Continuing to reorganize commune-level administrative units is a major policy proposed by the Party to streamline the organization and apparatus. In fact, this policy has proven effective in recent implementation in Hanoi. After the reorganization of commune-level administrative units in the 2019-2021 period and the 2023-2025 period, Hanoi has reduced the number of commune-level administrative units from 584 to 526 at present.

The recent merger of communes in Hanoi has initially streamlined the organization for effective and efficient operations; restructured and improved the quality of cadres, civil servants, and non-professional workers. However, there are still some unpredictable developments and factors that can put pressure on and push inflation up.
