Focus on performing key tasks well
According to the Standing Deputy Secretary of the City Party Committee, after a day of working with a spirit of urgency, positivity and responsibility, the 18th meeting of the City Party Committee Executive Committee completed all the contents of the proposed program. The City Party Committee members and delegates attending the meeting proactively studied the documents and participated in speaking at the meeting, promoting the spirit of democracy, contributing many profound, intellectual and enthusiastic opinions to the Submissions and reports submitted by the Standing Committee of the City Party Committee and the Party Committee of the City People's Committee to the City Party Committee Executive Committee.
Through synthesis, there were 43 speeches with 122 opinions on the contents presented at the Conference. The opinions expressed were very enthusiastic, frank, responsible and highly appreciated the serious and quality preparation work of the Standing Committee of the City Party Committee, the Party Committee of the City People's Committee; the opinions basically agreed and highly agreed with the contents presented at the Conference.
The Standing Committee of the City Party Committee and the Party Committee of the City People's Committee have reported, summarized, received and explained the opinions of the delegates attending the conference. On that basis, the City Party Committee voted to pass the Resolution of the conference and assigned the Standing Committee of the City Party Committee to direct the Party Committee of the City People's Committee, the Party Building Committees and the Office of the City Party Committee to continue to complete the documents and submit them to competent authorities for consideration and approval according to regulations.
Regarding some key tasks in the last 6 months of 2024, the Standing Deputy Secretary of the City Party Committee requested Party committees at all levels, authorities, the Vietnam Fatherland Front, socio -political organizations of the city, cadres, party members, and people to promote the spirit of solidarity, determination, and focus on implementing key tasks well. In particular, continue to strengthen and be proactive in forecasting, grasp the situation, innovate leadership methods to ensure scientific, effective, and practical work. Strengthen the responsibility for handling work in accordance with the direction in Directive No. 24 of the Standing Committee of the City Party Committee, dialogue, listen, and absorb positive comments from organizations, party members, and people, effectively resolve complicated, urgent, and long-standing issues; promptly and effectively handle newly arising issues.
Directing the effective implementation of the directions of the Central Committee, all levels and sectors, focusing on reviewing and evaluating the implementation of the targets of 2024; the results of the implementation of 10 major work programs, 5 main tasks, 3 breakthroughs of the 17th City, associated with the good implementation of plans to overcome the limitations and shortcomings pointed out; resolutely implementing the goals, targets and tasks that are still difficult and limited; striving to complete the targets set by the Resolution of the 17th City Party Congress.
In addition, proactively develop a plan to implement the Law on the Capital (amended) immediately after it is approved by the National Assembly. Organize the announcement of the Hanoi Capital Planning for the period 2021 - 2030, with a vision to 2050 and adjust the Capital Master Plan to 2045, with a vision to 2065 and develop an implementation plan immediately after it is approved by the Prime Minister.
Focus on directing resolutely and synchronously implementing solutions to complete low-achievement and difficult targets to achieve the set economic growth rate, especially in basic construction and slow disbursement. Promote the role of the Vietnam Fatherland Front and socio-political organizations in propaganda and mobilization to create social consensus; strengthen dialogue, listen, receive opinions and promptly resolve issues of concern to the people. Direct the successful organization of the 18th Congress of the Vietnam Fatherland Front of Hanoi City, term 2024-2029.
Organize and develop implementation plan
Regarding the implementation of the Politburo's Directive on organizing Party Congresses at all levels, towards the 14th National Party Congress and the plan to organize Party Congresses at all levels, towards the 18th National Party Congress of the City, the Standing Deputy Secretary of the City Party Committee said that the City Party Committee Executive Committee basically agreed with the draft Plan of the City Party Committee on organizing Party Congresses at all levels, towards the 18th National Party Congress of the City. At the same time, he highly appreciated the proactiveness of the City Party Committee Standing Committee in promptly and thoroughly directing the immediate implementation of Directive No. 35 dated June 14, 2024 of the Politburo.
Opinions also emphasized that this is an important task that needs to be implemented soon in the spirit of continuing to innovate in a practical and effective direction; promoting democracy while maintaining the principles, discipline and order of the Party; ensuring to strengthen solidarity, improve the leadership capacity and fighting strength of the Party organization and Party members. Immediately after today's conference, the Standing Committee of the City Party Committee will direct the reception and completion of the Plan for promulgation as a basis for Party committees at all levels to organize implementation.
