After 7 years of implementing Resolution No. 18-NQ/TW, dated October 25, 2017 of the Party Central Committee (12th tenure) "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently", Nam Dinh province has achieved many important results; affirming the correct and drastic leadership and direction of the Standing Committee, the Standing Committee, the Provincial Party Committee, spreading the spirit and motivation to Party committees, Party organizations, agencies and units in the area. In the process of implementing Resolution No. 18-NQ/TW, Nam Dinh province has always closely followed the Central's guiding viewpoints and the Resolution's objectives to lead, direct and concretize them into the province's action program and implementation plan. The consistent viewpoint of the province is to strengthen the leadership of the Party, the effectiveness of State management, promote the role of the Fatherland Front, socio-political organizations and the people's mastery; harmoniously combine inheritance and stability with innovation and development; link innovation in organizational apparatus with innovation in leadership methods, streamlining the payroll; restructure and improve the quality of cadres, civil servants and public employees; attract virtuous and talented people; allocate sufficient necessary resources and have appropriate mechanisms and policies for those directly affected in the process of arrangement...
Comrade Nguyen Van Va, member of the Provincial Party Committee Standing Committee, Head of the Provincial Party Committee's Organization Committee, said that in the period of 2018-2024, the Provincial Party Committee Standing Committee has led and directed a focus on reviewing, arranging, consolidating, and streamlining internal focal points of organizations of the political system in conjunction with streamlining the payroll, restructuring and improving the quality of cadres, civil servants and public employees. The rearrangement of the organizational apparatus must not increase focal points and payroll; streamlining payroll must be implemented in accordance with the set goals. The competent agencies have strengthened the review, supplementation, and completion of functions, tasks, powers, and working relationships between agencies and organizations, overcoming duplication and overlap. At the same time, the province has directed the promotion of administrative reform, focusing on reforming administrative procedures and modernizing the methods of direction, administration, building e-government, smart cities associated with digital transformation, contributing to streamlining the apparatus and streamlining payroll.
Based on the regulations of the Central Government, the Provincial Party Committee has issued a number of documents related to the decentralization of cadre management, appointment and introduction of cadres; regulations on standards for cadre titles to select and appoint cadres according to authority. In particular, in the period of 2018-2024, the arrangement and consolidation of specialized advisory and support agencies, public service units at the provincial and district levels, the Fatherland Front and socio-political organizations of the province; consolidation of a number of Party Committees; arrangement and reorganization of the apparatus, innovation of the operating mechanism of the Provincial Cadre Health Care and Protection Board. The results after the arrangement and consolidation have reduced 2 Party Committees directly under the province; reduced more than 40 focal points at the department, office and equivalent levels... For the block of State agencies and public service units, the Office of the National Assembly Delegation and the Office of the Provincial People's Council will be merged; the model of the Public Administration Service Center, Investment Promotion and Enterprise Support at the provincial level will be implemented; 19/19 departments and branches under the Provincial People's Committee are implementing the one-stop mechanism; 9/9 districts and cities are implementing the one-stop mechanism for administrative procedures. The results after the arrangement are: 1 provincial-level agency is reduced; 13 departments and equivalent units under provincial-level agencies and units are reduced; 28 departments under branches and equivalent units are reduced... Regarding the arrangement and reorganization of public service units, 216 units in the fields of education, health, agriculture, culture, sports, science and technology, information and communication have been reduced.
In particular, from September 1, 2024, Nam Dinh is the leading locality nationwide in implementing the arrangement of district and commune-level administrative units in the 2023-2025 period according to Resolution No. 1104/NQ-UBTVQH15 of the National Assembly Standing Committee. Thereby, from 10 districts, cities and 226 communes, wards and towns; after the arrangement and merger, the province will reduce to 9 district-level administrative units, including Nam Dinh city and 8 districts with 175 commune-level administrative units (146 communes, 14 wards, 15 towns). In the next phase, the province will continue to merge unqualified communes and towns according to the roadmap, ensuring proper implementation of the Central regulations. Regarding the arrangement and merger of villages, hamlets and residential groups, Nam Dinh province has resolutely implemented it in the period of 2021-2022 with the high consensus of cadres, party members and people of all walks of life. Thereby, 1,513 villages, hamlets and residential groups have been reduced (from 3,673 to 2,160); 1,263 party cells have been reduced (from 3,395 to 2,132 party cells) and 4,068 full-time workers have been reduced; about 9,000 part-time workers have been reduced in villages, hamlets and residential groups. Along with the reorganization of the apparatus, the province has paid attention to and closely monitored the payroll of agencies and units to streamline the payroll and restructure the staff, civil servants and public employees in the spirit of Resolution No. 39-NQ/TW of the Politburo, which has been effectively implemented by the province.
