(CPV) - According to the Prime Minister, 2024 is a breakthrough year to successfully complete the socio-economic development goals of 2024 and the 5-year Plan 2021 - 2025. Therefore, the Prime Minister suggested that in the implementation of the Coordination Regulation between the Government and the Vietnam General Confederation of Labor, it is necessary to well perform "1 central task, 3 concerns, 5 promotions..."

On May 26 in Hanoi, Politburo member, Prime Minister Pham Minh Chinh and Party Central Committee member, President of the Vietnam General Confederation of Labor Nguyen Dinh Khang chaired a conference to evaluate the implementation of the Regulation on working relations between the Government and the Vietnam General Confederation of Labor.

Reporting on the summary of the implementation results of the Regulation on the working relationship between the Government and the Vietnam General Confederation of Labor, Chairman Nguyen Dinh Khang said that in 2023, the Government and the Presidium of the Vietnam General Confederation of Labor actively and proactively implemented coordination work, ensuring the effectiveness of tasks according to the Coordination Regulation, and sudden and arising tasks according to the leadership and direction of the Politburo, the Secretariat and practical requirements.

The Government and the Vietnam General Confederation of Labor have continued to coordinate closely and practically, focusing on researching and developing mechanisms, policies and laws on social security and welfare for workers, improving the lives of workers, building harmonious, stable and progressive labor relations in the new situation. The Government and the Prime Minister have directed ministries, branches and local authorities to actively coordinate with the Vietnam General Confederation of Labor and trade unions at all levels to promptly resolve the needs, aspirations and legitimate and legal rights of workers, especially regarding employment, income, housing issues of workers and laborers, synchronizing social infrastructure, schools, medical stations, cultural needs, entertainment venues, etc.

Pay attention to building a team of trade union officials to meet the requirements of the task, build a strong Vietnamese Trade Union, a modern and powerful working class and a Government of "Discipline, responsibility, proactiveness, timeliness, accelerated creativity, sustainable efficiency".

Ministries, ministerial-level agencies, and agencies under the Government have actively coordinated with the Vietnam General Confederation of Labor in formulating and perfecting policies, institutionalizing the Party's viewpoints and guidelines on trade unions, the working class, and laborers, such as: The Government Party Committee has sent a document providing comments on the organization of the 13th Congress of the Vietnam Trade Union to the Central Party Office; The Government has submitted to the National Assembly amendments and supplements to many important draft laws related to the rights and interests of laborers such as housing, land, social insurance, medical examination and treatment, etc.

Ministries, ministerial-level agencies, government agencies and the General Confederation of Labor have actively coordinated to implement measures to stabilize and develop the labor market effectively and sustainably and to care for workers' lives according to Resolution No. 06/NQ-CP dated January 10, 2023 of the Government. The General Confederation of Labor has issued and implemented support policies for union members and workers whose working hours have been reduced or their labor contracts have been terminated due to businesses cutting or reducing orders, etc.

Regarding recommendations, the Vietnam General Confederation of Labor recommends that the Government pay more attention to the rights and interests of workers and trade union activities when formulating policies and laws. Draft laws need to be carefully surveyed, and opinions of directly affected subjects should be widely sought; regulations should ensure the harmony of interests between workers, employers and the State, pay attention to protecting vulnerable groups, promote balance and harmony in labor relations; and help workers enjoy the fruits worthy of their contributions over 40 years of national renovation.

The Government directs ministries, functional branches and People's Committees of provinces and cities to regularly inspect, examine and strictly handle enterprises that violate the laws on labor, trade unions, social insurance, and occupational safety and hygiene, especially enterprises that are late or do not pay wages, evade social insurance payments, cause work accidents, and cause difficulties for trade union activities and workers; overcome the situation of ignoring or lightly handling enterprises that violate the laws related to the rights and interests of workers by some local authorities. Ensure strict and lawful management of the establishment and operation of workers' organizations in enterprises, and prevent the establishment and operation from being used to infringe upon workers' rights, cause difficulties for enterprises, and disrupt security and order after the decree is issued.

The Government directed the Ministry of Labor, War Invalids and Social Affairs to review the list, have specific policies to resolve and ensure the rights of hundreds of thousands of workers who owe social insurance due to business dissolution, bankruptcy, owners absconding or restructuring...; assigned the Ministry to preside over and coordinate with ministries and branches to study and promptly implement the content of the Resolution of the 8th session of the 14th National Assembly: "... Assign the Government, based on the socio-economic development situation, to study and propose reducing normal working hours for workers to less than 48 hours/week and report to the National Assembly for consideration at an appropriate time", aiming to ensure fairness between working hours of workers in the state administrative agency sector (40 hours/week) and the enterprise sector (48 hours/week); create conditions for workers to rest, reproduce their labor, take care of their children, and ensure family happiness.

Speaking at the conference, Prime Minister Pham Minh Chinh assessed that the two sides have actively and proactively coordinated to comprehensively and effectively implement tasks according to the Work Coordination Regulations, including both regular work and unexpected and arising tasks.

The coordination contents are implemented closely, comprehensively, effectively, practically, focusing on specific contents to solve the problems of housing for workers, cultural, medical, educational, sports institutions, activities to care for and improve the spiritual life and health of workers according to the Party's policies and the State's laws.

According to the Prime Minister, 2024 is a breakthrough year to successfully complete the socio-economic development goals for 2024 and the 5-year Plan 2021 - 2025. Basically agreeing with the report of the Vietnam General Confederation of Labor, the Government Office and the speeches of the delegates, the Prime Minister emphasized a number of contents including 1 central task, 3 concerns, 5 promotions.

In which, the central task is to further improve the quality and effectiveness of coordination between the two sides.

3 concerns include: paying more attention to listening to and understanding the thoughts and aspirations of the working class through surveys, dialogues, and voter contacts; promptly reporting to the Party, government, and businesses to have measures to remove and resolve problems; paying attention to and caring for the material and spiritual lives of workers. Promoting dialogue and collective bargaining, focusing on wages, bonuses, working hours, rest hours, and occupational safety and hygiene; taking care of vulnerable groups, those in difficult circumstances, remote areas, border areas, and islands, with special attention to housing issues for workers; paying attention to protecting the legitimate rights and interests of workers according to the Constitution, laws, and the Party's guidelines, policies, and guidelines. Strengthening inspection, supervision, and monitoring of the implementation of policies and laws related to the rights and interests of union members, workers, and trade union organizations; promptly detecting and recommending strict handling of violations; Improper implementation; taking advantage of policies to sabotage.

Regarding the 5 promotion, the Prime Minister pointed out,   It is necessary to promote research, development, and improvement of laws, mechanisms, and policies on labor and create favorable conditions for workers and trade unions; promote propaganda and dissemination of the Party's guidelines and resolutions, and the State's policies and laws to union members and workers; promote the effective organization and implementation of emulation movements; promote the building and development of a modern and strong Vietnamese working class to meet the requirements of national development in the new period; promote the good performance of the role of the Trade Union as an important bridge between the Party and the State and the Vietnamese working class and workers.

Noting some contents on asset management and trade union finance, the Prime Minister suggested that it is necessary to strictly manage finances, effectively exploit assets according to regulations, through promoting public-private cooperation, creating conditions for trade union members to enjoy good services according to market mechanisms.

Also at the meeting, the Prime Minister gave his opinion on 12 proposals and recommendations of the Vietnam General Confederation of Labor, assigning specific tasks to agencies for consideration and resolution according to their functions, duties and powers./.
