" people who no longer work in the State apparatus so that they have enough money to cover their expenses while looking for new jobs.
"I believe that this reduction will achieve great success," Mr. Hoa commented.
Mr. Tran Du Lich, National Assembly Delegate of the 13th tenure (Ho Chi Minh City Delegation) strongly supports the Government's policy of streamlining the apparatus this time. He believes that with the drastic participation of the Central Government, synchronous and comprehensive implementation will overcome the mentality of waiting, expecting, and looking at each other, bringing about positive results.
“Currently, all classes of people are looking forward to this streamlining of the apparatus. The ultimate goal is to make the apparatus more efficient, effective, and effective in order to achieve the goal of developing the country in the new era, the era of striving,” said Mr. Lich.
