On January 6, the Criminal Police Department of Dong Nai Province Police informed that the unit had arrested Vo Quang Truc and Nguyen Cong Hau for the acts of "Fraudulent appropriation of property" and "Using fake seals or documents of agencies and organizations"; Nguyen Thi Tuyet Lan and Nguyen Thi Hiep for the acts of "Fraudulent appropriation of property" and Trinh Thi Chi for the acts of "Receiving property obtained by others through crime".

Previously, on December 26, 2023, the Criminal Police Department of Dong Nai Provincial Police received a complaint from Mr. PTN and Mrs. PTM (born in 1975, both residing in Ba Vi district, Hanoi) about being defrauded by a group of about 5 people, appropriating 2.1 billion VND.

According to the accusation, this group of people created a scenario and advertised a precious stone with the ability to destroy iron to entice Mr. N. to buy it and then appropriate his money.

Mr. PTN said that Nguyen Thi Tuyet Lan took him to the rented house of Nguyen Quoc Hai (real name Vo Quang Truc, born in 1966, registered permanent residence in Ward 3, Go Vap District, Ho Chi Minh City) to buy a stone that has the ability to destroy metal.

When entering Hai's house, Mr. N. was introduced by Hai to Ms. Kim Sa Ni (real name is Nguyen Thi Hiep, pretending to be Hai's mother) and Ms. Ba (real name is Tran Thi Hanh, born in 1969, pretending to be Hai's younger sister).

Hai told Mr. N. that the stone with the ability to destroy iron was a family heirloom worth 306 billion VND. Here, Hai and Mr. N. said that if they helped Hai sell the stone for the correct price of 306 billion VND, they would receive 4% of the total sale price. At the same time, Hai would transport the stone to Hanoi for Mr. N. to keep.

If Mr. N. wants to keep the stone, he must give Hai 3 billion VND as a guarantee. In case Mr. N. cannot sell it, Hai will return 80% of the money Mr. N. gave Hai before.

At noon on December 24, Mr. N. and his wife flew from Hanoi to Ho Chi Minh City to meet Hai to continue discussing the purchase of the stone. Afterwards, Hai made an appointment to meet Mr. N. and his wife Nguyen Thi Tuyet Lan at a coffee shop to talk, and agreed that Hai would sell the stone to Mr. N. for 2.1 billion VND.

To create trust, Lan agreed with Mr. N. to prepare 1.6 billion VND and Lan contributed an additional 440 million VND to bring to Hai's house to carry out the purchase contract process and transport the gemstone to Hanoi.

When arriving at Tuy Phong district, Binh Thuan province, Ms. Ba repeatedly asked the driver to stop the car to go to the toilet. Taking advantage of the large area and the darkness, Ms. Ba quickly escaped. Mr. N. called Hai but could not reach him. At this time, Mr. N. and his wife realized that Hai had scammed them, so they asked the driver to turn the car back to Dong Nai to report the incident.

During the investigation, the authorities identified Vo Quang Truc as the mastermind and leader.

On December 28, the Criminal Police Department arrested Vo Quang Truc at his home in Tam Phuoc Ward, Bien Hoa City. During an urgent search of Truc's residence, the police seized a number of tools used to commit the crime and documents and evidence related to the case.

Expanding the investigation, the police arrested four more people involved, including: Nguyen Thi Hiep (born in 1940, living in Hoa An ward, Bien Hoa city; using the fake name Kim Sa Ni); Trinh Thi Chi (born in 1979, registered permanent residence in Thanh Tuyen commune, Dau Tieng district, Binh Duong province; current residence in Tam Phuoc ward, Bien Hoa city); Nguyen Thi Tuyet Lan (born in 1974, living in Thoi An Dong ward, Binh Thuy district, Can Tho city); Nguyen Cong Hau (biological daughter of Nguyen Thi Tuyet Lan, born in 2000).
