On the morning of August 4, in Vinh City, the Standing Committee of Nghe An Provincial Party Committee organized a meeting and dialogue program between the Standing Committee of the Provincial Party Committee and the heads of Party committees and authorities of communes, wards and towns in Nghe An province in 2023.

There are 1,121 delegates at district and commune levels, including 93 secretaries, deputy secretaries of Party committees, chairmen of People's Councils, People's Committees, heads of Mass Mobilization Committees, chairmen of Fatherland Front Committees of districts, cities and towns, and 1,028 party secretaries, chairmen of People's Councils and People's Committees of 460 communes, wards and towns in the province.
APPRECIATE THE ROLE AND POSITION; SHARE THE HARDWORK AND PRESSURE WITH KEY OFFICIALS AT THE COMMUNE LEVEL
Speaking before more than 1,000 key leaders from 460 communes, wards and towns in the province, first of all, Secretary of Nghe An Provincial Party Committee Thai Thanh Quy highly appreciated the special and extremely important position and role of the key cadres of communes, wards and towns; at the same time, expressed the sympathy of the Standing Committee of the Provincial Party Committee for the hardships and pressures that the Party Secretaries, Chairmen of People's Councils and People's Committees at the commune level have been and are shouldering.
The communal level is the final link in our State apparatus: Central, provincial, district, and commune; it is the place to concretize, deploy, and execute the tasks, guidelines, and policies of higher levels; it is the bridge connecting the State with the People; it is the extended arm of the Central State.
In that context, our province is a province with highly specific natural and social conditions: large area, large population, long border, large mountainous area, fragmented terrain, often affected by natural disasters; life, living standards, living conditions in different areas... Meanwhile, the Central Government expects the province to become the center of the North Central region, to build Vinh city into the center of the North Central region in a number of important fields, so key cadres at the commune level are under more pressure and hardship.
The Provincial Party Secretary also emphasized: key leaders at the commune level are those who have regular and direct contact with the people; have the opportunity to be close to, closely follow, understand the people, grasp their thoughts and aspirations, thereby advising them on the policies of the district and province; are those who are directly responsible for solving the most specific, diverse and complicated issues in the process of implementing local tasks related to economic development, ensuring national defense and security.
“Each level, each sector has a policy, a strategy, and below you, comrades, there are many things that need to be specified. How to thoroughly understand, organize implementation, what to do first, what to do later? Who will do it, when will it be finished, where are the resources? These are all problems that need to be calculated, while human resources are limited,” the head of Nghe An Provincial Party Committee shared.
Key leaders at the commune level are also the ones who directly direct the building and launching of revolutionary action movements of the masses at the grassroots level; they are supervised daily by the people.
“Therefore, if you do the right thing, do it well, do it scientifically, methodically, and impartially, you will gain the people's trust, and through that trust, you will further build trust in the Party and the State; but on the contrary, if you do not do it well, do it methodically, do it unfairly, or do it badly, the people will lose trust in you, and through that, their trust in the Party and the State will decrease,” said the Provincial Party Secretary.
The head of Nghe An Provincial Party Committee also acknowledged that in recent times, key cadres of communes, wards and towns of the province have made great efforts in training and performing public duties and have made very important contributions to the development of the province; firmly grasping the guidelines, resolutions, policies and decisions of the Central, the province and the district levels to concretize them into practice, becoming products, crystallizing into values for the development and stability process.
For example, most recently, the Provincial Party Standing Committee implemented the Program to support the construction of houses for the poor and people in difficult circumstances in the province for the period 2023 - 2025. After more than 5 months, 460 communes have established steering committees for 3,796 hamlet, block, village, and support groups with 34,847 members participating, and so far the movement has been very good.
Or in the process of preventing and fighting the Covid-19 epidemic, in addition to the frontline forces such as doctors, police, army..., the cadres in communes, wards, towns, blocks, hamlets, and villages participated very actively, responsibly, and effectively with 172,000 cadres participating in the fight against the epidemic, in which the comrades present today are all Heads and Deputy Heads of the Steering Committee.
