In 2024, the estimated revenue from the non-state sector is assigned 440 billion VND. This is one of the highest estimated revenue and tax items. Therefore, the revenue from this sector has a great impact on the overall domestic revenue in the province. However, the implementation of the revenue estimate from this sector also faces many difficulties and challenges such as some enterprises and business households have not fully recovered production and business after the pandemic; the impact of the global economic crisis, conflicts occurring in some regions make it difficult for some enterprises to find markets...
Ms. Nguyen Hang Nga, Deputy Director of the Provincial Tax Department, said: Right from the end of 2023, the Provincial Tax Department organized a conference to evaluate the results of tax collection in 2023, and at the same time trained to deploy tax tasks in 2024. In which, tax agency representatives proactively forecasted the situation, discussed, evaluated, and analyzed to propose synchronous and drastic solutions to quickly embark on the task of collecting the budget in general, including revenue from the non-state sector right from the first days of 2024 and achieved positive results.

A typical example is the collection of business license fees from enterprises and business households. This is a revenue item with an absolute amount that is not too large, however, the collection of this revenue is mainly concentrated at the beginning of the year and positive collection results from this area will create momentum for the tax sector to successfully carry out the collection tasks of the whole year. Therefore, from the end of 2023 and the first days of 2024, the Provincial Tax Department has directed its affiliated units to step up propaganda, support, guidance, and urging enterprises and business households to pay business license fees in many forms such as: integrated propaganda through dialogue conferences, disseminating new tax policies; mobile propaganda at central points of districts and cities; coordinated propaganda on mass media, at taxpayers' headquarters, etc. Thereby, from the beginning of the year to February 20, 2024, business license fee collection in the province was 9.7 billion VND, reaching 102% of the estimate.
Along with collecting business license fees, in the first two months of 2024, the tax sector continued to focus on reviewing and understanding the production and business activities of enterprises to put them into tax management. Ms. Cao Huong Giang, Deputy Head of the Lang Son City Tax Department, said: In previous years, many enterprises and business households in the city temporarily suspended operations due to the impact of the epidemic. Therefore, to ensure the completion of revenue collection from the non-state sector in 2024, from the end of 2023, the department has directed tax teams to closely coordinate with relevant agencies to strengthen inspection, review, and specifically grasp the production and business situation of enterprises and business households in order to proactively and promptly put them into full and timely tax management (currently, the unit is managing nearly 1,600 enterprises, more than 2,800 business households, an increase of 469 enterprises and business households compared to the beginning of 2023)... After nearly 2 months of 2024, revenue from the non-state sector in the city was 33.5 billion VND, reaching 29% of the estimate, equal to 116.7% compared to the same period in 2023.
Similar to the Lang Son City Tax Department, from the beginning of 2024 to now, other tax departments in the province have proactively implemented synchronous solutions to improve the efficiency of revenue management from the non-state sector. The focus is on strengthening the collection of business license fees; proactively reviewing and grasping the operating situation of enterprises and business households to put them under tax management (currently, the tax authority has put nearly 3,200 enterprises under tax management, an increase of 15.2% over the same period in 2023; nearly 12,700 business households); monitoring and grasping cases of taxpayers who are granted an extension of tax payment deadline to promptly urge them to pay the budget; strengthening tax debt collection, etc.
The synchronous and urgent solutions from the beginning of the year by the tax authority have significantly contributed to the revenue from the non-state sector in the province. From the beginning of 2024 to February 20, revenue from the non-state sector in the province reached 138 billion VND, equal to 31.2% of the estimate and an increase of 12.4% over the same period in 2023.
With the results achieved since the beginning of the year, in the coming time, the tax sector will continue to synchronously and drastically implement solutions to strengthen and further improve the effectiveness of tax management for the non-state sector. Thereby, striving to soon complete the revenue estimate from this sector, thereby contributing significantly to the overall domestic revenue results in the province in 2024.
