On the afternoon of May 28, Prime Minister Pham Minh Chinh inspected the construction of the East-West route.

Also attending were comrades: Nguyen Chi Dung, member of the Party Central Committee, Minister of Planning and Investment; Nguyen Van Thang, member of the Party Central Committee, Minister of Transport.

On the side of Ninh Binh provincial leaders, there were comrades: Doan Minh Huan, member of the Party Central Committee, Secretary of the Provincial Party Committee; Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; leaders of the Provincial People's Committee, leaders of relevant departments and branches; leaders of Tam Diep city and Nho Quan district.

At the inspection, the Prime Minister and the delegation listened to the provincial leaders report on the progress of the East-West route (phase I). This is a route with a length of nearly 30 km, starting at Quang Son commune, Tam Diep city, ending at Van Phong commune, Nho Quan district. The initial scale is 4 lanes, the first section of the route to the North-South expressway intersection is invested with a scale of 8 lanes according to the urban planning; at the same time, the entire route is cleared with a scale of 8 lanes (width of 70 m). The total investment is over 1,900 billion VND, of which the central budget is 500 billion VND, the rest is the provincial budget. This is the largest-scale traffic project ever approved by the province.

According to the plan, in phase 2, this route will continue to be extended, connecting the westernmost with the easternmost of Ninh Binh province, from the mountainous area of ​​Nho Quan district to the coastal district of Kim Son. In particular, the route also synchronously connects with important national traffic axes such as: North-South Expressway in the East, National Highway 1A, coastal road, North-South railway. After completion, the route will contribute to creating the East-West economic corridor in the South of the province, creating a new growth pole for Nho Quan and Tam Diep regions, forming a new space to attract many investors, creating momentum and a breakthrough in the socio-economic development of the province in the short term and with strategic and long-term vision.

Construction started at the end of March 2022 (only 10 months after the investment policy was approved), after more than 2 years of implementation, the project has now completed the handover of the site. The construction units have made efforts, focused on workers, motorbikes, equipment, worked overtime, worked day and night to speed up progress, improve quality, and ensure environmental sanitation. To date, the construction unit has paved about 8.5 km of asphalt concrete; is completing the roadbed, bridges, and culverts of the remaining sections (the value of completed construction volume is estimated at 42.5%), determined to strive to complete the entire project on the occasion of National Day, September 2, 2024.

At the meeting, the provincial leaders proposed to the Government, the Prime Minister and central ministries and branches to create conditions for Ninh Binh to continue investing in connecting routes with: Hoa Binh city, National Highway 8, Ho Chi Minh road, North-South expressway, National Highway 1, coastal road, Thinh Long port and Nghi Son port, Ninh Binh-Hai Phong expressway to expand the space and corridor for socio-economic development in accordance with the provincial planning, regional planning and national master planning. Ninh Binh also hopes that the Central Government will guide, support and resolve the province's difficulties during the construction process related to the source of embankment materials, site clearance and some other related issues to speed up the project implementation progress.

After listening to the reports of provincial leaders, investors and contractors, Prime Minister Pham Minh Chinh acknowledged and highly appreciated the important role of the East-West route. Not only is it significant for Ninh Binh province when passing through two localities considered "lowland" in terms of traffic of the province, but the route also opens up opportunities to connect with the North Central provinces and the Northern mountainous provinces. During the construction process, Ninh Binh province has had many flexible, creative and effective ways to ensure both progress and quality.

Regarding the province's recommendations, the Prime Minister assigned the Ministry of Transport to coordinate with relevant ministries, branches and Ninh Binh province to study and survey to propose to the Government a plan to expand and invest in connecting routes. Along with that, Ninh Binh province, in the process of traffic planning, also needs to closely coordinate with neighboring localities to invest in multilaterally, connecting key traffic routes to expand inter-regional and inter-territorial, expanding opportunities to attract investment in areas with many difficulties, creating conditions for economic development, tourism, and expanding regional exchanges.
