The Prime Minister requested to rectify and strengthen discipline and order in state administrative agencies.

Recently, the Prime Minister has issued many documents directing to rectify and strengthen the responsibility in handling the work of ministries, agencies and localities and strictly implement the Working Regulations of the Government issued together with Decree No. 39/2022/ND-CP dated June 18, 2022, the working regulations of ministries, agencies and localities. However, the situation of avoiding, shirking responsibility, and fear of making mistakes when handling work by a number of cadres, civil servants and public employees in a number of state administrative agencies at all levels has not been effectively overcome; the coordination between agencies, localities and units in handling work is not close and timely, there are still cases of slow participation in giving opinions or participation in giving opinions but without clear opinions and viewpoints, prolonging the processing time, affecting the progress, quality and efficiency of work.

To continue to rectify and overcome the above-mentioned shortcomings and limitations, improve the effectiveness and efficiency of direction and administration, promptly remove difficulties and obstacles, especially those for people and businesses, make practical contributions and strive to achieve the highest possible socio-economic development goals, targets and tasks set for 2023 and the following years, the Prime Minister requests:

1. Ministers, Heads of ministerial-level agencies, Heads of Government agencies, especially Chairmen of People's Committees of provinces and centrally-run cities and Heads of state administrative agencies at all levels:

a) Promote the responsibility of leaders and personal responsibility of officials and civil servants of state administrative agencies at all levels in handling work; strengthen administrative discipline and order, strictly comply with the conclusions and directions of the Government and the Prime Minister; continue to thoroughly grasp and better implement the Government's Working Regulations, the working regulations of ministries, branches, localities and the directions of the Prime Minister in Official Dispatch No. 280/CD-TTg dated April 19, 2023 on rectification and strengthening responsibility in handling work of ministries, agencies and localities.

b) Directly, proactively, and actively organize the timely and effective implementation of tasks assigned by the Government, the Prime Minister, and heads of superior agencies at all administrative levels, promote decentralization and authorization, and ensure progress and quality. Strengthen the inspection of public service activities, especially surprise inspections; promote the role and responsibility of heads of agencies and units for internal inspection and examination to promptly commend and reward collectives and individuals who have performed well, and strictly handle collectives and individuals who have not performed well. Promptly review, replace, or transfer to other jobs cadres and civil servants with weak capacity, who do not dare to do, avoid, push, work half-heartedly, are afraid of responsibility, and stagnate and do not meet the requirements of assigned work. In case of shirking, avoiding, or lacking responsibility, leading to delays or failure to decide on issues and tasks within one's authority, causing consequences, the collective and individual responsibilities involved must be reviewed and handled in accordance with the regulations of the Party and the State.

c) Continue to review, revise and supplement working regulations and organize the implementation of tasks and work at agencies and units under authority, closely following the actual situation; individualize individual responsibilities in each stage of the work processing process, ensuring that work under authority must be handled quickly, promptly and effectively. Strictly organize the implementation of the code of conduct and public ethics of officials and civil servants in state administrative agencies at all levels.

d) In the process of coordination to resolve work within the authority, only seek opinions from agencies directly related to the project, project..., do not seek coordination opinions from unrelated or unnecessary agencies. The agency whose opinion is sought is responsible for responding on time, in accordance with its functions and tasks, with clear viewpoints and responsibilities, not responding generally, avoiding or shirking responsibility, affecting the progress of work processing.

d) Organize to thoroughly disseminate and effectively implement Decree No. 73/2023/ND-CP dated September 29, 2023 of the Government on encouraging and protecting dynamic, creative, daring, and responsible cadres for the common good, creating a solid legal basis and building a favorable environment for cadres, civil servants, and public employees to feel secure in performing their public duties, contributing to improving the effectiveness of direction, administration, and work handling.

e) Promote and effectively implement the Plan to review and simplify internal administrative procedures for the 2022 - 2025 period issued together with Decision No. 1085/QD-TTg dated September 15, 2022 of the Prime Minister, ensuring that by the end of 2023, 100% of internal administrative procedures between state administrative agencies must be made public on the National Database of Administrative Procedures; review, submit for approval or approve under authority the plan to simplify at least 50% of internal administrative procedures under the state management of ministries, agencies and localities, in which the plan must ensure a reduction of at least 20% of the number of administrative procedures and 20% of administrative procedure compliance costs.

g) Be determined and resolute in resolving administrative procedures at state administrative agencies at all levels in a timely and effective manner, ensuring democracy, publicity, transparency and convenience; direct agencies and units to regularly review and inspect administrative procedure settlement records in progress. Resolutely prevent delays, harassment, negativity and waste of resources and opportunities for the State, society, people and businesses; do not allow people and businesses to shift responsibility for administrative procedure settlement to others; strengthen supervision and inspection of administrative procedure implementation to detect and strictly handle agencies, units, heads of agencies and units and cadres, civil servants and public employees who refuse to handle or commit violations.

h) Promote the effectiveness of channels for receiving feedback and recommendations from people and businesses on the National Public Service Portal, the Business Regulation Consultation and Lookup Portal at dichvucong.gov.vn, thamvanquydinhkinhdoanh.gov.vn; on the Administrative Procedure Information System in ministries, branches, and localities, especially at the grassroots level; proactively and actively organize dialogues with people and businesses to promptly and thoroughly resolve feedback, recommendations, thoughts, aspirations, and suggestions from people and businesses; report to competent authorities for consideration and handling of issues beyond their authority; absolutely do not push, beat around the bush, or avoid.

2. The Ministry of Home Affairs shall proactively and actively review and perfect the mechanisms, policies and laws on the management of cadres, civil servants and public employees, including: focusing on innovation and improving the quality of cadre, civil servants and public employees' evaluation work based on criteria, products, specific results, and quantifiable evaluation; linking individual evaluation with collective and task performance results of agencies and units; effectively using evaluation results as a basis for arranging, using, appointing, rewarding and disciplining cadres, civil servants and public employees.

3. The Government Office regularly monitors, urges, inspects and reports on the results of the implementation of tasks assigned by the Government and the Prime Minister to ministries, agencies and localities; promptly reports to the Government and the Prime Minister for consideration and direction to ministries, agencies and localities with overdue or outstanding tasks, documents...

Requesting Ministers, Heads of ministerial-level agencies, Heads of Government agencies, Chairmen of People's Committees of provinces and centrally-run cities, and Heads of state administrative agencies at all levels to disseminate this Official Dispatch to each unit, cadre, and civil servant under their management; to improve the effectiveness and efficiency of the direction and administration of the Government, the Prime Minister, ministries, agencies at the central and local levels./.
