Promoting the improvement of the quality of provision and use of online public services

On the afternoon of June 5, the Ministry of Information and Communications (MIC) held a conference on “Promoting the improvement of the quality of provision and use of online public services”. The conference was held in person and online to units and localities nationwide.

Comrade Nguyen Huong Giang, Chairman of the Provincial People's Committee, Head of the Provincial Digital Transformation Steering Committee concluded the conference at the Bac Ninh bridge point.

Comrade Nguyen Manh Hung, Member of the Party Central Committee, Minister of Information and Communications, Vice Chairman of the National Committee on Digital Transformation chaired the conference. Comrade Nguyen Huong Giang, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial Steering Committee for Digital Transformation chaired at the Bac Ninh bridge.

At the conference, representatives of the Ministry of Information and Communications introduced an overview of the set of criteria for evaluating the Public Service Portal; the results of the first evaluation of the Public Service Portals of ministries, branches and localities so that delegates could discuss and exchange about the limitations, shortcomings, difficulties and problems in the implementation process and determine the direction in the coming time to improve the quality of providing and using online public services.

Implementing the tasks assigned by the Prime Minister in Decision 468/QD-TTg dated March 27, 2021, Bac Ninh province has merged the Public Service Portal and the electronic one-stop system into the Administrative Procedures Information System (TTHC) to put into operation and use a single, unified software system to serve the reception and settlement of administrative procedures and other operations such as satisfaction assessment, receiving/handling feedback and recommendations across the province. In the first 5 months of 2023, the Provincial TTHC Information System received 237,130 records (an average of more than 47,000 records/month), including 27,762 online records (accounting for 43.9% of the total number of direct records, excluding paper certified records), generating 677 online payment transactions of fees/charges, totaling more than 337 million VND. During the process of receiving and processing administrative procedure records, the provincial system has had 18,468 times of exploitation and verification using the National Population Database, helping people not to provide household registration books or temporary residence papers. Based on the set of assessment criteria built on the basis of reference, update, and synchronization with the latest legal corridor, the Bac Ninh Public Service Portal in March 2023 was evaluated as follows: In terms of function, 8/34 component criteria have not been met; in terms of performance, 1/5 of the results have not been achieved; 2/15 criteria have not met the standards of convenient access...

Chairman of the Provincial People's Committee Nguyen Huong Giang emphasized: Regarding the set of criteria for evaluating the Public Service Portal, he requested heads of departments, branches, sectors, and localities to develop plans and implement the assigned targets and tasks in Official Dispatch No. 1552 of the Ministry of Information and Communications. Regarding online public services, it is recommended to review administrative procedures and online public services, prioritize 25 essential public services with many users to simplify and create more favorable conditions for people to access and implement. Departments, branches, and functional units should strengthen their advice to the Provincial People's Committee to issue policies to reduce fees and charges of the sectors and fields under their management to encourage people to use online public services; strengthen measures to improve the quality of providing and implementing online public services in the province. The Provincial Public Administration Center presides over and coordinates with departments, branches, and localities to advise and implement solutions to increase the rate of online payments in the province. Regarding the certification of electronic copies from originals, the Department of Justice shall preside over, supervise, and urge agencies, units, and localities to implement; advise and deploy solutions to increase the rate of certification of electronic copies from originals.
