According to the project, most of the functions, tasks, organizational structure, and staff of the Department will be merged to establish the Department of Home Affairs and Labor, the remaining functions, tasks, organizational structure, and staff will be transferred to the Departments of Education and Training, Health, and the Provincial Ethnic Committee.

After 14 years working for the Department of Labor, War Invalids and Social Affairs, Ms. Nguyen Thi Dinh, a specialist in the Social Affairs Department, is ready for a huge change in her agency. Ms. Dinh shared: According to the project, her department will be transferred to the Department of Health . Changing agencies will certainly be a bit confusing at first, but no matter what the working environment, she and her colleagues in the department will still strive to complete the assigned tasks excellently.

Leaders of the Department of Labor, War Invalids and Social Affairs met to discuss the merger plan with other departments and branches to streamline the political apparatus.

Comrade To Hoang Linh, Director of the Department of Labor, War Invalids and Social Affairs, said: In order for the staff, civil servants and public employees to be mentally prepared for the plans to reorganize the apparatus through meetings, the Department has fully informed the policies and directives of the Central Government and the province on the goals and spiritual viewpoints of the arrangement, streamlining of the apparatus, and arrangement of staff, civil servants and public employees. And to ensure the progress of implementation, the Department has also worked with relevant departments and branches to agree on the consolidation plan, ensuring that the work is carried out with quality and progress according to the regulations and roadmap set out.

After 6 years of being separated from the Department of Industry and Trade to manage vertically under the General Department of Market Management, now according to the project to streamline the political apparatus, the Tuyen Quang Market Management Department has returned to the Department of Industry and Trade. According to the leader of the Tuyen Quang Market Management Department, the transfer of the Department from the Ministry of Industry and Trade to the Department and its organization into a Sub-Department has almost no impact on the operating model and nature of the industry's work, and the department's officers, civil servants, and public employees are ready for the return plan.

Determined to streamline the apparatus

Comrade Nguyen Van Viet, member of the Provincial Party Committee, Director of the Department of Home Affairs said: In the spirit of strictly implementing the Central's guidelines and regulations and in accordance with the province's reality. The Department has advised the province to issue a summary report on Resolution No. 18 and a plan to implement the arrangement and streamlining of the apparatus. The Provincial People's Committee has issued Document No. 6078/UBND-NC on the implementation of a number of contents on the arrangement and reorganization of agencies and units according to the Central's orientation. According to the orientation of merging organizations and apparatus, the province plans to reduce 5 departments, 21 Boards, Sub-departments and equivalents under the Department.

Reorganizing and streamlining the apparatus is a difficult, complicated, and sensitive task, but it cannot be avoided and cannot be delayed. To carry out this particularly important task well, the heads of agencies and units need to promote a high sense of responsibility, be exemplary, and be determined in implementing this task. Focus on doing a good job of political and ideological work, and personnel work (especially the arrangement, assignment, and implementation of personnel policies), creating high consensus and unity in the awareness and actions of cadres, civil servants, public employees, and workers.

In the process of organizing and implementing the internal apparatus arrangement and organization, units must closely follow the requirements, arrangement orientations, and streamlining of the apparatus organization of the Government Steering Committee and the Provincial Steering Committee to ensure the quality, implementation progress, and minimum arrangement targets assigned. At the same time, it is necessary to pay attention to issues related to financial handling, budget, public assets, and transitional management of investment projects during the process of arranging and perfecting the apparatus organization. In addition, it is necessary to proactively review, advise, and propose to competent authorities to issue new or amend and supplement regulations, policies and mechanisms in accordance with the new apparatus organization model to ensure that the new apparatus model must be better than the old model and must be put into operation immediately, without interruption of work, without gaps in responsibilities and areas of responsibility.

Therefore, Party committees and authorities need to strictly implement the principle of the Party's unified leadership in innovating, reorganizing and managing the apparatus and payroll of the political system; raising awareness and responsibility of Party committees, Party organizations, agencies and units; especially of the heads of Party committees, Party organizations, agencies and units regarding the requirements of arranging and streamlining the organizational apparatus, operating effectively, efficiently and effectively; considering this a key and important task to focus on leading, directing and organizing implementation with the most drastic and urgent spirit.

At the same time, promote propaganda, political and ideological education to change the awareness of cadres, party members, civil servants and public employees in arranging and streamlining the apparatus and reducing staff; strengthen propaganda, mobilization, persuasion, create high unity within the Party and consensus in the political system of the province.
