On the morning of August 18, in Dak Lak, Politburo member and Prime Minister Pham Minh Chinh launched the peak period of "500 days and nights competing to complete 3,000 km of expressway".

Attending the launching ceremony were Party Central Committee member, Minister of Home Affairs, Permanent Vice President of the Central Emulation and Reward Council Pham Thi Thanh Tra; President of the Vietnam General Confederation of Labor Nguyen Dinh Khang; Party Central Committee member, Minister of Finance Ho Duc Phoc; Party Central Committee member, Permanent Deputy Head of the Central Mass Mobilization Commission Pham Tat Thang; Party Central Committee member, Khanh Hoa Provincial Party Secretary Nguyen Hai Ninh and representatives of central ministries and branches.
On the Dak Lak side, there were Central Party Committee member, Provincial Party Secretary Nguyen Dinh Trung; Deputy Provincial Party Secretary, Chairman of the Provincial People's Committee Pham Ngoc Nghi; Chairwoman of the Provincial People's Council Huynh Thi Chien Hoa; leaders of the Provincial People's Committee and representatives of relevant departments, branches, sectors and units.

The launching ceremony was connected online to 13 connecting points of the provinces: Tuyen Quang, Quang Binh, Da Nang, Binh Dinh, Khanh Hoa, Dong Nai, Ba Ria - Vung Tau, Ho Chi Minh City, Dong Thap, Ca Mau, Soc Trang, An Giang, Tien Giang.
According to the plan, the national expressway network consists of 41 routes with a total length of 9,014 km. The Central and Central Highlands regions include 13 routes with a length of 3,841 km. Of which, the Central Highlands region has 9 expressway routes with a total length of about 1,899 km, including 1 longitudinal route of the North-South Expressway in the West with a total length of 495 km from Ngoc Hoi - Chon Thanh and 8 transverse routes with a length of about 1,404 km.
By the end of 2025, the Central Highlands region is expected to have 87 km of expressway, 136 km in 2026 and 1,148 km in 2030. After 2030, investment will continue to be made in about 751 km of the remaining routes according to the plan, bringing the total length of expressway in the Central Highlands region to 1,899 km.
Regarding the Khanh Hoa - Buon Ma Thuot expressway construction investment project, phase 1, according to the report of the Ministry of Transport, this is the first project to be built in the 8 horizontal axes of the Central Highlands region, connecting from Nam Van Phong Port, Khanh Hoa to the North-South expressway in the West, Buon Ma Thuot City, Dak Lak Province. The actual total length is 116.4 km, divided into 3 component projects, assigned to Khanh Hoa Province, the Ministry of Transport, and Dak Lak Province as the managing agency.

Over the past 3 years, with the strong direction of the Prime Minister, in the spirit of "only discussing, not retreating", "overcoming the sun, overcoming the rain", and "3 shifts, 4 crews" construction, ministries, branches and localities have overcome all difficulties and obstacles to speed up the progress of projects. Up to now, the total length of expressways nationwide has reached 2,021 km. In just the past 3 years, the whole country has completed and put into operation 858 km, equal to more than 2/3 of the total length of expressways deployed in the previous nearly 20 years (about 1,163 km).
Speaking at the launching ceremony, Prime Minister Pham Minh Chinh affirmed that developing synchronous and modern infrastructure is one of three strategic breakthroughs, in which developing transport infrastructure is an important pillar, creating new development space, driving force for socio-economic development, ensuring national defense and security, creating a solid foundation for the country's development.
The Resolution of the 13th National Party Congress sets the target of putting 3,000 km of expressways into operation by 2025 and striving to put 5,000 km into operation by 2030. In recent times, the implementation of investment and development of transport infrastructure has received special attention from ministries, departments, branches and localities with new thinking and new approaches, ensuring all three goals of "quality, progress and efficiency". To date, the country has completed nearly 700 km of expressways, passing through 15 provinces and cities, bringing the total number of expressways to more than 2,000 km.
The completed projects contribute to promoting socio-economic development, creating new development space, new urban, service and industrial areas, increasing land value, reducing logistics costs, and improving the competitiveness of the economy. At the same time, they greatly change the face of the country, contributing to creating jobs and livelihoods for people and businesses, improving the material and spiritual life of the people, and strengthening people's trust in the Party and the State.
Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Pham Ngoc Nghi spoke in response to the emulation at the ceremony.
The Prime Minister commended and acknowledged the efforts of the members of the State Steering Committee for important national and key projects in the Transport sector, ministries, branches, localities, investors, project management boards, contractors, consultants and workers; and thanked the people in the project areas for their support and giving up land and housing to build key national projects.
To achieve the set goals, the Prime Minister called on ministries, branches, localities, investors, project management boards, supervision consultants, construction contractors, enterprises participating in the projects and especially the team of engineers, cadres, workers and all people to continue to promote the highest sense of responsibility, promptly overcome all difficulties and obstacles, actively participate in the emulation movement, and strive to complete projects with guaranteed quality and progress.
Ministries, departments, branches and localities strengthen the leadership and direction of Party committees, Party organizations and authorities at all levels to continue promoting the achievements with the spirit of clear ideology, high determination, great efforts, drastic actions, focus, completing each task thoroughly, assigning "clear people, clear work, clear time, clear responsibility, clear products, clear efficiency".
The Chairmen of the People's Committees of provinces and centrally run cities with transport infrastructure projects under construction need to mobilize the entire political system to participate, propagate and mobilize people to speed up the progress of site clearance and relocation of technical infrastructure, focusing on investing in the construction of resettlement areas, ensuring that people have new housing that is at least equal to or better than their old housing. Investors and construction contractors should uphold their sense of responsibility, work in "3 shifts", "eat and sleep quickly", "finish each job", "commit to it, do it, promise to do it".
Responding to the peak emulation campaign launched by the Prime Minister, Deputy Secretary of the Provincial Party Committee, Chairman of the Dak Lak Provincial People's Committee Pham Ngoc Nghi emphasized that the Khanh Hoa - Buon Ma Thuot Expressway Project is a national key project, and this is also the first expressway project that Dak Lak province is honored to be assigned as the managing agency. Implementing the direction of the Prime Minister, the entire political system of Dak Lak province has taken part with the spirit of urgency and the highest determination, along with the attention and active support of the Central Committees, ministries and branches, and the consensus of the people of all ethnic groups in the province.

Dak Lak province pledges to continue to focus on leading and directing the investor and relevant agencies, units and localities to be more determined and drastic in supervising, urging and creating the most favorable conditions for construction and consulting units to complete Component Project 3 in 2025 to ensure quality.
