BTO-On the afternoon of March 18, Comrade Do Huu Huy - Chairman of the Provincial People's Committee chaired a direct and online meeting with localities to listen to reports on the socio-economic situation in the first quarter of 2025 and deploy key tasks in the second quarter of 2025. Overview of the meeting

In the first 3 months of the year, the province's socio-economic situation achieved many positive results, the 3 pillars of the province: Industry, tourism and agriculture all recorded growth compared to the same period in 2024. Notably, the growth rate of the total product in the province (GRDP) was quite good, up 8.1%. In which, the industry - construction sector increased by 10.06% (the processing and manufacturing industry index increased by 11%, with 13/16 main industrial production products increasing compared to the same period in 2024). Tourism activities are bustling, the whole province is estimated to welcome more than 2.6 million visitors, up 13.76% over the same period, revenue reached 7,050 billion VND, up 16.24%. Export turnover is estimated at 275 million USD (up 30.25%); Agricultural production remains stable. State budget collection is actively implemented, total state budget revenue is estimated at 3,126 billion VND (up 1.83%); of which: domestic revenue is 2,838.5 billion VND (up 2.89%). The work of arranging and organizing the apparatus is implemented promptly, stabilizing the ideology of cadres, civil servants and public employees to urgently perform their tasks immediately after the merger, without interrupting the common work. Social security and welfare policies are given attention; national defense and security are maintained.

At the meeting, departments, branches and localities proposed solutions to remove difficulties, especially the problem of falling agricultural product prices affecting people's income; increasing budget sources; difficulties in attracting investment for development...

Leaders of provincial departments and branches speak out

Speaking at the meeting, Chairman of the Provincial People's Committee Do Huu Huy highly appreciated the positive socio-economic results in the first quarter of 2025 but also frankly pointed out the limitations. That is, the economic scale of the province is still low, the growth quality is not stable, the domestic budget revenue is not high. Production and business are facing difficulties, the number of new enterprises is decreasing, the number of enterprises ceasing operations is increasing. The progress of site clearance and disbursement of public investment capital is slow, many problems have not been resolved, especially determining land prices for compensation, land allocation, land lease, etc.

Accordingly, the Chairman of the Provincial People's Committee requested the heads of local agencies and units to uphold their responsibilities and make greater efforts to achieve the province's socio-economic development goals this year. The Chairman of the Provincial People's Committee noted 10 key tasks and solutions that need to be focused on in the second quarter and the remaining quarters of 2025. That is, urgently deploying the work of reorganizing the provincial, district and communal apparatus in the coming time according to the direction of the Central Government; implementing the direction of the Politburo, the Government and the Prime Minister on double-digit economic growth. Focusing highly on budget collection, ensuring correct, sufficient and timely collection. Reviewing and cutting down on spending tasks that are not really urgent, to prioritize development investment.

The Chairman of the Provincial People's Committee requested departments, branches and localities to accelerate the disbursement of public investment capital and consider this a top priority task to contribute significantly to the province's GRDP growth. Speed ​​up the progress of projects and works that have had investment policy decisions or approved investment projects, especially key projects of the province in 2025, projects to welcome the Party Congress including Phan Thiet Airport, coastal road DT.719B section Phan Thiet - Ke Ga and Hon Lan - Tan Hai section, Ham Kiem - Tien Thanh road, Van Thanh bridge, Ca Ty river embankment, Ka Pet lake, Ca Ty river apartment building...

At the same time, speed up the progress of establishing and adjusting land use plans, land use plans for 2025 and specialized plans to ensure consistency and synchronization with the approved Provincial Planning. Create clean land funds to call for and attract domestic and foreign investors and economic sectors to invest in 3 economic pillars (land funds on both sides of DT.719B road and Ham Kiem - Tien Thanh road). Focus on site clearance to implement Tan Duc Industrial Park and Son My 2 Industrial Park projects and hand over the site for Son My Power Center projects and Son My LNG Gas Port Warehouse projects. Improve the quality, effectively implement promotion activities and attract secondary investment projects in industrial parks and clusters. Review and thoroughly handle difficulties in industrial parks: Ham Kiem 1, Ham Kiem 2, Tuy Phong, etc.

In addition, direct the Department of Finance to urgently complete and submit to the Provincial People's Committee for promulgation the investment promotion plan for 2025. The tourism industry promotes the development of new and attractive types of tourism services; strengthens tourism promotion activities of the province at home and abroad. Speed ​​up the approval of new investment projects, first of all, the projects of urban commercial service complexes, tourism with influence on the land fund on both sides of Road 706B, projects in the North of Phan Thiet and Ham Thuan Nam district. Continue to review and resolutely withdraw unimplemented or slow-implemented projects to invite other capable and dedicated investors to invest, not to waste land.

Accelerate the implementation of the Project on developing population data applications and electronic identification to serve national digital transformation; research and implement the Land Data Project. Accelerate administrative reform, improve administrative reform indexes PAR, SIPAS, PAPI and provincial competitiveness index PCI to create a favorable and attractive investment environment.

At the same time, it is necessary to effectively implement measures to prevent and combat drought and water shortages to serve people's lives and agricultural production during the dry season. The Chairman of the Provincial People's Committee noted that it is necessary to effectively carry out the work of taking care of people's health; improve the quality of education at all levels. In particular, focus on implementing social security policies, taking care of the lives of the poor, and showing gratitude to families with meritorious services to the revolution on the occasion of the 50th anniversary of the liberation of Binh Thuan (April 19, 1975 - April 19, 2025).
