The Minister of Public Security said that the Ministry of Public Security will coordinate with relevant agencies to conduct a comprehensive review and inspection of fire prevention and fighting safety to assess the current situation and propose solutions to minimize damage.
On the afternoon of August 21, continuing the 36th Session, the National Assembly Standing Committee organized questions and answers on the second group of fields, including: justice; internal affairs; security, order, and social safety; inspection; court; and prosecution.
At the meeting, delegate Duong Van Phuoc (Quang Nam) questioned the Minister of Public Security about how to resolve problems when integrating driver's licenses, ensuring the legitimate rights of the people.
Responding to this issue, Minister Luong Tam Quang said that, implementing the Law on Identification and the Law on Electronic Transactions, the Ministry of Public Security has issued Circular 28 to create a legal basis for the Traffic Police force to perform the tasks of checking, temporarily detaining, revoking documents and registering vehicles on the VNeID application.
Accordingly, from July 1, 2024, when participating in traffic, people will be able to present information and documents related to the driver and vehicle to the Traffic Police for inspection and processing via the VNeID application. During the processing process, if the violator presents documents via VNeID, the authorities will temporarily detain the documents in the electronic environment.
In case the documents have been integrated and updated on VNeID, the types of minutes and decisions of the competent person in the temporary detention and return of documents are also made according to the form prescribed by law and can be created and sent electronically on the VNeID application and other electronic information system applications when there are sufficient conditions and technical implementation.
Delegate Nguyen Thanh Phong (Vinh Long) mentioned the existence and inadequacies of socio-economic infrastructure, some establishments still violated regulations on fire prevention and fighting; awareness and responsibility of some people were still subjective, causing serious damage to people and property. The delegate asked the Minister of Public Security to provide solutions to overcome this in the coming time.
Regarding this issue, Minister Luong Tam Quang said that due to the existence of history, the inadequacies in infrastructure that do not comply with fire prevention and fighting standards and regulations cannot be overcome immediately, requiring a roadmap in comprehensive solutions on planning, reviewing, supplementing, amending, and developing legal documents. Fire prevention and fighting standards and regulations have not kept up with the speed of socio-economic development.
Regarding solutions, the Minister of Public Security said that in the coming time, the Ministry of Public Security will coordinate with relevant agencies to conduct a comprehensive review and inspection of fire prevention and fighting safety to assess the current situation and immediately have solutions to limit and minimize damage and consequences caused by fires and explosions. In addition, coordinate with press agencies and other mass media to spend time during the time frame with many viewers to propagate and advise people about knowledge and skills to prevent fires and explosions.
The Ministry of Public Security is also drafting the Law on Fire Prevention, Fire Fighting and Rescue; which has been reviewed and commented on by the 15th National Assembly at the 7th Session, expected to be approved at the 8th Session, and related legal documents to continue perfecting the legal framework, overcoming loopholes and shortcomings in State management of fire prevention, fire fighting and rescue.
In addition, the Ministry of Public Security is also coordinating with the Ministry of Construction and the Ministry of Science and Technology to develop standards for individual housing and general requirements to suit actual conditions while still meeting fire prevention and fighting requirements, so that these projects can be accepted and put into use./.
