Implementing TDCS in 2025
In 2024, the total TDCS capital of Tra Vinh Social Policy Bank will reach 4,774 billion VND, an increase of 361 billion VND compared to the beginning of the year. Of which, the balanced capital from the Central Government is 3,630 billion VND, accounting for 76.04% of the total capital, an increase of 98 billion VND compared to the beginning of the year. The capital mobilized locally with interest rate subsidy from the Central Government is 508 billion VND, accounting for 10.64% of the total capital, an increase of 104.47 billion VND compared to the beginning of the year; mobilized from savings deposits of savings and loan groups (TK-VV) is 224.41 billion VND, an increase of 44.42 billion VND compared to the beginning of the year. The entrusted capital at the local level is 636 billion VND, accounting for 13.32% of the total capital, an increase of 157.78 billion VND compared to the beginning of the year.
Regarding TDCS activities, the total loan turnover in 2024 reached VND 1,233.42 billion, with 36,849 poor and near-poor households and other policy beneficiaries, focusing mainly on the following programs: loans to support job creation, maintain and expand employment VND 403.38 billion (11,243 customers), clean water and rural environmental sanitation VND 303.6 billion (16,420 households); newly escaped poverty households VND 121.66 billion (2,276 households); loans to near-poor households VND 47.78 billion (1,051 households); loans to students VND 145.06 billion (1,972 students)...
Total outstanding loans to date have reached VND4,765.32 billion, an increase of VND356.57 billion compared to the beginning of the year (growth of 8.08%), with more than 129,000 customers still having outstanding loans; average outstanding loans of VND36.94 million/borrower. Credit programs with high outstanding loans include: loans for job creation (VND1,302.49 billion), clean water and rural environmental sanitation (VND807.17 billion), newly escaped poverty households (VND977.56 billion), students (VND381.63 billion), loans for poor households on housing (VND321.8 billion).
Talking about the TDCS loan source, contributing to poverty reduction and social security, Ms. Tran Thi Thuy, residing in Hamlet 10, Ward 9, Tra Vinh city, said: in 2024, she borrowed 32 million VND to raise pigs. After many raising periods, her income was stable, she paid back the loan; now she would like to switch to the loan program to repair her house.
TDCS activities in the province in 2024 are effective; The VBSP closely coordinates with entrusted associations, departments, branches, and authorities at all levels to focus on synchronously implementing consolidation solutions to improve credit quality; the entire branch has 2,245 savings and credit groups with no overdue debt, accounting for 83.03%. There are 03 district-level associations with no overdue debt: the Veterans Association and the Youth Union of Tra Vinh city; Veterans Association of Tieu Can district.
In 2024, TDCS capital contributed significantly to job creation and sustainable poverty reduction. Mr. Thach Nhat Khanh, residing in Hamlet 2, Ward 9, borrowed 50 million VND to start a small business. According to Mr. Khanh, thanks to the loan, he opened a grocery store at home; profit from 200,000 - 300,000 VND/day; life is stable.
According to comrade Duong Chau Tuan, a staff of the Social Policy Bank in charge of Ward 9, Tra Vinh city: the total outstanding debt of Ward 9 currently reaches nearly 39 billion VND/11 lending programs; with 1,227 customers still in debt. This is one of the commune-level units with no bad debt.
Mobilizing the entire political system to implement Directive No. 39-CT/TW
Promoting the achieved results, implementing Plan No. 239-KH/TU of the Provincial Party Committee on implementing Directive No. 39-CT/TW; the Provincial Party Committee requires continuing to raise awareness, clearly defining the roles and responsibilities of Party committees, authorities, agencies and units on the position, role and importance of TDCS, in order to continue to create positive changes in the province. Regularly monitor, inspect, supervise and evaluate the implementation of Directive No. 39-CT/TW and Plan No. 239-KH/TU of the Provincial Party Committee Standing Committee to promptly urge, remove and resolve difficulties and obstacles and supplement and update the policies and guidelines of the Central and local governments on tasks to ensure they are suitable to the requirements.
In order to achieve the goal, the Provincial Party Committee requires Party committees at all levels to strengthen leadership, direction, dissemination, dissemination and organization of good implementation of the Party's guidelines and policies and the State's policies and laws on social credit, creating high consensus in the awareness of the position and role of social credit. Thereby, affirming this is one of the "pillars" of the system of social security policies; demonstrating the Party's viewpoint on sustainable economic development associated with society, economic growth coupled with social progress and equity; taking people as the center, leaving no one behind; creating motivation and resources for beneficiaries of social policies to actively and proactively participate in production and business development, improving and enhancing material and spiritual life in the direction of advanced NTM criteria.
Implementing the TDCS in 2025 is one of the key tasks in implementing the planning, socio-economic development plan, and the 10-year socio-economic development strategy of the province (2021 - 2030). Provincial departments, branches, authorities at all levels, and socio-political organizations strengthen coordination in developing and implementing the TDCS social programs in 2025; and consider this one of the regular tasks in the programs and plans of their level and branch.

The implementation of TDCS in 2025 has continued to mobilize the entire political system. Comrade Nguyen Thi Thuy, Head of the People's Committee of Hamlet 2, Ward 9 shared: TDCS is one of the important tools in implementing the goals of poverty reduction, job creation and ensuring social security.