Building new rural areas in very difficult conditions, mountainous areas with large areas accounting for 80%; starting point in rural areas is low, in 2010, the average income per capita in rural areas of the province was 12 million VND/year, the poverty rate was 18.79%; the average new rural criteria only reached 3.64 criteria/commune, 50 communes did not meet any criteria. However, by the end of 2022, the whole province had 309/411 communes (75.18%) meeting new rural standards, 53 communes meeting advanced new rural standards, 6 communes meeting model new rural standards, 9 district-level units completed the task of building and meeting new rural standards. That affirms that, in addition to the leadership and direction of superiors and the participation of the people, the leadership and direction role of key cadres at the commune level is extremely important; if you do not participate, there will be no such results.
Many comrades have made many innovations in their leadership style, methods and management at the grassroots level, with many creative ways of doing things and many good models, from very vivid local practices.
At this forum, Provincial Party Secretary Thai Thanh Quy highly appreciated the training and education efforts of key leaders at the commune level, with 409 secretaries, 437 chairmen of People's Councils, 420 chairmen of People's Committees having university degrees; 42 secretaries, 18 chairmen of People's Councils, 36 chairmen of People's Committees having post-graduate degrees; 73 secretaries, 29 chairmen of People's Councils, 68 chairmen of People's Committees having advanced political theory degrees and bachelor's degrees. Many commune-level cadres have been trusted by the organization, have matured and held important positions at the district level.
“On behalf of the Provincial Party Standing Committee, I highly appreciate and acknowledge your efforts and great contributions to the development of the province in recent times,” said the Provincial Party Secretary.
WORKING WITH THE PROVINCE TO SEIZE DEVELOPMENT OPPORTUNITIES
Talking to key leaders at the commune level throughout the province, the head of the Nghe An Provincial Party Committee said: Our province is at a time that many experts assess as very favorable and meaningful for the opportunity to rise up. Accordingly, the Politburo has just issued Resolution No. 39 dated July 18, 2023 on building and developing Nghe An province to 2030, with a vision to 2045 - this is a particularly important political basis to concretize with mechanisms and policies to achieve the set goals.
The draft Provincial Planning for the period 2021 - 2030, with a vision to 2050, has been completed and submitted to the Prime Minister for approval - this is an important legal basis, guiding the implementation of goals and tasks in the new period.
At this time, our province has achieved a number of comprehensive and relatively solid results in economic scale, growth rate, budget revenue and bright spots in new rural construction, culture, health, education; national defense and security are ensured.
The atmosphere of solidarity and unity is essentially real, because from that solidarity and unity, consensus has been created, becoming the product of the province's political decisions and determination to solve bottlenecks and weak points in the process of socio-economic development and ensuring national defense and security, not just solidarity in the same direction.
Along with that, social consensus is relatively good, solidarity among the people is promoted, many major policies and guidelines of the province create consensus in society.
“These are very favorable conditions for us to make a breakthrough and move forward. The Standing Committee of the Provincial Party Committee has high expectations for key cadres at the commune level; we hope that you will make efforts, try hard, and overcome, together with the province so that we can make good use of, seize good use of, and promote this favorable time to accelerate forward,” shared Provincial Party Secretary Thai Thanh Quy.
To do so, on behalf of the Standing Committee of the Provincial Party Committee, Comrade Thai Thanh Quy requested key leaders at the commune level to pay attention and concentrate highly on completing the goals and targets set by the resolutions of Party congresses at all levels; especially in the context of difficulties due to the impact of the Covid-19 pandemic and market changes due to the impact of strategic competition as at present.
But in difficult times, there must be wisdom, we must be more united, unified, have higher political determination, be more persistent, flexible, and creative to achieve the set goals for the term.
