To ensure traffic order and safety, facilitating people's travel during the April 30-May 1 holiday and the peak summer tourist season in 2024, the Prime Minister requested the Ministry of Public Security to direct the strengthening of patrols, controls, and strict handling of violations of traffic order and safety on roads, railways, and waterways, such as drivers violating regulations on alcohol and drug concentrations, overloading, and exceeding the prescribed number of people; transport business vehicles violating regulations on technical safety and environmental protection, etc.
In addition, proactively prevent, stop and strictly handle acts of gathering to disturb public order and illegal racing; resolutely handle and suppress those who act against law enforcement officers; have plans to regulate and divide traffic reasonably, guide safe and smooth traffic, especially on routes and areas where traffic volume is forecast to increase during the April 30-May 1 holiday and the 2024 summer vacation.
The Ministry of Transport is responsible for directing its affiliated agencies, Departments of Transport and transport business units to develop transport organization plans to meet people's travel needs, ensure traffic safety, reduce traffic congestion; renovate and ensure safety conditions of transport infrastructure, strictly implement the organization and guidance to ensure traffic on sections, routes and works with construction activities.
The Ministry of Transport shall promptly handle newly emerging traffic accident black spots; review and supplement the signaling system and signs to ensure easy recognition and convenience for traffic participants; inspect the implementation of regulations on ensuring traffic safety for transport business activities, and strictly handle violations.
For expressways (especially for expressways with two lanes and no emergency lanes), the Ministry of Transport directs relevant agencies to inspect and review traffic infrastructure (especially road signaling systems) and traffic organization plans.
At the same time, promptly detect and handle existing problems and shortcomings; pay attention to solutions for remote traffic regulation and organization of temporary rest stops along highways without rest stops. If necessary, approve adjustments, supplements or replacements of traffic organization plans on highways, ensuring they are suitable to the actual situation and improving traffic safety.
The Ministry of Information and Communications directs press agencies to increase the duration and content of propaganda on traffic order and safety during the peak holiday and summer tourism season of 2024.
The Ministry of Health directs the Departments of Health and medical examination and treatment facilities nationwide to increase medical personnel, means, equipment, and medicines to ensure the highest capacity in rescuing traffic accident victims and minimizing human losses in the event of traffic accidents.
The Ministry of Education and Training directs educational institutions nationwide to effectively implement Directive No. 31/CT-TTg dated December 21, 2023 of the Prime Minister on strengthening the work of ensuring traffic order and safety for school-age children in the new situation, requiring parents to take measures to educate and strictly manage their children during the summer vacation, absolutely not handing over vehicles or allowing unqualified people to drive motorbikes and mopeds to participate in traffic.
The Prime Minister requested the Chairmen of the People's Committees of provinces and centrally-run cities to direct agencies, units and functional forces to strengthen propaganda and mobilize people to comply with legal regulations on traffic order and safety.
Have strict control solutions and plans to organize safe and smooth traffic, closely linked with guidance and support for people in traveling; make the greatest effort to prevent particularly serious traffic accidents, especially on routes and areas with high risk of traffic accidents and traffic congestion in the area; take full responsibility before the Prime Minister for ensuring traffic order and safety in the area.
For localities that organize tourism activities, dangerous winding mountain passes where accidents often occur, it is necessary to organize propaganda, guidance, and require drivers to comply with traffic rules and accident prevention instructions on winding mountain passes at night; have traffic diversion plans suitable to actual traffic volume.
For localities with expressways passing through, direct local authorities to closely coordinate with the authorities of the Ministry of Transport and the Ministry of Public Security to strictly and effectively implement the traffic organization plan approved by competent authorities; in particular, coordinate well in implementing the traffic organization plan on expressways with two lanes, no emergency lanes, and no rest stops.
Ministries, branches and localities organize 24/7 duty; strengthen coordination and exchange of information on ensuring traffic order and safety between units directly responsible for ensuring traffic order and safety on routes and areas (such as Traffic Police, Traffic Inspectorate, road management units, and relevant functional units).
In addition, the hotline number for traffic order and safety will be announced to receive and promptly handle people's feedback on traffic order and safety during the holidays in the area.
Assign the National Traffic Safety Committee to monitor, urge and report to the Prime Minister the results of the implementation of this Official Dispatch.
