From 2021 to present, Thanh Xuong commune has received 12 complaints, denunciations, recommendations, and reflections related to land; of which 6 have been processed, 6 have been transferred to competent authorities for settlement, and there are no pending petitions. At the monitoring session, the monitoring delegation requested the People's Committee of Thanh Xuong commune to clarify a number of contents regarding: the number of civil servants receiving citizens, monitoring the roadmap, and controlling the settlement of petitions.
For Noong Het commune, from 2021 to present, the commune has received 22 complaints, denunciations, petitions and reflections related to land; of which 16 petitions have been processed, 6 petitions have been transferred to competent authorities for settlement, and there are no pending petitions. The monitoring delegation requested the People's Committee of Noong Het commune to clarify further: Regulations on coordination with relevant agencies and units in the work of receiving citizens, the supervision work of the People's Council of the commune on the reception and handling of complaints, denunciations, petitions and reflections related to land in the locality.
Comrade Giang Thi Hoa requested Thanh Xuong and Noong Het communes to arrange qualified cadres and civil servants to perform citizen reception work; strengthen training and professional guidance in citizen reception work, handling complaints, denunciations, recommendations and reflections.
According to the report of Dien Bien District People's Committee, in the period of 2020 - 2023, Dien Bien District received 172 complaints, denunciations, petitions, and reflections related to land; focusing on land recovery, compensation, support, resettlement, and issuance of land use right certificates... Up to now, the district has resolved 162 petitions, with 10 petitions and reflections remaining and lingering. The district also raised difficulties in receiving citizens, resolving complaints, denunciations, and petitions. These include insufficient land database according to regulations, difficulties in searching; and the system of records has been outdated for many years. The cadastral records of 12 communes in the basin were measured in 1995-1996, so the accuracy is not high, many changes are not consistent with the current status, causing difficulties in extracting maps, verifying the origin of land use, determining areas and boundaries for the purpose of resolving land disputes; the management of records is still not strict. The situation of citizens sending petitions many times, bypassing the authority is still common, so it takes a lot of time to process, guide or transfer petitions to competent authorities.
Further clarifying the contents requested by the monitoring team, the leader of Dien Bien district said that the district has directed the correct implementation of the allocation of funds for citizen reception for the communes; arranged citizen reception rooms to ensure the correct procedures, ensuring the rights of the people when providing information to the authorities. For prolonged complaints, the district has met to explain; resolved them according to the process, correct procedures so that the people understand and implement...
Concluding the meeting, Comrade Giang Thi Hoa emphasized: Dien Bien district needs to review records and books for receiving and handling citizen petitions; focus on training and capacity building for commune level to perform tasks in handling petitions and reports. Assign specific tasks to relevant units to handle petitions flexibly and quickly, not allowing people to drag out their complaints.