At the same time, from now until 2024, implementing the second phase of the arrangement of commune-level administrative units, it is expected that 88 commune-level units will be merged, with a surplus of about 1,600 people, so it is necessary to develop and implement a close plan, along with a reasonable arrangement of staff, ensuring ideology; facilities and materials are handled synchronously. When the arrangement is completed, the apparatus must operate smoothly and effectively; avoiding disunity, inconsistency, and stagnation.
The Provincial Party Secretary requested key leaders at the commune level to supplement new awareness on the viewpoints, goals, and development tasks of the province until 2030 and the following years as set out in Resolution No. 39 of the Politburo on building and developing Nghe An province until 2030, with a vision to 2045; the draft planning of Nghe An province for the period 2021 - 2030, with a vision to 2050, to implement together with the province.
Accordingly, the goal by 2030 is that Nghe An will be a fairly developed province in the country, with a fast and sustainable economic development, imbued with the cultural identity of Nghe An; the center of the North Central region in terms of trade, healthcare, education, science, technology, and logistics. The infrastructure system is synchronous and modern, and by 2030, we will strive to complete the deep-water seaport and expand Vinh International Airport.
By 2045, Nghe An will be a province with rapid, sustainable, comprehensive, civilized and modern development, imbued with Nghe An's cultural identity; and one of the driving forces for development in the North Central region.
The province has agreed on three development viewpoints: rapid and breakthrough development but not at any cost; focusing on rapid development in the East to pull the West, developing the East as a driving force, and the West as sustainable. Leadership must be focused, proactive, resolute, and strongly promote people's strength.
Regarding the driving force and development space, the province has identified two growth driving forces: Vinh City expansion and Southeast Economic Zone expansion; four economic corridors: the Eastern coastal economic corridor; Ho Chi Minh Road economic corridor, National Highway 7 economic corridor, National Highway 48A economic corridor; six urban centers: Vinh City expansion, Hoang Mai City (developed in association with Quynh Luu), Thai Hoa City (developed in association with Nghia Dan), Dien Chau Town, Do Luong Town, and Con Cuong Ecological Urban Area.
Along with that, more than 1,000 key cadres of 460 communes, wards and towns need to uphold the spirit of determination to innovate, continue to improve their capacity, skills, methods, practices and leadership and management style; as well as the capacity to forecast, predict, analyze and grasp sensitive issues arising from the grassroots to proactively advise on handling issues within their authority, or promptly report and seek leadership from superiors.
At the same time, closely follow the reality to discover good models, new and creative ways of doing things; from there, advise on replication at the commune and district levels; promptly give comments on inappropriate and unreasonable policies and decisions of the Central, provincial and district levels to adjust them to suit the reality in the process of operation; strengthen mobilization and dialogue with the people sincerely and substantially; the sooner the dialogue issue is selected, the faster the problem is resolved; associated with that is propaganda and mobilization of the people.
The Provincial Party Secretary also noted that key leaders at the commune level in the province need to uphold principles and uphold the responsibility of setting an example; make every effort to maximize resources, while being proactive, creative, inspiring, and promoting people's contributions to the development process.
The head of the Provincial Party Committee also said that in the near future, the Standing Committee of the Provincial Party Committee will propose that the Standing Committee of the Provincial Party Committee study and consider sending young cadres who have been thoroughly trained in working at provincial departments and branches to work in communes for a certain period of time, to both train and challenge themselves, and to contribute more to the communes. After returning to work at departments and branches, they will advise the province more closely and in line with reality.
Before concluding his heartfelt talk with key officials at the commune level, on behalf of the Standing Committee of the Provincial Party Committee, Secretary of the Nghe An Provincial Party Committee Thai Thanh Quy once again placed great expectations and trust in the team of Party Secretaries, Chairmen of People's Councils and People's Committees at the commune level; and hoped that after the meeting and dialogue program, they would have new determination and new energy to carry out well the assigned tasks, especially to seize the opportunities to develop the province.