Continue to promote organization and streamlining
Pursuant to Conclusion No. 09-KL/BCĐ dated November 24, 2024; Official Dispatch No. 22-CV/BCĐ dated December 5, 2024 of the Central Steering Committee on summarizing Resolution No. 18-NQ/TW of the Central Committee (term XII) and related directives, the Standing Committee of the Provincial Party Committee focuses on leading and directing the continued promotion of the arrangement and streamlining of the apparatus of the province's political system. The province's viewpoint is to strictly implement the Central's policies, regulations and orientations on the arrangement and streamlining of the apparatus; ensure unity, synchronization and smooth management by sector and field from the Central to the local level. Reasonable organization of agencies and units according to the principle that one agency performs many tasks and one task is assigned to only one agency to preside over and take primary responsibility. For agencies and units that are merging or consolidating, the merger shall be carried out in the original state of the organizational structure, cadres, civil servants, public employees, workers, finance, and assets according to the plan of the competent authority. For agencies and units that have transferred or received a part of their functions and tasks, a review shall be carried out to transfer the specialized departments corresponding to the functions and tasks and transfer a part of the supporting and shared departments corresponding to the volume of transferred specialized tasks.
In personnel work, the cadres under the management of the Standing Committee of the Party Committee are decided by the Standing Committee of the Party Committee according to their authority. For positions managed by the Party Committee, leaders of agencies and units, proactively develop plans for the arrangement and assignment of cadres to ensure the principles of cadre management according to the regulations of the Central and the province. Accordingly, up to now, the Standing Committee of the Provincial Party Committee has decided to end the activities of 6 Party delegations, 3 Party Executive Committees at the provincial level; end the activities of the Party Committee of the Provincial Agencies and Enterprises; transfer the Party Committee of Nam Dinh Textile and Garment Joint Stock Corporation under the Provincial Party Committee to the Nam Dinh City Party Committee. Establish the Party Committee of the Provincial Party agencies and the Provincial People's Committee Party Committee under the Provincial Party Committee; decide to merge the Provincial Party Committee's Propaganda Department and the Provincial Party Committee's Mass Mobilization Department, the name after the merger is the Provincial Party Committee's Propaganda and Mass Mobilization Department... In the provincial government, 10 departments have been merged into 5 departments; 7 specialized agencies under the Provincial People's Committee have been maintained with adjusted functions, tasks and internal organizational structure... In the District and City Party Committees of Nam Dinh, the merger of the Propaganda Department and Mass Mobilization Department into the Propaganda and Mass Mobilization Department of the City and District Party Committees has been completed. At the same time, localities have established, reorganized and maintained 9 specialized departments and equivalent units under the People's Committees of districts and cities of Nam Dinh. The Standing Committees of the District Party Committees and Nam Dinh City Party Committee have announced the decision to establish Party cells corresponding to the number of newly established agencies and units, which will operate stably from March 1, 2025...

Resolution No. 18-NQ/TW, dated October 25, 2017 of the 12th Party Central Committee “Some issues on continuing to innovate and reorganize the political system to be streamlined and operate effectively and efficiently” emphasizes the goal of merging agencies and units with similar functions and tasks to optimize leadership effectiveness, avoid overlap, help save resources and improve work quality.
