Focus on implementing solutions to promote disbursement of public investment capital

According to the report at the meeting, from the beginning of 2025, the Provincial People's Committee has assigned disbursement targets to each sector, district, town, city and investors as well as directed the drastic implementation of solutions to quickly disburse capital plans, in which tasks are assigned to the heads responsible for directing and directly monitoring projects on design and construction work, site clearance, etc. to start projects; organizing inspections of implementation and directing the removal of difficulties and obstacles in the implementation process. Departments, branches and localities have paid attention to directing early implementation from the beginning of the year, proactively carrying out procedures, thereby 19 projects have started construction; many projects have achieved good disbursement plans.

However, the progress of implementation and disbursement is still slow. As of March 15, 2025, disbursement reached 6.1% of the plan. For transitional projects, disbursement reached 5.16% of the plan. For newly started projects, disbursement reached 4% of the plan.

According to the assessment, there are many reasons for the slow progress of implementation and disbursement such as: investment preparation, construction design - cost estimates for newly started projects are still slow; adjustment of district-level land use planning is still slow; some projects have not completed site clearance and resettlement because resettlement sites for affected people have not been arranged; Coordination and direction in some localities for land use planning adjustment, approval of site clearance plans are not strict, regular, and not drastic...

In order to complete the public investment capital plan for 2025, contributing to the completion of key socio-economic targets, achieving the economic growth target of 8% or more in 2025, Provincial Party Secretary Tran Tien Dung requested that the entire political system must be determined and make efforts to unblock resources; promptly report difficulties and obstacles for resolution; strengthen and promote the settlement of investment capital for completed projects. The Provincial Party Secretary also noted that the Chairman of the Provincial People's Committee must urgently direct the statistics, careful review, accurate and complete update of relevant project information to enter TABMIS (Budget and Treasury Management Information System) for projects, thereby monitoring and striving to exceed the national average; investors and contractors must have specific implementation plans for each project; consider obstacles to promptly adjust land use planning, remove difficulties for businesses; Strengthen coordination, monitoring, evaluation, supervision, inspection, implementation and disbursement of public investment plans; need to review, delimit, survey, to auction the right to exploit sand mines. The Provincial Party Secretary also requested the Chairman of the Provincial People's Committee to pay attention to each project to have specific instructions on disbursement progress, with specific commitments from each agency and unit.

Speaking at the meeting, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Lu Quang Ngoi requested the Heads of agencies, units, and investors to focus on drastically implementing the site clearance work; must combine current projects of the province and the district, have specific plans and roadmaps to ensure site clearance work; study to shorten the time for project appraisal; responsible officers must regularly monitor; have specific plans and commit to the implementation roadmap for each quarter. The Chairman of the Provincial People's Committee also requested investors to develop detailed plans for implementation progress and capital disbursement each month; strengthen contractor capacity, resolutely take immediate measures to deal with subjective and late contractors...
