Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 79/CD-TTg dated August 13, 2024, directing ministries, branches and localities to effectively implement the Land Law, Housing Law, and Real Estate Business Law, in order to create new momentum for socio-economic development, creating a favorable investment and business environment for businesses and people.

The dispatch clearly stated: To implement the Land Law No. 31/2024/QH15, the Housing Law No. 27/2023/QH15 and the Real Estate Business Law No. 29/2023/QH15, the Government, the Prime Minister, and local ministries and branches have urgently developed and promulgated detailed regulations under their authority to take effect from August 1, 2024, concurrently with the Laws.
The Government and the Prime Minister commend the efforts of the Ministries, branches and localities and highly appreciate the participation of the National Assembly Committees, the critical opinions and enthusiastic contributions of the Central Committee of the Vietnam Fatherland Front, socio-political organizations, associations, business communities, press agencies, experts, scientists and the People to issue detailed regulations that are unified, feasible, suitable to the requirements set forth in practice, taking effect 5 months earlier than January 1, 2025.
In order for the new policies of the Land Law, Housing Law, and Real Estate Business Law to be effectively implemented in practice, creating new momentum for socio-economic development, creating a favorable investment and business environment for enterprises and people, the Prime Minister requests Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Councils, Chairmen of People's Committees of provinces and centrally run cities to immediately implement the following tasks:
1. Ministers of the Ministries of Natural Resources and Environment, Construction, Finance, Home Affairs, Labor - Invalids and Social Affairs urgently guide and organize training for localities on new policies stipulated in the Laws and detailed regulations to effectively organize implementation and bring new policies into practice.
- Direct the inspection, urge and guide the issuance of detailed regulations according to the authority prescribed in the Law and Decrees detailing the implementation of the Law in localities, and report to the Prime Minister before August 20, 2024.
- Immediately review, announce and urge localities to publicly announce administrative procedures on the Government's Public Service Portal, the Electronic Information Portal of Ministries, branches and localities, and publicly post them at the places where administrative procedures are received according to the provisions of law so that people and businesses know, implement and monitor the implementation.
- Organize propaganda, dissemination and extensive legal education among all classes of people, business community, overseas Vietnamese on innovations in land, housing and real estate business laws and policies, especially on access rights to land and housing; rights, obligations and concerns of the State towards social policy subjects; decentralization and delegation of power; administrative procedure reform; incentives, investment attraction, land prices... to raise awareness and responsibility in law enforcement and law enforcement supervision. Develop publications on land, housing and real estate business laws, question and answer handbooks, including publications in ethnic languages, to widely disseminate among people in all regions and areas nationwide.
2. Ministries and branches, according to their assigned authority and functions and tasks, shall direct, guide, monitor and inspect the implementation of the Land Law, Housing Law and Real Estate Business Law; promptly guide and resolve arising problems within their authority; and report to the Prime Minister on issues beyond their authority.
3. The People's Councils and People's Committees of provinces and centrally run cities shall concentrate resources, ensure necessary conditions, direct the implementation of the Land Law, Housing Law, and Real Estate Business Law, especially the implementation of new powers and tasks prescribed in the Laws; proactively coordinate with relevant ministries and branches to resolve problems arising in local practice; promptly report to the Government and the Prime Minister on issues beyond their authority, and avoid bottlenecks that affect socio-economic development and the legitimate rights and interests of the People and businesses.
- For localities that have not yet issued detailed regulations under the authority prescribed in the Law and the Decrees detailing the implementation of the Law, they must urgently complete them before August 20, 2024.
- People's Committees at all levels urgently organize conferences in August 2024 to disseminate and train cadres, civil servants and public employees on new regulations of land law, housing law, real estate business law to understand correctly, fully and implement uniformly, synchronously and effectively. Strengthen propaganda and dissemination of laws to people and businesses to raise awareness and responsibility to create consensus in law enforcement and supervision of law implementation.
- Direct the public announcement of administrative procedures on the Government's Public Service Portal, the local electronic information portal, and publicly post them at the place where administrative procedures are received according to the provisions of law so that people and businesses know how to implement and monitor the implementation. Strictly implement the coordination between agencies and units in handling administrative procedures to ensure closeness, timeliness and efficiency, especially groups of administrative procedures and interconnected public services; receive and handle feedback and recommendations; leaders regularly organize dialogues with people and businesses.
4. Voice of Vietnam, Vietnam Television and news agencies and newspapers are responsible for propagating and disseminating content, opening special pages and columns to introduce important innovations of the 2024 Land Law, 2023 Housing Law, 2023 Real Estate Business Law and sub-law documents.
5. Propose that the Central Committee of the Vietnam Fatherland Front and its member organizations such as the Ho Chi Minh Communist Youth Union, the Vietnam General Confederation of Labor, the Vietnam Farmers' Union, the Vietnam Women's Union, the Vietnam Veterans' Association and other mass organizations develop and implement a program to disseminate land laws, housing laws and real estate business laws to members.
6. Assign Deputy Prime Minister Tran Hong Ha to directly monitor and direct the implementation of this Official Dispatch.
7. The Government Office regularly monitors the situation and promptly reports to the Prime Minister and Deputy Prime Minister in charge on urgent and arising issues./.