To implement this policy, the Standing Committee of the Provincial Party Committee issued Decision No. 1366-QD/TU, dated February 10, 2025, on merging the Provincial Party Committee's Propaganda and Education Committee and the Provincial Party Committee's Mass Mobilization Committee into the Provincial Party Committee's Propaganda and Mass Mobilization Committee, which will come into operation from March 1, 2025. This is an advisory and assisting agency of the Provincial Party Committee, directly and regularly the Standing Committee of the Provincial Party Committee and the Standing Committee of the Provincial Party Committee on Party building work in the fields of politics, ideology, ethics, propaganda, political theory, information, press, publishing, public opinion, culture, arts, Party history, and fields of science and education; guidelines, policies and solutions of the Central and the province on mass mobilization work, ethnic and religious work.
Looking back at the process of formation and development, both the Propaganda and Mass Mobilization Committees previously had the same goals and tasks to develop and maintain political and social stability, while building a close relationship between the Party and the people; making many important contributions to the overall development of the Nam Dinh Provincial Party Committee. Implementing the directive documents of the Central Government, the Standing Committee of the Provincial Party Committee, the Provincial People's Committee, and the Steering Committee of the Provincial People's Committee on the arrangement and streamlining of the apparatus under the Provincial People's Committee, from mid-December 2024, the Department of Information and Communications, as the host, in coordination with the Department of Science and Technology, the Department of Culture, Sports and Tourism, and the Department of Home Affairs, agreed to assign the specialized departments of the two units to closely coordinate from the stage of advising on the summary of the implementation of Resolution No. 18-NQ/TW of each unit to developing plans and projects to arrange the organizational structure of the apparatus, and draft the functions and tasks of the specialized departments.

Vu Ban District is one of the first districts in the province to promptly implement Resolution No. 18-NQ/TW dated October 25, 2017 of the 12th Central Executive Committee on "Some issues of continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently" and deploy the Project to reorganize and streamline the apparatus of the district's political system. With high political determination, the Standing Committee of Vu Ban District Party Committee issued Plan No. 33-KH/HU dated May 18, 2018 to implement in accordance with the local situation. In particular, the district has organized dissemination, promoted propaganda, listened to opinions and thoughts and raised awareness for cadres, party members and workers to create high unity. At the same time, closely following the direction and guidance of superiors, building working regulations, arranging staff reasonably, in accordance with the capacity and strengths of each cadre and civil servant, maintaining discipline and working order. The arrangement, streamlining of the organizational apparatus and the arrangement and assignment of cadres, civil servants and public employees are carried out carefully, scientifically, strictly, publicly and transparently in conjunction with the personnel work of party congresses at all levels, in accordance with the practical situation of the cadres, civil servants and public employees and the requirements of the tasks of each agency and unit after the arrangement.
Since the implementation of Resolution 18, the district has directed the review and rearrangement of grassroots party organizations, reducing 5 focal points of district-level agencies and units and 5 schools. After the rearrangement, the leadership team at the district level has reduced 4 positions at the head level and 7 positions at the deputy level; the rearrangement of commune-level administrative units and the merger of hamlets, villages, and residential groups has reduced from 18 communes and towns to 14 communes and towns (a reduction of 22.2%); the reduction from 223 hamlets, villages, and residential groups to 171 hamlets, villages, and residential groups (a reduction of 23.4%). Continue to effectively implement the plan to rearrange the organization and apparatus to direct the merger of the Propaganda Department and the Mass Mobilization Department; merge the Department of Natural Resources and Environment and the Department of Agriculture and Rural Development; Merge the Department of Labor - Invalids and Social Affairs and the Department of Home Affairs, transfer the state management function of vocational education to the Department of Education and Training, transfer the state management function of social protection, children, and prevention of social evils to the Office of the People's Council and People's Committee of the district.
