Prime Minister issues order to start construction of expansion of T2 passenger terminal, Noi Bai airport

After completing the T2 Passenger Terminal Expansion Project - Noi Bai International Airport, the capacity of T2 international terminal will be increased from 10 million passengers/year to 15 million passengers/year.

On May 19, at Noi Bai International Airport, Vietnam Airports Corporation (ACV) held a groundbreaking ceremony for the construction, supply and installation of equipment for the T2 Terminal Expansion Project at Noi Bai International Airport. Prime Minister Pham Minh Chinh attended and gave the groundbreaking order.

Strive to exceed schedule

According to Prime Minister Pham Minh Chinh, developing a modern and synchronous infrastructure is one of the areas that the Party and the State pay special attention to. In recent times, we have mobilized a large amount of resources from the state budget and socialized capital to invest in the transport infrastructure sector, including the aviation infrastructure sector.

“In addition to major projects, I hope ACV will soon research and invest in upgrading and expanding local airports, including Ca Mau airport - the southernmost point of the country; Thanh Son airport (Ninh Thuan), Rang Dong airport (Binh Thuan), thereby meeting people's travel needs, developing tourism and attracting investment,” the Prime Minister directed.

The Prime Minister said that Noi Bai International Airport in 2023 will reach a passenger volume of 30 million, ranking second in the country; the largest cargo volume in the country; an important traffic hub, an important foreign airport with nearly 300 special and priority flights. After a period of operation, many items at Noi Bai International Airport, including Terminal T2, have become overloaded, requiring urgent upgrading and expansion.

The Prime Minister praised ACV for its changes and transformation in thinking and effective implementation of investment projects, especially in the past two years, including the completion of investment preparations to expand Noi Bai Terminal T2 in a very short time.

The Prime Minister noted that ACV needs to complete the project on schedule and ensure quality in the context of both construction and exploitation; both new expansion and synchronization with the items that were constructed and put into operation nearly 10 years ago.

“ACV must always be ready and prepare for the most difficult situations and plans to avoid being passive and surprised, ensuring the completion of the project according to the set goals and the most effective use of investment capital,” the Prime Minister noted.

Contractors must strictly comply with contract regulations and construction laws, mobilize sufficient machinery, equipment, and high-quality human resources, absolutely not bring substandard materials to the construction site, and apply modern technology. Investors, project management boards, construction contractors, and consulting contractors must work enthusiastically with the spirit of "only working, no back-talking", "overcoming the sun, overcoming the rain", "not losing to the pandemic", "eating quickly, sleeping urgently", working in "3 shifts", working through holidays, Tet, and days off to speed up the progress of works and projects.

“The project must be put into operation no later than December 31, 2025. With ACV’s capacity, experience and responsibility, I am confident that this goal will be achieved,” the Prime Minister noted.

The State Capital Management Committee at Enterprises and ACV must develop plans to soon concretize the Airport System Planning for the period 2021 - 2030, with a vision to 2050, and study and implement phased investments to ensure both investment efficiency and operational efficiency.

It is known that Package No. 12 "Construction and supply and installation of equipment for the expansion of T2 Passenger Terminal - Noi Bai International Airport" under the T2 Passenger Terminal Expansion Project - Noi Bai International Airport is undertaken by Bac Viet Joint Venture including members: Vietnam Construction and Import-Export Joint Stock Corporation (Vinaconex), Hanoi Construction Corporation, Xuan Mai Investment and Construction Joint Stock Company with a winning bid price of 4,600.922 billion VND; contract implementation period of 660 days, contract according to fixed unit price and lump sum.

According to Mr. Lai Xuan Thanh, Chairman of the Board of Directors of ACV, the contract for Package No. 12 will complete the entire work in 660 days (until February 2026). However, ACV is committed to focusing all resources to implement the package to ensure safety, quality and especially to exceed the schedule before December 31, 2025 to be eligible to register the project for inauguration and put into operation to welcome the 14th National Congress of the Party.

