The National Action Plan on Prevention, Detection and Preparedness for Response to Chemical, Biological and Nuclear Radiation Risks and Incidents for the 2019-2025 period approved by the Prime Minister in Decision No. 104/QD-TTg sets the goal that in the 2021-2025 period, 100% of legal regulations on prevention, detection and response to chemical, biological, radiation and nuclear (CBRN) risks and incidents will be issued at all levels; 100% of frontline response officers (customs, border guards, coast guard, etc.) will be trained and coached to improve their qualifications on CBRN risks, technical solutions, and instructions on the use of specific equipment for early detection, especially security risks related to CBRN.
The plan also sets a target of 50% of international seaports of type I, airports and international border gates to install radiation detection and warning systems through international cooperation and support programs. Annually organize CBRN incident response drills at national and provincial levels; implement specific measures to prevent, respond effectively to CBRN risks and incidents.

In order to achieve the above objectives, in addition to solutions to perfect policies and laws on prevention, detection and response to CBRN risks and incidents. Review, amend and supplement legal regulations on prevention, detection and response to CBRN risks and incidents in accordance with the practical situation in Vietnam and international treaties on safety, security and non-proliferation of CBRN weapons that Vietnam has participated in... The Government assigns specific tasks to each ministry, sector and relevant agencies to respond to the risk of chemical incidents.
In particular, the Ministry of Industry and Trade is assigned to preside over and coordinate with relevant ministries and agencies to assess, classify risk groups, inspect, check, and monitor the level of safety and security in the production, storage, transportation, use, and treatment of hazardous chemical waste nationwide. Along with that, research, organize the development of plans to prevent the risk of chemical incidents, develop scenarios, and organize chemical incident response drills.
Preside over and coordinate with relevant ministries and agencies to organize training and improve professional capacity in preventing, detecting and responding to chemical incidents for incident response forces at all levels. Coordinate implementation of solutions to detect and respond to chemical incidents
Implementing the tasks assigned by the Government in the National Action Plan on prevention, detection and preparation for response to chemical, biological and nuclear radiation risks and incidents for the period 2019-2025, the Ministry of Industry and Trade has issued an Action Plan to implement Decision No. 104/QD-TTg of the Prime Minister.
The Ministry of Industry and Trade's Action Plan aims to improve the capacity to prevent, detect and prepare for chemical, biological, radiation and nuclear risks and incidents in the industry and trade sector to prevent and minimize consequences for humans and the environment, contributing to ensuring national security, social order and safety, promoting the implementation of international commitments on safety, security and non-proliferation of chemical, biological, radiation and nuclear weapons that Vietnam participates in.

Along with that, recently the Department of Chemicals (Ministry of Industry and Trade) has continuously organized seminars to improve the level of prevention, detection and response to chemical incidents in localities across the country.
Most recently, on November 29, 2024, in Ho Chi Minh City, the Department of Chemicals organized a workshop to improve the level of prevention, detection and response to incidents in the production, storage, use, transportation and handling of hazardous chemicals, in order to implement Directive No. 03/CT-TTg dated March 5, 2013 of the Prime Minister on strengthening the prevention and response to incidents of toxic chemicals, Decision No. 104/QD-TTg dated January 22, 2019 of the Prime Minister on approving the National Action Plan on prevention, detection and preparation for response to chemical, biological, radiation and nuclear risks and incidents for the period 2019-2025. In order to effectively prevent and respond to chemical incidents nationwide, localities need to promote management and develop plans to prevent and respond to chemical incidents.
Previously, on November 26, 2024, in Hanoi, the Department of Chemicals organized a Training Workshop to improve the level of prevention, detection and response to incidents in the production, storage, transportation, use and handling of hazardous chemicals. The event attracted the attention of many businesses.
At the workshop, representatives of the Department of Chemicals provided guidance to representatives of participating businesses on measures to detect and respond to incidents in the production, storage, transportation, use and disposal of hazardous chemicals. At the same time, they answered some questions from businesses regarding chemical safety and policies related to chemical activities.
Through the questions of enterprises and the answers of representatives of the Department of Chemicals, the organizations and individuals attending the workshop have understood the legal regulations in chemical activities; helped workers understand the dangerous properties of chemicals that they come into contact with every day. At the same time, it helps business managers and workers in the chemical sector know how to recognize potential hazards of chemicals according to regulations, thereby recognizing dangerous factors in the production, trading, storage and use of chemicals of the facility, thereby building chemical safety procedures, techniques to ensure safety when working and in contact with dangerous chemicals. Help businesses operating in the chemical sector have solutions to prevent and respond to chemical incidents, and have plans to coordinate with competent authorities to respond to and overcome incidents as well as have solutions to prevent and limit sources of pollution spreading to the outside environment.
