On the morning of July 19, in Hanoi, Prime Minister Pham Minh Chinh, Head of the Government's Steering Committee for Administrative Reform (PAR) chaired the 5th meeting to evaluate the PAR work in the first 6 months of the year, deploy directions and tasks for the last 6 months of 2023. Comrade Nguyen Huong Giang, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial PAR Steering Committee attended and directed at the provincial bridge. Also attending was Comrade Nguyen Dinh Loi, member of the Provincial Party Committee Standing Committee, Chairman of the Provincial Fatherland Front Committee.

In the first 6 months of the year, ministries and members of the Government's Steering Committee for Administrative Reform have made great efforts and determination in advising the Government and the Prime Minister to deploy important tasks and solutions in administrative reform, contributing to the successful implementation of socio-economic development tasks: Ministries, ministerial-level agencies, and localities issued more than 2,200 documents, setting out nearly 4,000 tasks to direct, urge, and thoroughly implement administrative reform tasks. As of June 21, central ministries and branches completed 296 tasks, reaching 35.03% of the plan; localities completed 1,384 tasks, reaching 46.09% of the plan... Reforms in institutions, administrative procedures, state administrative apparatus organization, civil service regime, public finance, e-Government and digital Government construction and development were promoted.

After listening to reports, comments and recommendations from ministries, branches and localities, Prime Minister Pham Minh Chinh acknowledged, discussed and clarified the existing shortcomings and limitations, while emphasizing the importance of administrative reform to the country's development tasks; it is necessary to resolutely abolish cumbersome regulations, let people and businesses do what is not prohibited by law and encourage innovation for the common good, not issue additional documents to hinder, increase compliance costs as well as the possibility of negative consequences...

In the coming time, ministries, branches and localities need to continue to review and innovate methods and approaches, promote the role and responsibility of leaders to effectively organize the implementation of assigned administrative reform tasks; strengthen dialogue, speed up the progress of removing difficulties and obstacles for people and businesses; urgently and effectively implement instructions on administrative reform, improve the investment and business environment, and reform administrative procedures; strengthen public service inspection, improve discipline and order, and strictly handle violations; each ministry, branch and locality, based on its functions and tasks, effectively implement administrative reform work according to the set plan.

In Bac Ninh, in the first 6 months of the year, administrative reform work was focused on leadership and direction by all levels and sectors in the province, promptly issuing documents for effective implementation: The organizational apparatus was rearranged in the direction of streamlining, compactness, functions and tasks were defined more fully and clearly; the effectiveness of State management work, the quality of cadres, civil servants and public employees were improved; administrative procedure reform was promoted; the task of building and developing e-government and digital government was gradually implemented synchronously... Some specific results: 100% of provincial departments, branches, sectors, district-level People's Committees, commune-level People's Committees and a number of other agencies (central agencies located in localities, unions, ...) in the province have been connected to the high-speed intra-provincial WAN network system with 177 connection points, meeting the requirements for data exchange between State agencies connecting to the provincial data center; provided nearly 15 thousand official email accounts...

Chairman of the Provincial People's Committee Nguyen Huong Giang requested the delegates attending the conference to strictly implement the Prime Minister's conclusion to effectively implement the administrative reform tasks in the coming time. Heads of agencies, units and localities must clearly understand that in order to improve the quality and effectiveness of administrative reform, it is necessary to first rectify and strengthen responsibility in handling work; especially uphold the spirit of daring to think, daring to do for the common good, resolutely overcome the situation of pushing, avoiding responsibility, not daring to do, not daring to advise, propose, not daring to take responsibility; not pushing work and abusing the request for opinions of superior agencies to avoid responsibility... thereby creating a change in thinking and action, creating a breakthrough in performing tasks in general and administrative reform in particular;

Closely following Plan No. 176 dated June 7, 2023 on improving the PAR Index of the province in 2023, agencies and units seriously implement, especially have solutions to overcome limitations and shortcomings, solutions to improve the quality of administrative reform work of agencies and localities as well as improve the PAR Index of the province; review and simplify internal administrative procedures between state administrative agencies according to Decision No. 1703 dated October 27, 2022 of the Chairman of the Provincial People's Committee; strengthen inspection work, especially surprise inspection of compliance with working regulations, discipline, and order in performing tasks and public duties of cadres, civil servants, and public employees; organize inspection of administrative reform work according to the set Plan; Promote information and propaganda on mass media from the province to the grassroots level about administrative reform and implementation of one-stop, one-stop mechanism, handling of administrative procedures online, via post; models, initiatives, solutions, good practices on administrative reform.
