Identifying the importance of land accumulation and concentration in agricultural development, Ngoc Lac district has thoroughly grasped Resolution No. 13 of the Provincial Party Committee to local Party committees and authorities. In which, it emphasizes that land accumulation and concentration is the top priority task and breakthrough solution to shift from small-scale production to large-scale, high-tech concentrated production and to restructure the agricultural sector associated with new rural development.

According to the plan, in the period of 2020-2025, Ngoc Lac district will accumulate 2,830 hectares of agricultural land. On that basis, the district has assigned annual implementation plan targets to communes and towns; reviewed and adjusted agricultural production area planning, in order to maximize land advantages, natural conditions and regional advantages; propagated and mobilized farmers to accumulate land, transfer, rent, lease land use rights, contribute capital with production land use rights to enterprises and cooperatives to develop production. From the above methods, dozens of agricultural models have been formed with high economic efficiency, such as: Kim Hoang Hau melon growing model in the direction of high technology, growing medicinal plants in Kien Tho commune; growing asparagus in Ngoc Lien commune; growing Thai jackfruit in Quang Trung commune...

Minh Hoa village fields, Minh Son commune are fertile, but because of the low mountainous terrain, people only cultivate small plots with traditional crops, and the economic efficiency is not as expected. Since 2019, responding to the movement of land accumulation for agricultural development, Nguyen Trung Dung's family has contracted nearly 17 hectares of land from the commune and hired local people to contract nearly 5 hectares to form a concentrated production area. Dung said he has invested hundreds of millions of VND to level the fields, dig irrigation canals and improve and supplement nutrients to the soil. From there, a fertile land area of ​​about 22 hectares was formed as it is today.

With the accumulated land area, Mr. Dung established Minh Son Agricultural and Construction Service Cooperative to cooperate with Lam Son Sugarcane Joint Stock Company to produce 17 hectares of raw sugarcane using 100% synchronous mechanization and organize the production of more than 2 hectares of Thai custard apples, more than 2,000 square meters of greenhouses to produce safe vegetables, tubers and fruits such as Kim Hoang Hau melon, baby cucumbers... Thanks to the application of field irrigation technology, water-saving mist spraying and the application of high technology in production, each year the Cooperative brings in nearly 7 billion VND in revenue, deducting expenses for a profit of more than 1.5 billion VND. Not only creating regular jobs for 5 workers and dozens of other seasonal workers, the Cooperative also contributes to forming modern production thinking for local people.

To encourage people to accumulate and concentrate land, Ngoc Lac district has created an open mechanism to attract businesses to invest in the agricultural sector. Up to now, the district has had many agricultural projects established, bringing high economic value, such as: Xuan Thien - Thanh Hoa I high-tech livestock production complex in Minh Tien commune; a cluster of farms linking chicken farming for processing and export according to the Minh Tien 4A high-tech chain; Phuc Thinh high-tech closed agricultural production and business farm...

According to the assessment of Ngoc Lac District People's Committee, along with effectively implementing support policies of the Central and the province, the district has issued and effectively implemented many policies to support agricultural development, such as: supporting agricultural machinery linked to production associated with product consumption, supporting investment in power systems for large-scale farms, supporting households to build greenhouses, net houses... From 2019 to present, the whole district has accumulated more than 3,297.5 hectares of land for agricultural development. In the first 6 months of 2024 alone, the whole district has accumulated 307 hectares, reaching more than 80% of the annual plan. Land accumulation has been contributing to promoting large-scale, sustainable agricultural production along the value chain, improving efficiency to successfully build many brands for agricultural products, attracting organizations and individuals to invest in agriculture, contributing to promoting the conversion of crops and livestock, applying high technology to production, increasing income value per unit area.

To improve the effectiveness of agricultural land accumulation and concentration, Head of the Department of Agriculture and Rural Development of Ngoc Lac district Phan Thi Ha said: In the coming time, the district will continue to promote propaganda and mobilize people to accumulate and concentrate land. At the same time, issue mechanisms to encourage and support businesses, cooperatives and people to invest in developing large-scale agricultural production. Thereby, improving people's income and life, contributing to building Ngoc Lac into a new rural district by 2025 and one of the three leading districts in the mountainous area of ​​the province.
