Ms. Pham Thi Ut, a teacher at the Faculty of Forestry and Agriculture, Dien Bien Vocational College, while teaching in remote communes and villages, suffered an accident that resulted in a broken leg. The incident caused Ms. Ut's family to be disrupted, she had to stay home for treatment and could not go to work, while the treatment costs were high. Ms. Ut shared: At that time, my family was really struggling, fortunately with the support from the occupational accident and disease insurance, I had more motivation to lift my spirits. Currently, with a disability rate of 35%, I am receiving a subsidy of over 776 thousand VND/month. In difficult times, occupational accident and disease insurance is very meaningful for workers like me.
Mr. Nguyen Thanh Son, Director of the Department of Labor, War Invalids and Social Affairs, said: Occupational accident and unemployment insurance is one of the humane policies to support employers and employees with part of the costs when an accident occurs. Implementing the policy on occupational accident and occupational disease insurance, the Department directed functional departments and localities to coordinate with the Provincial Social Insurance to speed up the settlement of procedures for occupational accident and occupational disease benefits; at the same time, provide timely support to help workers' families overcome difficulties and improve their lives. From 2022 to present, the whole province has resolved 12 cases; of which 5 cases received one-time occupational accident benefits with an amount of over 329 million VND, 7 cases received monthly occupational accident benefits with a total monthly benefit of over 12 million VND.
As the standing agency in the field of labor, war invalids and social affairs, the Department of Labor, War Invalids and Social Affairs has issued documents directing and guiding the implementation of occupational safety and health work. Every year, the Department advises the Provincial People's Committee to develop, issue and implement the Action Month plan on occupational safety and health. Along with strengthening the inspection and examination of compliance with occupational safety and health regulations of enterprises, units and production and business establishments, the Department coordinates with competent agencies to implement many solutions to propagate and disseminate policies and laws on occupational accident and disease insurance to employees and employers, helping employees understand their rights when participating in occupational accident and disease insurance. In addition, it is necessary to strengthen training, coaching, and capacity and skill improvement for staff and employees working on occupational safety and health in enterprises, and labor management staff of state agencies, especially at the district, town, and city levels, to effectively implement the policy.
From 2022 to present, the Department has organized 4 training conferences on occupational accident and disease insurance for 120 employers and officers working in occupational safety and health at units and enterprises in the district and town; distributed more than 3,200 posters promoting occupational accident and disease insurance policies to enterprises, cooperatives and production and business establishments. The Department has coordinated with Dien Bien Phu Newspaper, the Provincial Radio and Television Station to develop columns and reports to promote policies and laws on occupational accident and disease insurance and measures to improve working conditions and prevent occupational accidents and diseases.
To effectively implement the occupational accident and disease insurance policy, in the coming time, the Department of Labor, War Invalids and Social Affairs will continue to coordinate with units to promote the dissemination and popularization of the Law on Occupational Safety and Health. Provide guidance on how to participate and resolve regimes and policies for each specific case, ensuring speed and accuracy. At the same time, inspect and urge enterprises to implement measures to ensure occupational safety and health, and prevent and combat occupational diseases.
