The Party Congresses at all levels for the 2025-2030 term are extremely important political events in planning strategies for Party building and rectification, the political system, socio-economic development, and maintaining national defense and security. Together with other localities in the country, Quang Ninh is actively implementing the plan in accordance with the spirit of Directive No. 35-CT/TW (dated June 14, 2024) of the Politburo, ensuring unity and synchronization from the province to the grassroots level.
Be proactive from afar, early on
Quang Ninh is one of the localities in the country that quickly concretized Directive No. 35-CT/TW. Accordingly, the Provincial Party Committee issued Plan No. 439-KH/TU (July 23, 2024) "On organizing party congresses at all levels, towards the 16th Provincial Party Congress, term 2025-2030", deployed to party committees and organizations at all levels.
According to Directive No. 35-CT/TW, the Party Congresses at all levels for the 2025-2030 term have many new points compared to previous terms. Therefore, the Provincial Party Committee directs that the preparation and organization of the congresses must be led and directed by the Party Committees in accordance with the Party's regulations and principles, especially the principle of democratic centralism, fully promoting the authority and responsibility of Party Committees, Party organizations and heads of Party Committees at all levels; ensuring safety, practicality, efficiency, no formality, resolutely fighting waste and negativity; continuing to improve the leadership, governance and fighting capacity of Party organizations and Party members; consolidating and strengthening the great national unity bloc and the trust of cadres, Party members and people in the Party.
During the preparation and implementation of the congress, the Provincial Party Committee requires that political and ideological work, especially information and propaganda work, must be regularly done well, ensuring high solidarity and unity; taking the positive to push back the negative, using the "good" to eliminate the "bad"; attaching importance to and focusing on leadership and direction to successfully complete political tasks, socio-economic development, ensuring national defense and security... of localities, agencies and units, in conjunction with promoting patriotic emulation movements. The Provincial Party Committee also requires Party committees and Party organizations to focus on promptly and effectively resolving and handling limitations, inadequacies, weaknesses, and long-standing issues that have caused public concern, including cadres, Party members and people; Be proactive, positive, and take effective measures to combat plots and tricks of sabotage and internal disturbance by hostile forces, political opportunists, and discontented elements to protect the Party's ideological foundation, political platform, and policies, and to protect the regime.
In order to ensure compliance with the plan, at the provincial level, the Provincial Party Committee established 4 sub-committees to serve the 16th Provincial Party Congress, including: Documents Sub-committee, Personnel Sub-committee; Propaganda - Celebration Sub-committee, Organization Sub-committee. Of which, the Documents Sub-committee consists of 25 members, headed by the Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; 3 Deputy Secretaries of the Provincial Party Committee as Deputy Heads of the Sub-committee, and 21 members. The Personnel Sub-committee is headed by the Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, and has 5 members. The Propaganda - Celebration Sub-committee is headed by the Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, and has 12 members. The Organization Sub-committee is headed by the Standing Deputy Secretary of the Provincial Party Committee.
At the meeting of the Provincial Party Committee on July 26, 2024, giving opinions on the content of preparations for Party Congresses at all levels, towards the 16th Provincial Party Congress, the Provincial Party Committee unanimously directed the sub-committees serving the Congress to complete the detailed assignment plan for each member and the plan to carry out specific tasks, especially for documents and personnel work of the Congress. In particular, the Political Report must ensure an honest, objective, and comprehensive assessment of the implementation of the Resolution of the 15th Provincial Party Congress, clearly pointing out the advantages, disadvantages, and lessons learned in the implementation stage; personnel work must ensure the comprehensive and direct leadership of the Provincial Party Committee, paying special attention to the work of reviewing, examining, and assessing standards and conditions for the new term's personnel.
Comrade Bui Thuy Phuong, Head of the Provincial Party Committee's Organizing Committee, said: The Provincial Party Committee unanimously selected 3 units and localities to lead and direct the organization of the model congresses (Cam Pha, Tien Yen, and the Provincial Tax Department). The early selection of units to organize the model congresses helps these units take the initiative in terms of time and plans to prepare the steps and stages, especially personnel work, documents and complete the organization of the congresses of the affiliated Party cells.
In strict compliance with Directive No. 35-CT/TW and Plan No. 439-KH/TU, the subordinate Party Committees have been developing and issuing implementation plans, ensuring strictness, scientificity, and suitability for each locality and unit. Especially in the units and localities selected to organize model congresses such as Cam Pha, Tien Yen, and the Provincial Tax Department.
Prioritize key tasks
Directive No. 35-CT/TW and Plan No. 439-KH/TU identify that the core and key tasks of Party congresses at all levels are the work of drafting documents and personnel for the congress. These are two extremely important contents, factors that contribute to the success of the congress.
