Continuing to reorganize commune-level administrative units: The effectiveness of a major policy
Continuing to reorganize commune-level administrative units is a major policy proposed by the Party to streamline the organization and apparatus. In fact, this policy has proven effective in recent implementation in Hanoi. After the reorganization of commune-level administrative units in the 2019-2021 period and the 2023-2025 period, Hanoi has reduced the number of commune-level administrative units from 584 to 526 at present.
The recent merger of communes in Hanoi has initially streamlined the organization for effective and efficient operations; restructured and improved the quality of cadres, civil servants, and non-professional workers. At the same time, it ensures the effective promotion of development resources in the context that the country in general and Hanoi in particular are striving for growth of over 8% in 2025 and double digits in the following years.
Unpredictable developments cause inflationary pressure
The average consumer price index (CPI) growth rate in 2025 is allowed to be in the range of 4.5-5%. Meanwhile, the average CPI in the first two months of 2025 increased by 3.27% compared to the same period in 2024. This increase is high but not sudden because it is the "inertia" of market price developments during the Lunar New Year, and then will gradually stabilize. However, there are still some unpredictable developments and factors that can put pressure on and push inflation up.
Join hands to build a healthy production and business environment

At the same time, calling on social actors, especially the business community and consumers to join hands to build a healthy production and business environment, responsible and sustainable consumption.
