The Prime Minister pointed out that it is necessary to continue identifying social policy credit as an important solution to implement the Party and State's policies on economic growth coupled with social equity.

On the afternoon of August 14, Politburo member and Prime Minister Pham Minh Chinh chaired a conference to review 10 years of implementing Directive No. 40-CT/TW dated November 22, 2014 of the Secretariat of the 11th Party Central Committee on strengthening the Party's leadership over social policy credit.
The conference was held at the Government Headquarters, online with the People's Committees of 63 provinces and centrally-run cities.
Attending the conference were Governor of the State Bank of Vietnam Nguyen Thi Hong, Chairwoman of the Board of Directors of the Vietnam Bank for Social Policies; Minister, Chairman of the Ethnic Committee Hau A Lenh; Chairwoman of the Vietnam Women's Union Ha Thi Nga; Chairman of the Vietnam Farmers' Union Nguyen Quoc Doan; leaders of central departments, ministries, branches, agencies; leaders of provinces and centrally run cities.
Bright spots, pillars in poverty reduction and social security
The Vietnam Bank for Social Policies was established in 2002 to implement Decree No. 78/2002/ND-CP of the Government on credit for the poor and other policy beneficiaries.
To promote the role and further enhance the effectiveness of social policy credit, on November 22, 2014, the Secretariat of the 11th Party Central Committee issued Directive No. 40-CT/TW on strengthening the Party's leadership over social policy credit (Directive 40-CT/TW).
The Prime Minister issued Decision No. 401/QD-TTg dated March 14, 2016 on the Plan to implement Directive No. 40-CT/TW of the Secretariat.
After 10 years of implementing Directive No. 40-CT/TW and more than 3 years of implementing Conclusion No. 06-KL/TW of the Secretariat as well as Decision No. 401/QD-TTg and Decision No. 1630/QD-TTg of the Prime Minister, the organizational model and credit management methods of the Vietnam Bank for Social Policies have been increasingly improved, in line with the structure of the political system and the reality of Vietnam.
Up to now, the local budget capital entrusted through the Social Policy Bank system has reached over 47 trillion VND, thereby raising the total capital of policy credit programs to over 373 trillion VND, the total outstanding loans reaching nearly 351 trillion VND.
During the 10 years of implementing Directive No. 40-CT/TW, more than 21 million households have received preferential loans to develop production and business.
Thereby helping more than 3.1 million households overcome the poverty line; more than 4.2 million workers borrow capital to create jobs; build more than 13.2 million works to provide clean water, sanitation and environment to people in rural areas; more than 610 thousand students borrow capital to cover study expenses; more than 193 thousand houses for the poor and policy beneficiaries; and more than 1.2 million workers have their salaries paid by businesses due to the impact of the COVID-19 pandemic...

Social policy credit contributed to reducing the poverty rate in the 2011-2015 period from 14.2% to 4.25%, in the 2016-2021 period from 9.88% to 2.23%, and by the end of 2023 to 2.93% according to the multidimensional poverty standard.
Besides, it contributes to preventing and gradually pushing back "black credit", promoting economic restructuring, especially in the agricultural and rural areas, and actively contributing to building communes and districts that meet new rural standards nationwide.
At the conference, leaders of the State Bank of Vietnam, the Vietnam Bank for Social Policies, central ministries, branches, local leaders and representatives of policy beneficiaries gave speeches, affirming that Directive No. 40-CT/TW and Conclusion No. 06-KL/TW are correct, appropriate, practical and breakthrough solutions in directing the organization and implementation of social policy credit.
Thereby, receiving the consensus and support of all levels, sectors and all classes of people; high appreciation from the World Bank and international organizations, contributing to the effective implementation of important policies, goals and tasks set forth by the Party and State.
Delegates also said that the upcoming situation poses many challenges to socio-economic development, ensuring social welfare, implementing social progress and equity, and at the same time directly affecting people's lives, especially the poor and policy beneficiaries.
Therefore, it is necessary to clearly define the role of social policy credit in implementing and ensuring social security in the spirit of the Party's Resolutions and the Socio-Economic Development Strategy in each period; integrate social policy credit capital with other programs to promote policy effectiveness.
Concluding the conference, Prime Minister Pham Minh Chinh affirmed that the consistent policy of our Party and State in the process of nation building is to develop the economy in parallel with implementing social progress and equity, so that all people can benefit from the socio-economic development process; not "sacrifice" social progress and equity, and the environment to pursue purely economic growth; with the spirit of "all develop together, benefit together" and "no one is left behind."
The harmonious combination of economic growth and social progress and equity, limiting the gap between rich and poor, and implementing social security policies well is both the goal and the driving force for sustainable national development.
The Prime Minister said that, with the viewpoint that the implementation of social policies in general and social policy credit in particular must be under the direct and comprehensive leadership of the Party; in order to promote the role and improve the effectiveness of social policy credit, on November 22, 2014, the Secretariat issued Directive No. 40-CT/TW on strengthening the Party's leadership over social policy credit.
After 5 years of implementing this Directive, the Secretariat issued Conclusion No. 06-KL/TW dated June 10, 2021 on continuing to implement Directive 40-CT/TW of the Secretariat.
In order to specify the tasks and solutions for implementing Directive 40-CT/TW and Conclusion 06-KL/TW of the Secretariat, the Prime Minister issued Decisions on the Plan for implementing Directive No. 40-CT/TW and Conclusion No. 06-KL/TW, setting out 4 main groups of tasks and solutions; at the same time, assigning specific tasks to central ministries, branches, local authorities at all levels and the Bank for Social Policies to organize the implementation.
Believing that the results achieved after more than a decade of the entire political system joining hands, social policy credit has become a "bright spot" and a "pillar" in the system of poverty reduction policies, ensuring social security, meeting the aspirations of the people, especially the poor and vulnerable groups in society, affirming the guidelines, policies, leadership and correct management of the Party and State, bringing practical results to the people; stating 6 positive aspects and 6 lessons learned, the Prime Minister acknowledged, commended and highly appreciated the proactiveness and positivity of central ministries, branches, local authorities at all levels, especially the important contribution of the Bank for Social Policies in advising and organizing the implementation of Directive 40, Conclusion 06 of the Secretariat and the Plan for implementing the Directive and Conclusion of the Secretariat issued by the Government and the Prime Minister.
Understanding people's hearts, serving wholeheartedly, improving efficiency
Pointing out a number of shortcomings and limitations, especially in the capital structure which is not really reasonable and ensures sustainability; some credit policies are still slow to be implemented..., the Prime Minister said that in the coming time, the situation will face many difficulties and challenges for economic development and the implementation of social progress and equity, ensuring social welfare and people's lives, especially the poor and policy beneficiaries.

