The Prime Minister issued Directive No. 39/CT-TTg dated October 15, 2024 on promoting the patriotic emulation movement to welcome Party Congresses at all levels towards the 14th National Congress of the Party and the 11th National Patriotic Emulation Congress.
The Directive states: 2025 is the year of Party Congresses at all levels leading up to the 14th National Congress of the Party, the 11th National Emulation Congress; the year of many events celebrating major holidays of the Party, the country and the nation: the 95th anniversary of the founding of the Communist Party of Vietnam, the 50th anniversary of the complete liberation of the South and national reunification; the 80th anniversary of the successful August Revolution and National Day September 2; the year with even-numbered anniversaries of most ministries, branches and many localities across the country. This is also an important year, deciding the completion of socio-economic development targets for the 2021-2025 period, creating a premise to strive to implement the 5-year plan (2026-2030).
In order to successfully implement the socio-economic development targets for 2024 and 2025, strive to complete the 5-year Plan (2021 - 2025) according to the Resolution of the 13th National Congress of the Party, make achievements to welcome the Party Congresses at all levels towards the 14th National Congress of the Party, the 11th National Patriotic Emulation Congress and major holidays in 2025, the Prime Minister requested ministries, ministerial-level agencies, Government agencies, People's Committees of provinces and centrally run cities to continue to thoroughly grasp and widely propagate President Ho Chi Minh's thoughts on patriotic emulation, the Party's guidelines, policies and laws of the State on emulation and rewards, especially the 2022 Law on Emulation and Rewards and decrees detailing its implementation, Directive No. 19/CT-TTg dated July 16, 2021 of the Prime Minister. Government on launching emulation to successfully implement the annual socio-economic development tasks and the 5-year Plan (2021 - 2025) according to the Resolution of the 13th National Congress of the Party; propagating and educating about the tradition of patriotism, indomitable will and spirit of national solidarity, in order to raise awareness of cadres, party members and people of all walks of life about the position and role of emulation and reward work in the cause of national construction and defense.
Organizing competitions to ensure practicality, efficiency and savings
Ministries, branches and localities organize and launch special emulation campaigns from now until the end of 2025 to strongly arouse patriotism, national self-reliance, and aspirations for national development, promote the combined strength of the entire political system, create a vibrant and widespread emulation atmosphere in all areas of social life, and strive to complete the political tasks of 2024 and 2025 and the 5-year plan (2021 - 2025), projects and programs assigned by the Government according to the Resolution of the 13th National Congress of the Party and the Resolutions of the National Assembly.
Clearly define the purpose, requirements, objectives, content and methods of organizing the emulation movement, closely following the socio-economic development targets and tasks of the country, focusing on solving key tasks, targets and tasks of each sector, each level, each locality and each field of work. Link the emulation movement of ministries, departments, branches and localities with key emulation movements being implemented nationwide: "Promoting the development of synchronous and modern infrastructure; practicing thrift, fighting waste", "The whole country joins hands to build new rural areas", "For the poor - No one is left behind", "The whole country joins hands to eliminate temporary and dilapidated houses in 2025", "Cadres, civil servants and public employees compete to implement office culture", "The whole country competes to build a learning society, promote lifelong learning", along with promoting studying and following Ho Chi Minh's ideology, morality and style. Focus on mobilizing resources to invest in infrastructure construction, socio-economic development, new rural construction, ensuring social security, sustainable poverty reduction; effectively launching and implementing movements to join hands to overcome the consequences of natural disasters and epidemics, stabilize people's lives, restore production and business, promote growth... Conduct preliminary and final summaries of emulation movements, inherit and promote lessons learned in the implementation process, to promote emulation movements in the next period.
At the same time, strengthen the leadership of Party committees, the role and responsibility of the government, organizations and leaders in organizing emulation movements and implementing policies and laws on emulation and rewards. Through emulation movements, promptly discover, foster, summarize and replicate advanced models, to motivate, commend, reward, create a vibrant competitive atmosphere, encourage collectives and individuals to promote creativity, dare to think, dare to do, dare to take responsibility for the common good, determined to strive to successfully complete the political tasks of ministries, branches and localities. Continue to effectively implement the Project "Propaganda of advanced models" for the period 2022 - 2025 approved by the Prime Minister in Decision No. 1526/QD-TTg dated December 9, 2022.
Ministries, branches and localities should well organize emulation congresses, conferences of advanced models at all levels and in all sectors and the 11th National Patriotic Emulation Congress, creating motivation and a vibrant emulation atmosphere before the Party Congresses at all levels towards the 14th National Congress of the Party. Innovate the content and form of organization to ensure practicality, efficiency and economy. Emulation congresses and conferences of advanced models at all levels and in all sectors need to focus on properly assessing the results of organizing and implementing emulation movements, good models, new factors, creative and effective ways of doing things in the past 5 years, pointing out limitations, shortcomings, causes and lessons learned, thereby proposing directions and tasks for emulation and reward work in the period of 2026 - 2030; at the same time, recognizing, praising, honoring and rewarding outstanding collectives and individuals with outstanding achievements in emulation movements, which have a widespread influence in the community and society.
Continue to improve the quality of commendation work, create strong and substantial changes, ensure the principle of accurate, public, fair, timely commendation, with the effect of motivating, educating, and setting an example. Focus on commendation through discovering typical examples, new factors, commending direct workers, remote areas, extraordinary commendation, and commendation by topic. Continue to reform administrative procedures, apply information technology in emulation and commendation work.
Strengthening state management of emulation and rewards
The Prime Minister requests the Ministry of Home Affairs to preside over and coordinate with relevant ministries and branches to guide, inspect and urge ministries, branches and localities to organize the implementation of this Directive; monitor, synthesize and report to the Prime Minister on the implementation results.

The Ministry of Information and Communications shall preside over and coordinate with the Vietnam News Agency, the Voice of Vietnam, Vietnam Television and relevant agencies to strengthen information activities and widely disseminate the contents of the Directive, creating high consensus and unity in organizing and implementing emulation movements. Actively innovate and diversify methods to promote the dissemination of President Ho Chi Minh's patriotic emulation ideology, the Party's guidelines and policies, the State's policies and laws on emulation and rewards; spend a lot of time, duration, and open special pages and columns to disseminate the achievements of emulation movements, associated with praising, honoring and replicating advanced models; promptly reflect and combat violations of the law on emulation and rewards.