To effectively implement the Politburo's Directive and the City Party Committee's Plan, the Standing Deputy Secretary of the City Party Committee requested that the subordinate Party Committees and agencies and units of the City focus on organizing dissemination and developing specific implementation plans. At the same time, effectively lead and direct the implementation of the resolutions of the Central Committee and the City Party Committee on Party building and rectification. Launch emulation movements to achieve achievements in welcoming the Party Congresses at all levels, the 18th City Party Congress and the 14th National Congress of the Party.
Party committees at all levels need to pay attention to leading and directing the discussion and giving comments on the draft documents of the Party Congress at higher levels. At the same time, they must prepare well the reports of their own committees. The work of preparing personnel and electing committees must be carried out in accordance with the Party's Charter, regulations and rules; carefully review to select, introduce and elect comrades who are truly worthy, qualified and meet the requirements of the tasks in the new situation; pay attention to discovering and introducing new potential factors, ensuring the proportion and structure of cadres in accordance with regulations.
Regarding the topic, motto and detailed outline of the Political Report to be presented to the 18th City Party Congress, opinions were very heatedly discussed on this content. In general, everyone appreciated the seriousness and responsibility of the Standing Committee of the City Party Committee and the Document Subcommittee for taking a proactive step in building the Documents for the 18th City Party Congress.
Through the discussion opinions and reports of explanation and acceptance of the Standing Committee of the City Party Committee, the Standing Deputy Secretary of the City Party Committee proposed that the City Party Executive Committee assign the Standing Committee of the City Party Committee and the Document Subcommittee to receive, study and proactively complete the final plan of the Congress's theme and motto; as a basis for completing the detailed outline of the political report.
Regarding the draft of the detailed outline of the Political Report, the conference agreed with the proposal to adjust the outline layout according to Option 2, which is to keep Part 1 on evaluating results in 15 areas as in the traditional way. For Part 2 on tasks and solutions for the next term, the items will be grouped together to edit into 5 groups of tasks and solutions; and agreed with the proposal to adjust the order of evaluation of the areas.
Immediately after the conference, the Standing Committee of the City Party Committee and the Document Subcommittee will urgently and seriously absorb the opinions of the conference, promptly complete the detailed outline, and ensure consistency between other thematic reports. On that basis, immediately start drafting documents according to the proposed plan in the spirit of innovation in editing methods to ensure brevity, conciseness, clarity, ease of understanding, ease of implementation, and ease of checking.
Strive for disbursement results in 2024 to reach over 95%
Regarding the adjustment of the 2024 Plan, the development of the orientation of the 2025 Public Investment Plan and the updating and adjustment of the 5-year Public Investment Plan 2021-2025 at the city level, the Standing Deputy Secretary of the City Party Committee said that the City Party Executive Committee basically agreed with the proposal of the Party Personnel Committee of the City People's Committee on the policy of adjusting the 2024 Public Investment Plan and updating it in the Medium-term Public Investment Plan.
The Party Committee of the City People's Committee continues to review and complete the adjustment plan to ensure compliance with regulations, effectiveness, and closeness to the implementation progress and capital needs of each project. At the same time, continue to research solutions, especially breakthrough solutions for subjective "bottlenecks" in directing and operating the disbursement of public investment capital at all levels, sectors, and localities, striving for the highest disbursement results in 2024 (at least over 95%).
Regarding the overall adjustment of the 5-year Public Investment Plan 2021-2025 at the city level, the City Party Executive Committee agreed on the policy on the principle of reviewing, updating, and overall adjusting the 5-year Public Investment Plan 2021-2025 at the city level according to the proposal of the Party Committee of the City People's Committee. The Party Committee of the City People's Committee was assigned to continue reviewing and at the same time proposing a plan to mobilize maximum public investment resources to ensure allocation for the 2025 plan and develop a medium-term plan orientation for the 5-year period 2026-2030.
Regarding the list of key projects, the City Party Executive Committee requested the Party Executive Committee of the City People's Committee to continue to focus on directing the drastic removal of difficulties and obstacles, speeding up the implementation progress because these are projects that have been identified by the City Party Committee and the City People's Council as large projects, of important significance, creating a driving force for socio-economic development space for the City not only for this term but also for the following terms.
Regarding the content of reviewing responsibilities and considering disciplinary measures for Party members according to authority, the Standing Deputy Secretary of the City Party Committee said that at the conference, the City Party Executive Committee conducted a process to review responsibilities and consider disciplinary measures for Party members according to authority.
“In the last 6 months of 2024, the workload is still very large. I request that the City Party Committee members, heads of Party committees and authorities at all levels uphold their sense of responsibility, focus highly, and strive to fulfill the 2024 socio-economic targets at the highest level,” the Standing Deputy Secretary of the City Party Committee emphasized.
