The Prime Minister urged ministries, branches and localities to review and remove investment projects with difficulties and backlogs.

Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 13/CD-TTg requesting ministries, branches and localities to urgently review and fully report on investment projects with difficulties, problems and long-term backlogs in order to promptly resolve and immediately implement the projects.


The Prime Minister urged ministries, branches and localities to review and remove investment projects with difficulties and backlogs.

Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 13/CD-TTg requesting ministries, branches and localities to urgently review and fully report on investment projects with difficulties, problems and long-term backlogs in order to promptly resolve and immediately implement the projects.

Recently, the Prime Minister has issued many documents directing and requesting ministries, branches and localities to focus on reviewing projects with difficulties, obstacles and long-term backlogs, urgently finding solutions to immediately implement projects, contributing to promoting socio-economic development, not wasting assets and money of the state, businesses, people and society.

To assist the Prime Minister in directing specific and regular tasks, the Prime Minister has established a Steering Committee on reviewing and removing difficulties and obstacles related to projects (called the Steering Committee) in Decision No. 1568/QD-TTg dated December 12, 2024, headed by Permanent Deputy Prime Minister Nguyen Hoa Binh.

Implementing the direction of the Prime Minister, the Ministry of Planning and Investment issued Document 10339/BKHĐT-TTr dated December 16, 2024 requesting ministries, ministerial-level agencies, government agencies, People's Committees of provinces and centrally run cities to send reports on reviewing and removing difficulties and obstacles related to projects to the Ministry of Planning and Investment before January 20, 2025. However, as of February 7, 2025, there are only 33 localities (including the following provinces: (i) Northern provinces (16/25 localities): Bac Giang, Cao Bang, Dien Bien, Ha Giang, Ha Nam, Hai Phong, Hung Yen, Lai Chau, Lang Son, Nam Dinh, Ninh Binh, Phu Tho, Son La, Thai Binh, Thai Nguyen, Yen Bai; (ii) Central and Central Highlands provinces (13/18 localities): Thanh Hoa, Nghe An, Quang Tri, Hue, Da Nang, Quang Nam, Quang Ngai, Binh Dinh, Phu Yen, Dak Nong, Ninh Thuan; (iii) Southern provinces (06/20 localities): Ho Chi Minh City, Binh Duong, Ca Mau, Dong Nai, Hau Giang, Tra Vinh) and 9 Ministries and Central agencies (including the Ministry of National Defense, the Ministry of Agriculture and Rural Development, the Ministry of Construction, the State Bank, the Vietnam General Confederation of Labor, the Vietnam Academy of Science and Technology, the Ethnic Minorities Committee, and Vietnam Television). Vietnam Academy of Social Sciences) sent a report to the Ministry of Planning and Investment.

The Prime Minister commended the above ministries, agencies and localities for actively performing their assigned tasks and submitting reports on time; at the same time, he criticized and requested the ministries and 30 localities that have not submitted review reports clearly identifying individual responsibilities to report to the Prime Minister before February 17, 2025. At the same time, the results of the review of state-owned corporations and groups must be reported to the Prime Minister before February 15, 2025. The Ministry of Finance must synthesize and report to the Prime Minister.

To promptly remove difficulties and obstacles for projects nationwide, avoiding administrative review and wasting resources, the Prime Minister requested:

1. Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees of provinces and centrally run cities shall urgently review and fully summarize projects with difficulties, problems, and backlogs for a long time according to the forms and contents requested by the Ministry of Planning and Investment in Official Dispatch No. 10339/BKHĐT-TTr dated December 16, 2024, and send them to the Prime Minister and the Ministry of Planning and Investment no later than February 15, 2025; be responsible to the Government and the Prime Minister for the completeness and accuracy of the information, content, and data reported and proposed.

2. After February 15, 2025, if ministries, agencies and localities have not yet sent reports on reviewing and removing difficulties and obstacles related to projects to the Prime Minister and the Ministry of Planning and Investment, the Prime Minister will assign the Government Inspectorate to conduct inspections to consider responsibilities and strictly handle them according to the regulations of the Central Steering Committee for Anti-Corruption, Wastefulness and Negativity.

3. Assign Deputy Prime Minister Nguyen Hoa Binh to direct ministries, agencies and localities to perform assigned tasks, handle and resolve arising issues within their authority, and report to the Prime Minister on issues beyond their authority.

The Government Office monitors and urges ministries, agencies and localities to perform the tasks assigned in this Official Dispatch.
