Comrade Tran Hong Ha - Member of the Party Central Committee, Deputy Prime Minister attended the conference at the Khanh Hoa province bridge.
The conference was broadcast live to 9 provinces where the project passed through. At the Nghe An province bridge, comrades: Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, Chairman of the Provincial People's Council; Le Hong Vinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee co-chaired. Also attending were leaders of relevant departments, branches and localities.
NGHE AN PROMOTES THE "4 ON-SITE" MOTTO TO SERVE PROJECTS
The 500kV line 3 project from Quang Trach (Quang Binh) to Pho Noi (Hung Yen) has a total length of about 519 km, passing through 211 communes and wards of 43 districts and towns in 9 provinces: Quang Binh, Ha Tinh, Nghe An, Thanh Hoa, Ninh Binh, Nam Dinh, Thai Binh, Hai Duong, Hung Yen. These are key, urgent projects, playing a particularly important role in national energy security.
According to the report of Vietnam Electricity Group, the project is currently basically on schedule, to be completed before June 30, 2024.
The 500kV 3-circuit line project through Nghe An province has a total length of 99.99 km with 202 pole foundation locations, of which: the Quang Trach - Quynh Luu project is more than 82 km long with 168 pole foundation locations and the Quynh Luu - Thanh Hoa project is 17.5 km long with 34 pole foundation locations.
Reporting to the Prime Minister and delegates at the meeting on the progress of the project implementation through the province, Provincial Party Secretary Thai Thanh Quy affirmed: Nghe An province determined that this is an extremely important task, so in the recent past, it has focused on giving top priority in leadership and direction.
The province has directed localities, departments and branches to promptly take action and regularly connect and work with Vietnam Electricity Group and the National Power Transmission Corporation to promptly discuss and remove difficulties and obstacles, and coordinate implementation to ensure progress.
Provincial leaders regularly conduct field inspections, work with localities to direct solutions to ensure timely site handover, and prepare a "4 on-site" mindset to coordinate with the National Power Transmission Corporation to implement the project.
Accordingly, Nghe An actively mobilized "4 on-site" to participate in project implementation: 70% of the construction machinery was rented from 32 companies and 19 individuals in the province with 557 vehicles; 1,260 unskilled workers were mobilized locally, accounting for 90% of the unskilled workers participating in the project; 100% of the construction materials were supplied from 28 local companies; logistics were ensured, workers lived and worked locally where the project was carried out.
Therefore, up to now, the province has mobilized the handover of all 202/202 column foundation positions to the investor for construction. In the province, 55 positions have been completed and 147 positions are being constructed simultaneously; 4 columns have been completed and 5 column positions are being constructed.
"Nghe An commits to ensuring that when the power line is pulled, it will hand over the entire power line corridor with compensation for site clearance, to properly carry out the tasks and plans assigned by the Prime Minister," said Provincial Party Secretary Thai Thanh Quy.
EFFECTIVELY IMPLEMENT "5 HIGH UNCONSISTENCES" TO COMPLETE THE PROJECT BY JUNE 30, 2024 AT THE LAST
Concluding the working session, Prime Minister Pham Minh Chinh highly appreciated the leadership, direction, close supervision, and direct handling of problems under the authority of the leaders of 9 localities, relevant ministries, branches, and Vietnam Electricity Group; in which he highly appreciated Nghe An and Thanh Hoa provinces for being proactive in recent times, aware of the importance of the project, and effectively handling the work under their authority.
The Prime Minister thanked the people in the areas where the project passes through for giving up their farming land, even housing and public works to serve the project's completion on schedule, ensuring to overcome the power shortage for the benefit of the nation and people.
The Head of Government thanked the contractors for their high concentration and mobilization of all resources to implement the project.
Based on the achieved results, in the coming time, Prime Minister Pham Minh Chinh requested relevant ministries, branches, corporations, companies and localities to thoroughly grasp and implement the "5 high consensuses" agreed upon at the meeting, including:
Highly agree on the importance, role and position of the hotline; thereby demonstrating high determination, overcoming difficulties and promptly removing obstacles.
Highly agreed to complete and put into operation the 500Kv line 3 project on schedule, striving for no later than June 30, 2024; technical issues to be completed before June 20, 2024.
High consensus on close and effective coordination between ministries and branches; between ministries and branches and localities to ensure timely progress but must ensure quality and labor safety.
Highly agreed on the completion of handover of all types of land, route corridors, and anchorage spaces according to the schedule set by Vietnam Electricity Group.
Highly unanimous on completing the policy framework to ensure compensation for people before April 10, 2024.
Believing that the project will be completed on schedule, the Prime Minister requested to continue working with the spirit of "only discussing work, not backtracking", overcoming the sun and rain, working in 3 shifts, 4 shifts, through holidays and Tet, eating and sleeping quickly, all for the benefit of the nation, the people, and the development of the country.
Localities need to continue to lead and direct closely; ministries, branches, especially Vietnam Electricity Group, share appropriate and reasonable work with local businesses.
The implementation process needs to effectively apply and promote the spirit of the art of "people's war, guerrilla warfare" to promote the strength of the people participating in the project; at the same time, the ideology must be clear to ensure progress. The viewpoint is "the rope does not wait for the column, the column does not wait for the foundation, the foundation must not be done by one person but by many people".
During the project implementation, the Prime Minister paid special attention to avoiding negativity; avoiding occupational safety, especially safety for workers at high columns, difficult and dangerous locations.
