On the afternoon of May 16, the National Assembly Delegation of Hai Duong province worked with the Department of Culture, Sports and Tourism, the Con Son - Kiep Bac Relic Management Board, and the Chi Linh City Relic Management Board on the implementation of the Law on Cultural Heritage, period 2010-2023.
At the working session, the units proposed and recommended that the National Assembly and the Government continue to review and improve the legal system and policies on cultural heritage to improve the effectiveness and efficiency of state management in the protection and promotion of the values of the nation's cultural heritage. Complete regulations on responsibilities, powers, working relationships as well as coordination mechanisms between state management agencies on culture at the central and local levels in managing activities to protect and promote the values of cultural heritage. Promptly promulgate the amended and supplemented Law on Cultural Heritage in accordance with current regulations, especially the Law on Public Investment and the Law on Construction. Promulgation, amendment and supplementation of legal documents in other fields should be based on the provisions of the Law on Cultural Heritage to avoid causing difficulties for localities in implementation. The upcoming Law on Cultural Heritage should have specific regulations on the type of documentary cultural heritage to have a basis for proposing measures for preservation and promotion. The law also needs to regulate land ownership in relics (comprehensive management of land, environmental landscapes such as forests, water systems, mountains and hills) and penalties for violations of relics...
At the working session, many National Assembly delegates and leaders of relevant sectors discussed and answered a number of issues within their authority regarding the difficulties that units encounter in preserving and promoting heritages.
Speaking at the end of the working session, Deputy Head of the Provincial National Assembly Delegation Nguyen Thi Viet Nga acknowledged and highly appreciated the results achieved by the provincial units in implementing the Law on Cultural Heritage in the past time. The delegation will receive opinions and recommendations from units and delegates to contribute and comment on the construction of the revised Law on Cultural Heritage.
