Inspect party organizations and party members when there are signs of violations.
In the first quarter of 2025, Party committees, Party organizations and Inspection Commissions at all levels will focus on leading, directing and organizing the implementation of inspection and supervision work; proactively summarize the inspection and supervision work in 2024 and deploy tasks for 2025.
Many Inspection Committees have proactively implemented inspection and supervision programs in 2025, focusing on inspecting party organizations and party members when there are signs of violations. The content of the inspection and supervision program focuses on areas prone to violations and negativity, such as: land management; implementation of investment programs and projects, personnel work, preparation for Party congresses at all levels...
As a result, Party committees at all levels inspected 30 Party organizations and concluded on 20 Party organizations. Of which, the Standing Committee of the Party Committee at the district level and equivalent inspected 19 Party organizations, and the grassroots level inspected 1 Party organization.
Party committees at all levels and Party cells inspected when there were signs of violations against 3 organizations and 6 Party members. Inspection commissions at all levels inspected when there were signs of violations against 1 Party organization and 11 Party members. Party committees at all levels and Party cells disciplined 3 Party organizations and 42 Party members, including 11 Party committee members. Inspection commissions at all levels disciplined 17 Party members.
The violations of party organizations and party members mainly concern the implementation of resolutions, directives, regulations, conclusions of the Party, policies and laws of the State, the implementation of working regulations, the principle of democratic centralism, working regime, the performance of duties of party members, committee members, things party members are not allowed to do, lack of responsibility, lax leadership, land, resources, minerals...
Party committees at all levels have supervised 33 publishing organizations and 20 party members. Inspection committees at all levels have supervised 2 party organizations and 7 party members. Inspection committees at all levels have received denunciations and photos from 11 party members (10 at provincial level, 1 at grassroots level). The results of processing were to obtain information on 5 petitions, transfer 4 petitions to competent authorities, and file 2 petitions.
In addition to the achieved results, the inspection and supervision work still faces some difficulties and shortcomings such as: Some Party committees and Inspection Committees have not been really proactive in developing and implementing the inspection and supervision program for 2025; the implementation of the proposed programs and plans has not been timely.
The development and implementation of inspection and supervision programs by a number of Party committees, Party organizations and Inspection Commissions have not been truly proactive, and are sometimes still confused; the development of the inspection and supervision program for 2025 is not yet close to the actual situation, the supervision content is not really expanded; there is no focus on grasping the situation, and no initiative in detecting and performing the task of inspecting Party organizations and Party members when there are signs of violations.
The conference also disseminated plan No. 134-KH/UBKTTU, dated April 8 of the Provincial Party Committee's Inspection Commission on digital transformation of the Party Inspection sector.
Speaking at the conference, delegates focused on assessing the difficulties and obstacles in implementing inspection and supervision work at units and localities, especially in implementing the work of streamlining the apparatus to eliminate district level and merge communes.
Adjust and supplement appropriate inspection and monitoring programs.
Concluding the conference, Head of the Provincial Party Committee's Inspection Commission Ho Thu Hang emphasized: In the coming time, Party committees, Party organizations and Inspection Commissions at all levels need to be proactive and active in leading, directing and organizing the implementation of inspection, supervision and disciplinary work to complete the inspection and supervision program in 2025 to ensure progress, contributing to stabilizing the situation of each locality, agency and unit.
Complete supervision of the leadership, direction, and organization of the implementation of Party Congresses at all levels towards the 14th National Congress of the Party, on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently for the Standing Committees of Party Committees at all levels and the standing comrades of Party Committees at district levels to promptly issue directive measures in reorganizing and streamlining the apparatus of the political system and organizing Party Congresses at all levels after receiving new instructions from the Central Committee.
Advise the Standing Committee to adjust and supplement the Standing Committee's inspection and supervision program in 2025 to suit the requirements of implementing the conclusions of the Politburo and the Secretariat on rearranging and reorganizing administrative units and building a 2-level party agency model and the practical situation.
Detect and promptly inspect party organizations and party members when there are signs of violations; thoroughly resolve petitions, letters, complaints and denunciations, not allowing them to linger. Develop a plan to monitor the implementation of policies and regimes for cadres who are being downsized due to the reorganization and streamlining of the apparatus. Develop a plan for the Inspection Committee to implement the direction of General Secretary To Lam on inspection, supervision and enforcement of Party discipline.
Effectively implement the digital transformation plan of the Party Inspection sector. It is proposed that in May 2025, the District Inspection Committee summarize and evaluate the results of the inspection and supervision work for the 2020-2025 term.
