The Action Program clearly demonstrates the goals, tasks and solutions of the Government in the new situation, concretizing the guiding viewpoint stated in Conclusion No. 57-KL/TW; is the basis for 100% of ministries, ministerial-level agencies, Government agencies and People's Committees of provinces and centrally run cities to develop programs and action plans of each ministry, agency and locality according to assigned functions and tasks and organize synchronous and effective implementation.
At the same time, the goal of the Action Program is to create unity in the implementation of foreign information work in the new period, clearly recognizing the role and position of foreign information work as an important part of the Party's political, ideological and foreign affairs work, state diplomacy, and people's diplomacy; linking the implementation of foreign information work with the strategic goals and tasks of national development set out in Resolution XIII of the Party, focusing on goals and solutions to contribute to the successful implementation of the goals by 2025, 2030 and vision to 2045.
Towards new and creative ways of doing things
The program requires tasks and solutions for foreign information work in the new period to aim for new and creative ways of doing things. Consider cyberspace as a new space for foreign information work, in which science and technology are applied, digital transformation is used to innovate the way of doing foreign information work, creating breakthrough results.
Foreign information work in the coming period needs to measure results more clearly, promote the increase of national rankings in prestigious rankings in the world, in accordance with Vietnam's interests to consolidate and enhance Vietnam's prestige, position and image in the world.
Strengthening the proactiveness and coordination in foreign information work among ministries, departments, branches and localities, promoting the role of presiding over state management of foreign information to enhance the effectiveness and efficiency of foreign information work; ensuring close connection between domestic information and foreign information; between party diplomacy, state diplomacy and people's diplomacy in foreign information activities...
To achieve the above goals, the Government requires that in the coming time, ministries, ministerial-level agencies, agencies under the Government, People's Committees of provinces and centrally run cities need to specify and organize the implementation of the following 5 tasks:
1- Dissemination, propaganda, information dissemination and implementation of the Resolution; 2- Strengthening coordination between agencies and organizations in the political system; enhancing state management responsibilities; perfecting mechanisms and policies on foreign information; 3- Innovating thinking, content, methods and ways of doing foreign information; 4- Strengthening the fight against false and negative information that affects the national image; 5- Strengthening resources, encouraging and motivating social resources for foreign information work.
Creating a fundamental shift in thinking about foreign information work
In particular, the Government requires ministries, ministerial-level agencies, agencies under the Government, People's Committees of provinces and centrally run cities to develop and complete legal documents and legal frameworks in general; review, amend and supplement regulations on foreign information, coordination regulations to improve the effectiveness and efficiency of state management of foreign information, meeting the tasks of foreign information in the new period; develop and complete plans on foreign information; focus on developing a foreign press and publishing system with influence and prestige in the world.
Create a fundamental change in thinking about foreign information work in the new period; deeply perceive the close relationship between domestic information and foreign information; party foreign affairs, state diplomacy and people's diplomacy; link foreign information with political tasks and socio-economic development of localities and the country; consider cyberspace as a new space for foreign information work.
Raise awareness of foreign information officers in identifying, fighting and refuting plots and tricks of hostile forces, reactionary elements and political opportunists; prevent bad, distorted and inciting information contrary to the Party's viewpoints, guidelines and policies, and the State's laws and policies...
