Reporting at the conference, Head of the Military Women's Committee, Standing Member of the Committee for the Advancement of Women of the Ministry of National Defense, Colonel Phung Thi Phu said: In the period of 2021-2023, the work for the advancement of women and gender equality in the military has been comprehensively implemented, with focus, key points, achieving quality and practical effectiveness. The Committee for the Advancement of Women at all levels has been consolidated, improved, and promoted an active role in advising and proposing measures to improve the quality and effectiveness of work for the advancement of women and gender equality; creating a change in the awareness and actions of officers, soldiers, and women's union members throughout the army on work for the advancement of women and gender equality.
Party committees, commanders, political agencies, and the Committee for the Advancement of Women at all levels have paid attention to leading, directing, and implementing many synchronous solutions to improve the quality of implementing the goals and targets of the Action Plan for the period 2021-2025 and the Annual Work Plan. Accordingly, although it is only mid-term, up to now, 13/19 targets have been achieved and exceeded the plan.
The system of documents for leadership and direction of work for the advancement of women and gender equality in the army has been fully deployed, focusing on closely following the characteristics of the military and national defense. Agencies and units have done a good job of inspection and supervision for the advancement of women and gender equality; strictly maintained the operating order of the Committee for the Advancement of Women at all levels. In particular, propaganda work has been innovative and creative, creating a wide spread inside and outside the army. Many activities organized by the Committee for the Advancement of Women of the Ministry of National Defense have practical significance, encouraging women in the army to constantly strive to study and improve their qualifications such as: Honoring outstanding women in the army for the period 2012-2022; Women's Sports Festival in the army in 2022; Forum "Pioneering men promoting gender equality, building happy families" in 2023.
Regularly pay attention to and take care of building and developing the female staff, focusing on doing a good job of planning, arranging, using, training, fostering, selecting and recruiting female staff. Currently, the proportion of female staff is 3.08% compared to the total number of staff currently working (0.08% higher than the target set in the Action Plan); the proportion of female staff holding command and management positions is nearly 2.6% compared to the total number of staff holding command and management positions; the proportion of female staff planned for command and management positions compared to the total number of staff in the planning area is 1.4%. From 2021 to present, 1 female officer has been promoted to the rank of general; 14 female artists in the army have been considered and proposed by the State Arts Council to be recognized and awarded the titles of People's Artist, Meritorious Artist, etc.

Military women continue to play a good role and make practical contributions in many areas of work, notably participating in the United Nations peacekeeping force. In the 2021-2023 period, 85 female soldiers performed tasks at United Nations missions. Mass organizations always care about and support women in difficult circumstances with many diverse and suitable models, contributing to building prosperous, progressive, happy and civilized families.
In the field of labor, attention has been paid to stabilizing jobs, income, and improving the quality of life of workers in general and female workers in particular. In the process of adjusting the organizational structure, attention has been paid to and well resolved the ideology, regime, and policies for female members in the army, creating high consensus.
Speaking at the conference, on behalf of the Central Military Commission and the Ministry of National Defense, Senior Lieutenant General Le Huy Vinh, Deputy Minister of National Defense, commended the results and achievements of the Committee for the Advancement of Women in agencies and units in the period 2021-2023.
In order to achieve better results in the work for the advancement of women and gender equality in the army in the 2023-2025 period, Senior Lieutenant General Le Huy Vinh suggested that in the coming time, agencies and units throughout the army continue to thoroughly grasp and seriously implement the Party's guidelines, policies and laws of the State, documents of the Central Military Commission, the Ministry of National Defense, and the General Department of Politics of the People's Army on the work for the advancement of women and gender equality.
Strengthen propaganda and education to raise awareness and sense of responsibility of the Committee for the Advancement of Women at all levels, of Party committees, political commissars, political officers, commanders, cadres, soldiers, and women's union members in the entire army, especially men, regarding the work for the Advancement of Women and gender equality. Implement well the Regulations on the operation of the Committee for the Advancement of Women in the Vietnam People's Army. Build and develop a contingent of female cadres; plan, train, foster, and use, appoint female cadres to command and management positions in appropriate fields. Timely commend and encourage women members to constantly strive to improve their professional qualifications, strive to achieve high academic titles and degrees, and achieve outstanding achievements in performing their tasks; strive to win many national, regional, and international awards.

For the member agencies of the Committee for the Advancement of Women of the Ministry of National Defense, Senior Lieutenant General Le Huy Vinh, based on functions and tasks, directed vertical units to the grassroots level, to pay attention to ensuring gender equality in advising and proposing appropriate policies and regimes, creating conditions for women to fully enjoy the prescribed policies and regimes, while at the same time having conditions to promote their talents, creativity and comprehensive development.
At the conference, the Organizing Committee awarded Certificates of Merit from the Committee for the Advancement of Women of the Ministry of National Defense to 52 groups (including the People's Army Newspaper) and 45 individuals with outstanding achievements in the work for the advancement of women and gender equality in the period 2021 - 2023.
Some specific targets in the period 2023-2025:
1. Maintain, achieve and exceed the targets on: Ratio of female cadres to the total number of cadres in the entire army; ratio of female cadres planned for command and management positions compared to the total number of cadres planned for command and management positions; ratio of female party members participating in party committees at all levels in the entire army. Strive to increase the total number of agencies and units with 30% or more female troops, with female cadres as leaders and commanders; ratio of female party members to the total number of newly admitted party members in the entire army to reach over 8%. 4. Maintain and strive to reduce the sex ratio at birth to below 109 boys/100 live births; organize sports activities; improve the quality of health care, medical examination and treatment; 100% of the military

5. Improve the quality of female human resources, strive for the proportion of women sent to study, train, develop and improve their qualifications to reach 3.5% or more compared to the total number of cadres sent to study, train and develop.
6. Strengthen training and communication activities, develop programs and columns to propagate and educate on gender equality, on regimes and policies related to the legitimate and legal rights and interests of women.
