Prime Minister: Submit to the Politburo to soon promulgate policies and regimes for cadres, civil servants and public employees when streamlining the apparatus

(Chinhphu.vn) - On the morning of December 29, Prime Minister Pham Minh Chinh, Head of the Government's Steering Committee summarizing the implementation of Resolution No. 18-NQ/TW "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently" chaired the sixth meeting of the Steering Committee.

Attending the meeting were members of the Politburo, members of the Party Central Committee, Deputy Prime Ministers, Ministers, heads of ministerial-level agencies, and members of the Steering Committee. At the request of the Central Steering Committee on the reorganization of the political system, the Government Party Personnel Committee completed and sent the Summary Report on the implementation of Resolution No. 18-NQ/TW to the Central Steering Committee before December 31, 2024.

To meet the deadline of the Central Steering Committee, at the 6th Session, the Steering Committee discussed and gave opinions on the draft Summary Report on the implementation of Resolution No. 18-NQ/TW, focusing on a number of contents: On the termination of the activities of the State Capital Management Committee at enterprises; on the organizational arrangement targets within ministries, ministerial-level agencies, and agencies under the Government; on the time to submit to the Government a draft Decree on the functions, tasks, powers and organizational structure of ministries and ministerial-level agencies that do not carry out mergers and acquisitions.

In his concluding remarks, Prime Minister Pham Minh Chinh commended the efforts of the members of the Steering Committee, especially the Ministry of Home Affairs - the standing agency of the Steering Committee in performing its tasks; basically agreed with the draft Report, assigned the Ministry of Home Affairs to receive comments to continue to complete the draft step and continue to listen to and receive valid comments from relevant agencies and individuals. With the goal of organizing a "Refined - Lean - Strong - Effective - Efficient - Effective" apparatus, along with giving opinions on a number of specific contents, the Prime Minister requested to continue to carefully review on the political basis, legal basis, practical basis, ensure no omissions, no overlap and better complete the functions and tasks of the agencies, reduce focal points, reduce intermediaries, reduce administrative procedures, strengthen the grassroots, assign to whoever does the best, choose a thorough, suitable and effective solution.

The Prime Minister requested to thoroughly grasp the spirit of "only discussing work, not retreating", "running and lining up at the same time"; what is ripe, clear, proven to be correct in practice, effectively implemented, and agreed by the majority, then complete the plan and report to the competent authority for decision. The Prime Minister clearly stated that streamlining the payroll is associated with restructuring and improving the quality of the staff, civil servants, and public employees; having general and specific policies to ensure the legitimate and legal rights and interests of cadres, civil servants, public employees, and workers; arranging appropriate personnel in the process of arranging and streamlining the apparatus. The Prime Minister requested to continue listening, absorbing, perfecting and asking for the Politburo's opinions to soon promulgate regimes and policies for cadres, civil servants, public employees, and workers in the process of arranging and organizing the apparatus.

During the process of streamlining the apparatus, tasks must still be promoted, implemented and completed, and after completion, work must be started immediately. Continue to review, research, propose and amend relevant legal regulations to remove obstacles in the process of streamlining; ensure clear assignment of tasks during the transition period.

The Prime Minister assigned Deputy Prime Ministers in charge of various fields to continue directing the Ministry of Home Affairs and relevant agencies in the process of implementing the restructuring and streamlining of the apparatus, completing plans, and reporting to competent authorities.