“Along with the Long Thanh International Airport and T3 Passenger Terminal Construction Project - Tan Son Nhat International Airport, which is being accelerated by a consortium of contractors, the completion of the T2 Passenger Terminal Expansion Project - Noi Bai International Airport will improve the overload situation at major domestic airports, improve service quality, meet the increasing transportation needs of the aviation industry, and contribute to the development of increasingly modern and synchronous transport and logistics infrastructure,” said Mr. Lai Xuan Thanh.

Creating infrastructure to exploit Vietnam - US flight route

According to ACV leaders, Noi Bai International Airport is currently one of the three largest international air gateways, the gateway to the capital, a place to welcome many international delegations and heads of state, an important trade hub of the whole country, playing a particularly important role in the national airport network system, and part of an important project related to national security.

The T2 International Passenger Terminal - Noi Bai International Airport consists of 4 floors with an area of ​​about 139,000 m2, with a total investment of nearly 18,000 billion VND (ODA loan). In 2018, the terminal was fully exploited and began to be overloaded when the passenger throughput in 2019 reached 11.4 million, exceeding the design capacity of Terminal T2 according to the initial calculation of operating 10 million passengers in 2020.

It is known that when approving the T2 passenger terminal project phase 1 in 2009, the Ministry of Transport also determined that the T2 passenger terminal would be built to meet the capacity of 10 million passengers/year and could be expanded in the future with a total capacity of 15 million passengers/year.

“In order to ensure operational capacity and quality of passenger services, ACV has reported to the State Capital Management Committee at Enterprises, the Ministry of Transport and the Hanoi People's Committee and implemented the steps. Up to now, the preparation work of the Project, technical design, and construction bidding have been completed and are eligible to start construction according to the provisions of law,” Mr. Lai Xuan Thanh, ACV, informed.

The project "Expansion of Passenger Terminal T2 - Noi Bai International Airport" is being researched and built within an area of ​​approximately 412,203 m2 (including the existing area and the expansion area), with the goal of increasing the operating capacity from 10 million passengers/year to 15 million passengers/year.

The project consists of 2 parts. Part 1 includes the construction of the terminal expansion and auxiliary works including the construction of the West wing, East wing and central area, construction from structure to architectural completion, mechanical and electrical works and installation of works, and addition of the telescopic bridge system. Part 2 includes the construction of renovation and conversion of functions inside the existing terminal from the 1st to the 4th floor to improve the operational capacity of the aviation chain.

The total investment of the Project is 4,996 billion VND. Of which, the main construction package worth 4,600 billion VND is implemented entirely with ACV's capital.

The expansion project of Noi Bai T2 terminal will expand by 61,100 m2 of floor space and renovate and convert the function of 18,730 m2 of floor space, increasing the total floor space of the passenger terminal to 200,100 m2 of floor space. The project will expand 2 check-in islands to 6 check-in islands; expand 2 baggage return conveyors to 8 conveyors; add early check-in and transit baggage storage systems; expand 24 traditional check-in counters to a total of 120 counters; expand 24 automatic check-in counters and from 24 check-in kiosks to 34 check-in kiosks; expand from 15 telescopic bridges including 11 code C and 4 code E to 29 telescopic bridges and auxiliary works.

The project also adds traditional X-ray machines and SSL smart X-ray machines, calculates solutions to add necessary equipment and technology to serve direct flights to the US; adds flight information display systems; management information systems, passenger information processing systems... synchronized with the expanded area; expands the wastewater treatment plant to increase the processing capacity from 2,600m3/day and night to a processing capacity of 3,900m3/day and night.

It is known that Package No. 12 is implemented under the condition that the normal and stable operation of the existing Terminal T2 must still be ensured. Therefore, the contractor must have a scientific organization and management plan, minimizing conflicts during the construction process so as not to affect the operation of the terminal. When completed, the project will ensure synchronous connection of equipment, technology, and structure between the expanded area and the existing terminal area.

“This is a difficult and complicated bid package, requiring very high capacity in terms of organization, operation, construction, installation and connection with the existing systems of the Terminal. The consortium will focus on human resources, equipment and thoroughly apply a professional management system, strive to overcome all challenges, complete the project on schedule, ensure quality, security and labor safety during the project construction process”, said the representative of the Viet Bac consortium.