To ensure the quality of the work of drafting documents for Party congresses at all levels, the Provincial Party Committee directs Party committees and Party organizations at all levels to focus on leading and organizing thorough, in-depth, and effective discussions of the viewpoints, goals, policies, and major orientations stated in the draft documents of the 14th National Party Congress and the congresses at higher levels; forecast the situation, clearly identify strengths, key development orientations associated with the strategies, tasks, and solutions for the general socio-economic development of the province, the region, and the whole country. In particular, the political report must honestly, objectively, and comprehensively assess the situation and results of the implementation of the congress resolution for the 2020-2025 term, especially the key tasks and breakthroughs in the work of building and rectifying the Party and the political system, fighting against corruption and negativity; clearly point out the advantages, shortcomings, causes, especially subjective causes, and draw profound lessons in leadership, direction, and implementation; At the same time, clearly define the direction, goals, tasks and solutions for the 2025-2030 term that are close to the actual situation and have high scientific and feasible nature.
The Provincial Party Committee determined that personnel work must ensure the direct and comprehensive leadership of the Party and Party committees at all levels and promote the role and responsibility of the collective leadership and the head according to regulations; ensure the succession, innovation and continuous development of the staff; promote and attach importance to quality, have reasonable quantity and structure, and strengthen in important and key positions, areas and fields.
Based on the direction of the province, Party committees and organizations at all levels are actively directing departments and subcommittees serving the congress to promote experience and intelligence in drafting documents and reviewing the team of cadres presented at the congress to ensure the set criteria and standards.
Tien Yen District Party Committee is one of three units selected by the province to direct the organization of the model congress, and is actively implementing preparatory work. Accordingly, based on local characteristics, the District Party Committee issued Plan No. 402-KH/HU (dated August 2, 2024) "On organizing party congresses at all levels, towards the 26th District Party Congress, term 2025-2030". In which, the Document Subcommittee is directed to closely follow the potentials and outstanding advantages of the locality and the province's new orientations for Tien Yen according to approved plans, to develop documents to ensure sustainable and long-term development.
To ensure the work of building documents is rigorous, with correct, honest, objective and comprehensive assessments, Tien Yen District Party Committee is focusing on reviewing the targets and objectives set out in the Resolution of the 25th District Party Congress, thereby directing specialized departments and People's Committees of communes and towns to find solutions to complete the missing and weak targets. The guiding viewpoint of the District Party Committee is not to "break" any specific targets and must complete them at the highest level, thereby building a Political Report to be presented at the Congress to ensure quality, and planning a sustainable and long-term development strategy in the new period.
Regarding personnel work, the District Party Committee is carefully studying the instructions of the superiors, thereby reviewing, selecting, arranging, and organizing suitable staff in each position and job title with a rigid structure in the new term Party Committee. In which, striving to achieve the proportion of female members at all levels from 15% or more and having female cadres in the Standing Committee; striving for the proportion of young cadres (under 42 years old for the district level, under 40 years old for the commune level) from 10% or more (calculated for the entire term); the proportion of Party Committee members who are ethnic minorities must be consistent with the characteristics, ethnic structure and specific conditions of each commune, ward, agency, and unit.
Comrade Nguyen Cao Khai, Head of the Organization Board of Tien Yen District Party Committee, said: Personnel work for the 2025-2030 term is being actively directed by the District Party Committee. It sets out that the new Party Committee must be exemplary in political mettle, intelligence, qualities, ethics, lifestyle, capacity, and prestige; truly be a center of solidarity, purity, strength, unity of will and action; have steadfast political mettle, vision, innovative thinking, closely connected with the people; have leadership and governing capacity, and high fighting spirit, meeting the requirements of tasks in the new development stage.
Local Party Committees in the province are urgently completing plans to prepare for Party Congresses at all levels, focusing on leading and directing the implementation of the model of Party cell secretaries who are also village (hamlet, neighborhood) heads according to the model of "People trust - Party nominates", expected to be held in January 2025. This is a grassroots political event, starting the Party cell congresses under the grassroots Party Committees, creating a premise for Party Committees under the Provincial Party Committee to learn from experience, lead and successfully direct Party Congresses at all levels, towards the 16th Provincial Party Congress, term 2025-2030.
With careful and thorough preparation in all aspects from early on, from afar, the Party Congresses at all levels for the 2025-2030 term in the province will be a great success. The Party cells and Party Committees will wisely select and elect cadres with sufficient qualities, capacity, prestige, and equal to the task to participate in the new Party Committee; focus on intelligence to build resolutions for the new term to ensure sustainable and long-term development.