Therefore, it is necessary to continue to identify social policy credit as an important solution to implement the Party and State's guidelines, policies, goals and tasks on economic growth in parallel with social justice, implementation of national target programs as well as socio-economic development of the country.
Based on the results of summarizing 10 years of implementing Directive 40-CT/TW, the Prime Minister emphasized 6 orientations to continue strengthening the Party's leadership over social policy credit.
In particular, it is necessary to continue to thoroughly grasp and more effectively implement the policies, viewpoints, resolutions and programs of the Party, State, Government and Prime Minister on social policies; promptly complete the Decree on the organization and operation of the Social Policy Bank to improve the effectiveness and efficiency of the Social Policy Bank's operations from the central level to the grassroots level, savings and loan groups; continue to review and complete regulations to concentrate resources and improve the capital structure for the Social Policy Bank in a stable and sustainable direction.
The Prime Minister requested to report and advise the National Assembly, the Government, and the Prime Minister to balance and provide sufficient charter capital, interest rate compensation, management fees, and capital to implement newly issued credit policies, ensuring that operating capital is allocated in the medium-term and annual public investment plans for the Bank for Social Policies.
Report to competent authorities for consideration and permission to increase the limit of issuing bonds guaranteed by the Government; create conditions for the Bank for Social Policies to receive ODA capital and expand forms of capital mobilization... to increase resources to implement the goal of expanding the target, increasing the lending level of credit programs, in accordance with the socio-economic development goals and implementing national target programs in the coming period.
The Head of Government directs the completion of the legal framework, mechanisms, policies and regulations related to the organization and operation of social policy credit of the Bank for Social Policies; research and supplement credit support policies to serve production and business activities for households with average living standards working in agriculture, forestry, fishery and salt production.
In addition, it is necessary to continue reviewing and perfecting mechanisms and policies on credit, finance, labor, wages, etc. to create conditions for the Social Policy Bank to develop into an organization capable of autonomy, stable, long-term, sustainable development, and sufficient capacity to implement social policy credit more and more effectively.
According to the Prime Minister, localities need to continue to pay attention, balance, and prioritize the allocation of local budgets entrusted to the Bank for Social Policies, especially capital for loans to create jobs, capital for loans to social housing, etc.
In particular, with the spirit of "central and local authorities working together," it is necessary to thoroughly grasp and effectively implement Directive No. 34-CT/TW dated May 24, 2024 of the Secretariat on strengthening the Party's leadership over social housing development in the new situation.
The Ministry of Construction was assigned to preside over and coordinate with the Ministry of Planning and Investment, the Ministry of Finance, and the State Bank to research and develop a credit package of 30 trillion VND (of which 15 trillion VND is from the issuance of government bonds and 15 trillion VND is from the entrusted local budget) for loans to buy, hire-purchase, build or renovate and repair houses to implement social policies and assigned the Bank for Social Policies to implement. The Prime Minister also directed to focus on prioritizing capital sources for ethnic minorities in mountainous areas, especially difficult areas, border areas, and islands.

At the same time, do a good job of inspection and supervision, improve forecasting and analysis capacity; promote the application of information technology, digital transformation, and banking modernization; improve professional capacity and ethics; build a team of prestigious staff with an advanced, modern working style, dedicated and devoted to serving the people.
Proposing that the Vietnam Fatherland Front at all levels and socio-political organizations continue to do a good job of propaganda, supervision, and social criticism on the implementation of the Party and State's guidelines and policies on poverty reduction, ensuring social security as well as on social policy credit activities with the motto of action "Understanding the people's hearts, serving wholeheartedly, improving efficiency," Prime Minister Pham Minh Chinh believes that the Vietnam Bank for Social Policies will promote its traditions and achievements, overcome limitations, make more efforts, perform better, year after year, the tasks assigned by the Party, State and people, affirming its great mission and social responsibility.
In particular, expanding credit scale, improving lending scale, increasing lending subjects, especially the poor, ethnic minorities in mountainous areas, remote areas, border areas, islands, disadvantaged people, people in especially difficult circumstances, affected by natural disasters; creating jobs, creating livelihoods, creating opportunities and conditions for subjects to promote endogenous strength, self-confidence, self-reliance, self-reliance, overcoming difficulties, challenges, adversities, escaping poverty, improving material and spiritual life, moving towards getting rich, building a prosperous, happy, progressive life; contributing to effectively implementing the very humane, inclusive, comprehensive, comprehensive, modern and effective social security policy of our Party and State./.
