The provincial National Assembly delegation hopes that the Department of Culture, Sports and Tourism of Ha Tinh will continue to advise the Provincial People's Committee on solutions to effectively implement innovation in the organization and management of units.

On the afternoon of February 26, the Ha Tinh National Assembly Delegation organized a thematic supervision session on "Implementation of policies and laws on innovation of the organizational and management system, improving the quality and efficiency of public service units in the period of 2018 - 2023 in Ha Tinh province" at the Department of Culture, Sports and Tourism of the province.

Deputy Head of the Provincial National Assembly Delegation Tran Dinh Gia and Director of the Provincial Department of Culture, Sports and Tourism Bui Xuan Thap chaired the meeting.

Overview of the working session.

At the meeting, the Department of Culture, Sports and Tourism reported on the implementation of policies and laws on innovation of the organization and management system, improving the quality and efficiency of operations of public service units in the period of 2018 - 2023.

Accordingly, the Department of Culture, Sports and Tourism of Ha Tinh has dissolved 1 public service unit and reduced 10 professional and technical departments. Currently, the Department of Culture, Sports and Tourism of Ha Tinh has 8 affiliated units, of which 1 unit implements a partially autonomous mechanism, which is the Provincial Cultural - Cinema Center.

Regarding the staffing, the number of civil servants was reduced from 163 (in 2015) to 153, reaching a rate of 6.9%. At the same time, the department has also improved the effectiveness and efficiency of State management of public service units; promoted the provision of public service according to the market mechanism, promoted the socialization of public service units; perfected the financial mechanism, implemented the autonomy mechanism for public service units...

Ms. Bui Thi Quynh Tho - Full-time member of the National Assembly's Economic Committee: "The report of the Department of Culture, Sports and Tourism on the implementation of the topic needs to be more comprehensive and clearly indicate the objective and subjective causes in the process of performing the task".

At the monitoring session, delegates focused on related problems such as: lack of human resources to meet requirements, especially for some special units (Provincial Traditional Arts Theater, Provincial Sports Training and Competition Center); limited budget sources; infrastructure has not been invested in a manner commensurate with the task; autonomy policy is still entangled, not consistent with legal regulations; the management model of historical and cultural relics has not been unified...

Participating in giving comments, some members of the monitoring delegation said that, in addition to objective factors, the Department of Culture, Sports and Tourism as well as its affiliated units need to fully identify subjective causes and specific solutions in performing tasks at the grassroots level.

Concluding the working session, Deputy Head of the Provincial Delegation of National Assembly Deputies Tran Dinh Gia acknowledged the efforts and results of the Department of Culture, Sports and Tourism as well as units in implementing policies and laws on innovation of the organization and management system, improving the quality and efficiency of public service units in the period of 2018 - 2023.

At the same time, it is recommended that relevant departments and branches share specific activities with the cultural sector, and work with the Department of Culture, Sports and Tourism to advise the Provincial People's Committee to find solutions to help the unit perform its tasks well.

The Deputy Head of the Provincial National Assembly Delegation affirmed that the delegation will conduct trips to the grassroots to grasp the actual situation, thereby having a comprehensive view of the activities of units in charge of cultural work to make recommendations to the National Assembly in the coming time.
