According to the Department of Telecommunications (Ministry of Information and Communications), after April 15, 1.15 million subscribers were locked in both directions because they had not yet standardized their information according to regulations. Statistics from the Department of Telecommunications show that since then, the number of subscribers who were locked in both directions and re-registered their information has not been much, less than 20%. This means that after May 15, nearly 1 million SIMs will be recalled to the number warehouse.

Mr. Nguyen Thanh Phuc, Director of the Department of Telecommunications, said that in May and June 2023, the Ministry of Information and Communications will conduct large-scale inspections with the participation of the Department of Information and Communications of provinces and cities nationwide to strictly handle violations of subscriber information on phones.
Accordingly, the Telecommunications Department will direct mobile telecommunications businesses to continue standardizing subscriber information, handling the situation of SIMs with incorrect subscriber information, also known as junk SIMs; preventing and handling violations related to advertising calls and phone numbers on advertising lists. In addition, the Telecommunications Department will deploy systems to prevent and block spam calls, applying artificial intelligence technology, big data and advanced technology solutions. The authorities will provide users with tools to proactively prevent from their terminal devices.
According to Mr. Nguyen Thanh Phuc, after standardizing subscriber information with the National Population Database, the Ministry of Information and Communications will handle subscribers who own 10 or more SIM cards. Handling and disseminating some typical cases will have a strong impact on awareness and contribute to deterring violations.
The above moves are expected to limit spam messages and scam calls. However, recently, there has been a new type of scam call called “Two-way subscription lock” from international numbers. Mr. Thanh Binh (working in District 3, Ho Chi Minh City) said: “The other day, the number +98 (0)06176... called to inform that your subscription will be locked in two directions, you must follow the steps below. I knew right away that it was a scam call, luring you into other things that could cause you to lose money in your subscription, so I hung up immediately.”
Currently, setting up a virtual switchboard with a domestic or foreign number is very easy. Fraudsters can buy software, set up a virtual switchboard with a number from any country or locality in Vietnam, or even easily implement a telecommunications package via VoIP service (telephony over Internet protocol) and connect with users to carry out a scam scenario. Mr. Ngo Tuan Anh, CEO of SafeGate Cyber Security Company, said that fraudsters have attacked a server in a certain country and turned this server into a means to implement VoIP phone calls, calling domestic users, so sometimes users receive calls from abroad. "Mobile users do not make any requests if they receive this type of scam call," Mr. Ngo Tuan Anh emphasized.
To rectify and handle the situation of spam calls and scam calls, the Ministry of Information and Communications has directed the implementation of 6 measures, including directing mobile telecommunications enterprises to continue standardizing subscriber information, handling the situation of SIMs with incorrect subscriber information (spam SIMs); continuing to coordinate with the Ministry of Public Security to handle scam calls; investigating and handling fake base stations; urging, inspecting and evaluating the construction and deployment of systems to prevent spam calls; applying artificial intelligence technology, big data and advanced technology solutions...
Regarding measures and technical solutions to detect and prevent Deepfake calls (using artificial intelligence technology to fake images to commit fraud), Mr. Tran Quang Hung, Deputy Director of the Department of Information Security (Ministry of Information and Communications), said that right from the time of receiving people's feedback on this form of online fraud, the Ministry of Information and Communications has analyzed and widely warned on mass media. Regarding Deepfake calls, governments, organizations and large technology corporations are currently looking for measures and technical solutions to detect and prevent them. The Ministry of Information and Communications recommends that press agencies actively propagate and widely disseminate so that people can recognize the signs of these fraudulent calls, thereby raising vigilance.
