Continue to improve the effectiveness of work in the Emulation Bloc of Central Party Agencies

The Conference was attended by representatives of the leaders of the agencies: Central Emulation and Reward Committee, Party Committee of Central Agencies, Party Committee of Central Enterprises, National Political Publishing House Truth, Central Economic Committee, Central Inspection Committee, leaders of departments, organizing committees and officials working on emulation and reward work of the Central Party agencies.

The Central Party Agencies' Emulation Bloc (hereinafter referred to as the Bloc) consists of 14 agencies and units with the functions and tasks of advising and assisting the Central Executive Committee, directly and regularly the Politburo and the Secretariat in the fields of Party building at the Central level, with a total of more than 5,500 cadres, civil servants, public employees and workers.

Over the past time, the emulation and reward work has always been thoroughly implemented by agencies and units in the Bloc, seriously and promptly, constantly innovating both in form and content, focusing on improving the quality of emulation movements associated with political tasks. The reward work ensures the right standards and conditions, commends the right people and the right objects, thereby creating motivation for cadres, civil servants, public employees and workers to compete to excellently complete assigned tasks, and unite agencies and units in the Bloc, continuing to promote initiative, creativity and democracy in work.

In the first 6 months of 2024, the emulation and reward work plan and program of the Emulation Bloc of Central Party Agencies were implemented on schedule, ensuring the set quality. Agencies and units in the Bloc continued to effectively implement emulation movements launched by the Prime Minister, closely following key and extraordinary tasks to launch emulation movements in accordance with the functions and tasks of each agency and unit; the inspection and supervision of the implementation of emulation and reward work of agencies and units were carried out seriously, methodically and with quality.

The agencies and member units of the Bloc have closely followed the resolutions and directives of the superior agencies and the Party Committees at the same level, proactively advised and proposed policies and solutions to implement all aspects of Party building work in the first 6 months of the year, focused on researching and advising the Party Committees to lead and direct the good implementation of Party building work and the building of the political system. Actively and proactively advised on the serious implementation of the new regulations of the Central Committee, proposed institutionalization, and developed documents directing and guiding professional work on Party building work, emulation and reward work; reviewed, revised and supplemented the working regulations of the Party Committees according to the regulations of the Central Committee.

Thoroughly grasp and strictly implement resolutions and directives on Party building work, pay attention to political and ideological education, combine with traditional education, organize activities and exciting emulation movements in agencies and units; grasp and promptly resolve the aspirations of cadres, civil servants, public employees and workers; build a culture of behavior, especially in communication and work handling; continue to improve, train and foster to improve the quality of cadres, civil servants and public employees; innovate working methods, improve work quality and efficiency. Promote administrative reform towards openness, transparency, ease of implementation, application of information technology in management, operation and work handling; strengthen discipline, administrative discipline, speech discipline, improve quality in performing public duties. Strengthen learning and experience exchange among member agencies in the Bloc.

The opinions expressed at the Conference were in agreement with the report on emulation and reward work in the first 6 months of the year and the deployment of tasks for the last 6 months of 2024. The delegates also discussed, exchanged and shared the implementation of emulation and reward work at each agency and unit.

Comrade Mai Van Chinh, member of the Party Central Committee, Permanent Deputy Head of the Central Organizing Committee spoke at the Conference.

In his closing speech at the Conference, Comrade Mai Van Chinh, Member of the Party Central Committee, Permanent Deputy Head of the Central Organizing Committee affirmed that the opinions expressed assessed the achieved results, pointed out limitations, proposed directions and solutions for implementing emulation and reward work in the coming time, demonstrating the dedication and responsibility in implementing emulation and reward work of agencies and units.

Despite many difficulties and challenges in the first 6 months of the year, the Party Committees and leaders of agencies and units have paid attention to emulation and reward work. Each agency and unit has chosen a theme suitable to their agency to implement diverse and rich emulation movements. Thanks to that, emulation and reward work has contributed to the implementation of the political tasks of each agency and unit; creating motivation for cadres and civil servants to strive to complete their tasks.

To effectively carry out emulation and reward work in the coming time, comrade Mai Van Chinh suggested that when there are directives and instructions from the Central Emulation and Reward Council, agencies and units need to thoroughly implement and organize effective implementation; actively participate in topics launched by the Central Government as well as deploy emulation movements on the occasion of major national holidays.

The recommendations and proposals at the Conference will be discussed and solutions sought by the leaders of the Emulation Bloc. "What is good needs to be done better, determined to overcome limitations, improve the effectiveness of emulation work so that emulation work truly creates motivation for the implementation of political tasks of each agency and unit" - the Deputy Head of the Standing Committee of the Central Organizing Committee emphasized.
