Implement policies to support crop development

In recent times, many policies and mechanisms to support agricultural development in general, including the cultivation sector in particular, have been issued, creating motivation to attract people, businesses, and cooperatives to invest in production development to increase product value on cultivated areas.

Implementing Resolution No. 110/NQ-HDND dated December 19, 2021 of the People's Council of Tho Xuan district on approving the Project on developing high-tech, large-scale agriculture according to the value chain for the period 2021-2025, the district has supported the construction of high-tech agricultural production models in greenhouses and net houses. Thereby, in Tho Xuan district, greenhouse and net house production areas eligible for support have been formed in Tho Hai communes with 2 hectares, Tho Lap with 2.1 hectares, Thuan Minh with 1 hectare, with a total cost of 2.5 billion VND. According to Deputy Head of the Department of Agriculture and Rural Development of Tho Xuan district, Le Thi Dung, through support mechanisms from 2021 to October 2024, the district has attracted 8 enterprises to invest in developing high-tech agricultural production. Currently, the department is actively supporting qualified enterprises to complete their documents according to regulations with a support level of 500 million VND/model to attract enterprises to invest in production. In 2025, along with implementing support policies at all levels, Tho Xuan district will support the development of Tho Xuan rice certification brand to attract enterprises and cooperatives to invest in developing production linkages.

In order to motivate and encourage crop development, the agricultural sector and localities in the province have actively implemented support policies and mechanisms according to Resolution No. 192/2019/NQ-HDND dated October 16, 2019 on policies to encourage land accumulation and concentration to develop large-scale agricultural production and apply high technology in Thanh Hoa province by 2025. From 2020 to October 2024, the whole province has supported 4,380.9 hectares of production area with a budget of nearly 26 billion VND. Of which, support for land use rights transfer of 5.5 hectares, with a budget of 632.2 million VND; support for land lease costs of 4,375.4 hectares, with a budget of 25.3 billion VND. Support policies have created motivation and encouraged businesses, organizations and individuals to actively accumulate and concentrate land to develop large-scale, high-tech agriculture.

In addition to the province's policies, the districts of Yen Dinh, Tho Xuan, Thieu Hoa, Nga Son, Hoang Hoa... have also issued resolutions on support mechanisms for implementing agricultural development programs and new rural construction, including support for implementing crop development models. Localities also integrate programs and policies to support and encourage winter crop production in the area. Mechanisms and policies to support crop development issued in recent times are being supported and implemented by localities, businesses and people. Thereby, encouraging organizations and individuals to invest in agricultural and rural infrastructure, promote mechanization of production stages, improve the quality of agricultural products, and contribute to the development of large-scale, high-tech commodity production.

In addition to the investment capital from the State budget, localities have mobilized capital from enterprises and cooperatives to develop key crops. Many cooperatives in the province are the bridge linking the consumption of agricultural products between people and enterprises, limiting the situation of "good harvest, low price"...

Head of the Department of Cultivation and Plant Protection Vu Quang Trung said: In the coming time, the unit will continue to coordinate with localities to implement the Central's mechanisms and policies on agricultural and rural development, including the development of the cultivation industry. At the same time, promote the implementation of Resolution No. 13-NQ/TU of the Provincial Party Committee, Resolution No. 192/2019/NQ-HDND dated October 17, 2019 of the Provincial People's Council on promulgating policies to encourage land accumulation and concentration to develop large-scale agriculture, applying high technology until 2025; forming large commodity production areas based on the absolute and comparative advantages of each locality to expand the market.

At the same time, the unit reviewed the expired crop development policies and mechanisms. Thereby, advising the Department of Agriculture and Rural Development to develop new policies and mechanisms, submit them to the Provincial People's Council for promulgation to organize and implement them effectively, in line with the direction of production development. In particular, focusing on supporting the application of scientific and technical advances, converting crop and plant structures, encouraging the development of large-scale production, applying high technology, improving the quality of agricultural products, and attracting businesses to invest in crop production in the province. In the immediate future, the unit is collecting opinions from localities to synthesize and develop an action plan to implement the Crop Development Strategy to 2030, with a vision to 2050, recently issued by the Prime Minister.
