On the afternoon of September 12, Lao Dong Newspaper reporters were present at Hoa Binh Hydropower Plant, and recorded that all bottom spillway gates had been closed. Above the hydroelectric reservoir area, the water has risen, creating a majestic natural scene. The discharge gate area no longer has the scene of white foam like on flood discharge days. From the cliffs by the lake it can be seen that the water has risen much higher than before. Mr. Bui Van Nam (a resident of Hoa Binh city) shared that compared to the dry season, the water level is now about 40-50 meters higher than before. According to Mr. Nam, rising water also affects the farming and fishing of people in the reservoir area, because the new water changes the living environment of aquatic products. Tourist boats are moored near the shore. A boat is moving on the lake. People's fishing boats and rafts are anchored in the middle of the lake. On September 12, the Scientific and Technological Advisory Council for the Safety Assessment of Dams and Reservoirs on the Da River Hydropower Cascade inspected and evaluated the Hoa Binh Hydropower Project. The preliminary report and assessment by the Expert Team showed that the project is operating in a stable and safe state. On the same afternoon, speaking with Lao Dong Newspaper reporter, Mr. Pham Van Vuong - Director of Hoa Binh Hydropower Company informed that the upstream water level of the lake was at 112.33m (dead water level is 80m); downstream 14.58m; inflow 4,434m3/s; outflow 2,229m3/s.
