Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 136/CD-TTg dated December 19, 2024 regarding the case of arson causing a fire at a coffee shop in Co Nhue 2 Ward, Bac Tu Liem District, Hanoi City.
Telegram sent to: Ministers of Ministries, ministerial-level agencies, Chairman of Hanoi People's Committee and Chairmen of People's Committees of provinces and centrally run cities.
The dispatch stated: At around 11:00 p.m. on December 18, 2024, a fire broke out at a coffee shop in Co Nhue 2 Ward, Bac Tu Liem District, Hanoi City, causing extremely serious consequences, injuring and killing many people. On behalf of the Government, Prime Minister Pham Minh Chinh sent his condolences to the relatives and families of the victims and gave the following instructions:
1. The Minister of Public Security directs:
a) The functional forces coordinate with the Hanoi People's Committee to focus on overcoming the consequences; promptly investigate the case, strictly handle violators according to the provisions of law for deterrence and prevention.
b) The police of units and localities continue to seriously and effectively implement the Party and State's directives in ensuring security, order, preventing and combating crimes and law violations, focusing on Conclusion No. 13-KL/TW dated August 16, 2021 of the Politburo on continuing to implement Directive No. 48-CT/TW dated October 22, 2010 of the Politburo on strengthening the Party's leadership in crime prevention and combat in the new situation; Conclusion No. 15-KL/TW dated September 30, 2021 of the Secretariat on continuing to promote the implementation of Directive No. 46-CT/TW dated May 26, 2015 of the Politburo on ensuring security and order in the new situation; Decision No. 38/QD-TTg dated June 16, 2022 of the Prime Minister promulgating the Action Program to implement Conclusion No. 15-KL/TW; stepping up the attack and suppression of all types of crimes, sweeping away social evils; strengthening propaganda, education, and crime prevention, especially crimes arising from conflicts and crimes that disturb public order during the upcoming Tet holiday.
2. The Hanoi People's Committee directs the organization of thoughtful visits, timely encouragement, material and spiritual support, creating the best conditions to help the victims' families, and treat the injured victims in the fire.
3. The Ministry of Health directs medical facilities to create the best conditions to treat people injured in the fire.
4. The Minister of Public Security and Chairmen of People's Committees of provinces and centrally run cities shall continue to strictly implement the Prime Minister's instructions on fire prevention and fighting, especially Directive No. 01/CT-TTg dated January 3, 2023 on strengthening fire prevention and fighting in the new situation, Directive No. 19/CT-TTg dated June 24, 2024 on strengthening fire prevention and fighting in multi-storey houses, multi-apartment houses, individual houses combined with production and business; strengthen propaganda, guidance and rectification of compliance with regulations on fire prevention and fighting safety at constructions, facilities and crowded places during the upcoming holidays and Tet.
5. The Government Office shall coordinate with the Ministry of Public Security and the Hanoi People's Committee to regularly monitor, urge and report to the Prime Minister the results of the implementation of this Official Dispatch./.
