Promoting the implementation of agreements between the Senior Leaders of Vietnam and Korea

On the afternoon of September 6, at the Government Office, Prime Minister Pham Minh Chinh had a working session with Korean Ambassador to Vietnam Choi Young Sam to implement and concretize the content of the phone call between General Secretary and President To Lam and Korean President Yoon Suk Yeol, as well as review the implementation of the content of the cooperation agreements reached during the Prime Minister's recent visit to Korea.

Pleased to meet with Korean Ambassador Choi Young Sam and officials of the Korean Embassy in Vietnam, Prime Minister Pham Minh Chinh affirmed that this is an activity demonstrating the importance of the Vietnam-Korea Comprehensive Strategic Partnership as well as expressing the Vietnamese Government's recognition, gratitude and appreciation for the Ambassador.

The Prime Minister said that on September 3, General Secretary and President To Lam had a very successful phone call with President of the Republic of Korea Yoon Suk Yeol, demonstrating the close cooperation between the top leaders of the two countries in particular and the Vietnam-Korea Comprehensive Strategic Partnership in general. During his recent visit to Korea, Prime Minister Pham Minh Chinh conducted 32 bilateral activities in many fields of politics, defense, security, economy, trade, investment, science and technology, culture and education, etc.

During the talks and meetings between the Prime Minister and senior leaders of the Republic of Korea, the two sides had in-depth discussions and reached many important common perceptions on the directions and measures to promote the concretization of the content of the "Action Program to implement the Comprehensive Strategic Partnership" and cooperation agreements between senior leaders of the two countries.

Conveying his regards and thanks to President of the Republic of Korea Yoon Suk Yeol, Prime Minister of the Republic of Korea Han Duck Soo and Speaker of the National Assembly Woo Won-shik for their warm, friendly and thoughtful reception of the high-ranking delegation of the Vietnamese Government, the Prime Minister said that immediately after returning to Vietnam from the visit to Korea, the Prime Minister directly directed the Ministry of Foreign Affairs to urgently urge and coordinate with relevant ministries, branches and localities of Vietnam to implement the results achieved during the visit, in the spirit of "what has been said must be done, what has been committed must be implemented effectively and concretely".

The Prime Minister requested the Ambassador to actively coordinate with relevant agencies. Vietnam and Korea Promote the implementation of agreements reached by the two countries' senior leaders in recent times; substantially implement 41 cooperation documents signed by the two governments, businesses and localities of the two countries during the recent visit.

The two sides need to continue to strengthen political trust, promote delegation exchanges at all levels, especially high-level ones through Party, Government, and National Assembly channels, and substantive cooperation in the fields of diplomacy, defense, and security; strengthen economic cooperation - one of the most important pillars in bilateral relations; effectively implement measures to increase bilateral trade turnover to 100 billion USD by 2025 and towards the target of 150 billion USD by 2030 in a balanced and sustainable manner.

Highly appreciated Korea has officially licensed fresh grapefruit from Vietnam to be imported into the country. Korea and promote the entry of passion fruit, lychee, rambutan, and animal products from Vietnam into the Korean market. The Prime Minister proposed that Korea soon remove the quota on Vietnamese shrimp products into Korea; support capacity building for Vietnamese enterprises to participate more deeply in the global supply chain, especially the ecosystem of Korean enterprises.

The head of the Vietnamese Government suggested that Korean enterprises continue to expand their investment in Vietnam in both breadth and depth, especially in industries related to digital transformation, green economy, circular economy, high technology, semiconductor manufacturing, biotechnology, and smart cities; and expand exchanges in the fields of small and medium enterprises and startups between the two countries.

Along with that, implementing human resource training projects for Vietnam in the fields of high technology, digital transformation, semiconductors and artificial intelligence (AI); promoting Vietnam to become a strategic destination for building Research and Development Centers (R&D); encouraging the transfer of core technology and source technology to Vietnam.

The Prime Minister also suggested that Korea actively consider a large credit package with preferential interest rates for strategic infrastructure development in Vietnam, especially transport infrastructure such as the construction of large-scale, long-term high-speed railways and urban railways, which are symbolic of bilateral cooperation.

The Prime Minister suggested that the two sides expand cooperation, with specific projects and programs in the fields of science and technology, climate change response, labor cooperation, tourism, cultural cooperation, and people-to-people exchange; Korea continues to expand the scale and new industries to receive Vietnamese workers to work in Korea, urging the Korean side to increase the quota of receiving Vietnamese workers by 30% compared to 2023.

Regarding tourism cooperation, the Prime Minister suggested that Korea simplify visa procedures and move towards visa exemption for Vietnamese citizens entering Korea; and soon achieve the target of 5 million tourists visiting each other each year.

Regarding cultural cooperation, the Korean side is requested to support Vietnam in implementing the "Vietnamese Cultural Center in Korea"; and share experiences in developing the cultural and entertainment industries.

Wishing that the two sides need to cooperate closely and support each other in multilateral mechanisms and forums, the Prime Minister suggested that the two sides continue to cooperate closely within the ASEAN-Korea framework; promote more effective implementation of the Mekong-Korea mechanism; Korea continues to support and share a common vision on ensuring security, safety, freedom of navigation and aviation in the East Sea; maintain a peaceful and stable environment and resolve disputes by peaceful means through international law, including the 1982 UNCLOS.

Conveying the greetings of the President of the Republic of Korea and the Prime Minister of the Republic of Korea to Prime Minister Pham Minh Chinh, Korean Ambassador to Vietnam Choi Young-Sam said that the Embassy in particular and Korea in general are actively implementing high-level agreements.

The Ambassador said that the Embassy has effectively coordinated with Vietnamese authorities to serve the phone call between General Secretary and President To Lam and President of the Republic of Korea Yoon Suk Yeol; and is actively preparing for upcoming high-level visits by the leaders of the two countries.

The Korean side highly appreciated the Prime Minister's official visit to Korea, which opened up many new opportunities for bilateral cooperation. The Ambassador reported to the Prime Minister on the progress in many areas of cooperation between the two countries after the visit, and that many Korean enterprises have plans to expand their investment in Vietnam after the Prime Minister's visit. The Ambassador also affirmed that he will make efforts to promote the comprehensive strategic partnership between the two countries, especially the key areas of cooperation that the Prime Minister discussed.

The Ambassador also said that the two sides are coordinating and implementing cooperation agreements in the fields of defense and security; striving to increase bilateral trade turnover to 100 billion USD by 2025 and towards the target of 150 billion USD by 2030; promoting the two sides to sign a mutual recognition agreement on priority enterprises; negotiating to have at least 02 more agricultural and aquatic products of one country enter the other country each year, in the near future there will be lychee and passion fruit from Vietnam entering Korea; supporting multicultural families of Vietnam and Korea.

Ambassador Choi Young-Sam said that Korea wishes to expand cooperation, investment and business in Vietnam in the fields of finance, pharmaceuticals, environmental protection, energy, minerals, strategic infrastructure, labor and employment, etc.; and hopes that Vietnam will ensure infrastructure conditions, mechanisms and policies for Korean enterprises to invest, produce and do business stably and effectively in Vietnam.

The Republic of Korea supports and is ready to assist Vietnam in hosting the fourth Partnership for Green Growth and the Global Goals 2030 (P4G) Summit; and actively considers opening a Vietnamese Consulate General in Busan.
