Speaking at the conference to review the work of 2024 and deploy tasks for 2025 of the Ministry of Planning and Investment (MPI) on the morning of December 28, Prime Minister Pham Minh Chinh assessed that the MPI sector has performed well its role as a strategic advisory agency, focal agency, and macroeconomic coordination agency.
Besides the achieved results, the Prime Minister also pointed out some shortcomings and limitations that need to be overcome in the coming time and lessons learned.
Accordingly, the Prime Minister emphasized that we must have the mindset of turning nothing into something, turning difficult into easy, turning impossible into possible, turning the unimportant into the important. We must know how to overcome ourselves, overcome our limits, not be satisfied with what we have but must strive, aim for new records, conquer new heights. The Prime Minister also mentioned focusing on summarizing Resolution 18, promoting the arrangement and streamlining of the apparatus. According to the policy, the Ministry of Planning and Investment will merge with the Ministry of Finance.
“The merger does not eliminate any of our ministries’ tasks and powers, it only strengthens, consolidates, and improves capacity and efficiency. Of course, the arrangement must reduce intermediaries, reduce focal points, reduce staff, restructure, improve quality, and arrange appropriately,” said the Prime Minister.

Cut to less than 3,000 medium-term public investment projects
In 2025, the Prime Minister emphasized that the science and technology sector needs to continue promoting the spirit of 5 "pioneers".

Pioneer in building national database to make policies based on national database scientifically and effectively.
The Prime Minister also requested the Planning and Investment sector to continue to do better in planning and coordinating the macro economy, and develop scenarios for acceleration and breakthrough with a growth target in 2025 higher than the targets assigned by the Central Government and the National Assembly.
Along with that, promote disbursement of public investment capital, continue to cut the number of medium-term public investment projects for 2026-2030 (ensuring less than 3,000 projects), focus capital on promoting the implementation of strategic infrastructure works to exploit new development spaces, underground space, sea space, and outer space.
The Prime Minister requested that by 2025, at least 3,000km of expressways must be completed, with the expressway from Cao Bang to Ca Mau opened; the Lao Cai - Hanoi - Hai Phong railway line must be started; the North - South high-speed railway project must be well prepared; the inner-city railway lines in Hanoi and Ho Chi Minh City, major airport and seaport projects must be implemented; national digital infrastructure and innovative infrastructure must be developed...
At the same time, focus on restructuring the economy in conjunction with innovating the growth model and proposing the implementation of new economic models, promoting new growth drivers and green growth models. Promote foreign investment attraction in conjunction with improving the business investment environment, enhancing publicity and transparency. Promote innovation, start-ups and enterprise development.
In addition, it is necessary to promote the improvement of the quality of statistical work, with the main viewpoints being honesty, objectivity, accuracy, timeliness and transparency.