In addition, the District Party Committee also assigned agencies and units subject to organizational restructuring to proactively implement tasks according to regulations based on the contents of the Project. Newly established units, units subject to restructuring, consolidation, transfer, and assignment of tasks are responsible for proactively handing over and receiving documents, records, personnel, finance, assets, equipment, seals, and related contents according to regulations, putting all activities of agencies and units into orderly operation right from the first day of consolidation. Implementing the Party and State's policy on streamlining the political system... to facilitate the arrangement and organization of the apparatus between the District Party Committee's Propaganda Department and the Giao Thuy District Party Committee's Mass Mobilization Department when merging, and at the same time creating conditions and opportunities for dynamic young cadres to work, on February 3, 2025, I submitted an application for early retirement. I made this decision to respond to the policy of streamlining the political system, and at the same time create conditions for young cadres to have the opportunity to promote their capacity and contribute to the development of the district.
According to regulations, I will not be old enough to retire until November 2028, but I have proactively applied for early retirement 44 months in advance. After consideration, I have decided to write an application for early retirement, contributing to speeding up the process of arranging and streamlining the district's apparatus, creating conditions for young cadres to strive and mature. I also believe that when there is change and the young generation is given opportunities, there will certainly be people who do better than me, contributing effectively to the development of their homeland and country.
During my time working, I have constantly strived, contributed, and fulfilled the responsibilities assigned by the Party, the State, and the people. Although I no longer hold a leadership position, I will continue to contribute when I retire in the locality. "Retired but not retired", if the district and functional agencies need professional and technical advice, I am still willing to contribute with my experience and knowledge. I hope that the young generation will have more opportunities to promote their capacity, making the Propaganda and Mass Mobilization sector of Giao Thuy district increasingly develop strongly.

After the Central Committee (term XII) issued Resolution No. 18-NQ/TW on October 25, 2017, the Provincial Farmers' Association (PPA) Party Committee directed the Provincial PPA Standing Committee to develop a plan to guide all levels of the PPA in the province to organize the study, dissemination and implementation of the Resolution; at the same time, coordinate with the Party Cell of the agency to disseminate the Resolution as well as documents of the Provincial Party Committee guiding the implementation to cadres, party members, civil servants of the agency and in the PPA system. After being fully informed and understanding the spirit of Resolution No. 18-NQ/TW, cadres, civil servants, public employees and workers in the agency all supported the policies, goals and tasks set out in the Resolution; clearly realizing that this is an important task and has a long-term process to reform and consolidate the increasingly streamlined apparatus, operating effectively and efficiently. The Association has specified the contents of the Resolution, applied to the arrangement of the apparatus and staffing. Implementing the direction of the Standing Committee of the Provincial Party Committee according to Conclusion No. 69-KL/TU, dated August 13, 2021 of the Standing Committee of the Provincial Party Committee on the arrangement of the apparatus and staffing of specialized agencies of the Fatherland Front Committee and socio-political organizations at the provincial level according to Regulation No. 212-QD/TW of the Central Party Secretariat, the Provincial People's Council Party Delegation has led, directed and implemented the implementation to achieve specific results: In 2021, for the specialized agency of the Provincial Association, the number of focal points was reduced from 5 to 4 (on the basis of merging the Inspection Organization Committee with the Propaganda Committee). Up to now, the organizational structure of the specialized agency of the Provincial People's Council has 4 focal points including the Office and 3 specialized Committees. Regarding the organizational structure of Farmers' Associations at all levels, based on documents of competent authorities on the arrangement of administrative units at district and commune levels in the period of 2023-2025 of Nam Dinh province, the Associations at all levels have developed a project to arrange the Association organization in localities where administrative units are arranged. After the merger, 1 District Farmers' Association Chairman, 39 Chairmen of grassroots Associations were reduced; 1,195 branches were reduced; 39 grassroots Associations and 1 district-level Association were reduced. Currently, there are 1,975 branches; 170 grassroots Associations; 8 district Farmers' Associations, 1 city Farmers' Association. After September 1, 2024, the Farmers' Associations of districts and cities have completed the announcement of the decision to establish new grassroots Association organizations in units implementing the arrangement of administrative units. The activities of the Farmers' Associations at district and commune levels are regularly innovated to attract farmers to participate in the Association organization.
Implementing the direction of the Central Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW, the Provincial Farmers' Association has also proactively developed a plan to end the activities of the Provincial Farmers' Association Party Delegation. Currently, the Party cell has 24 party members operating in 4 party groups./.
