On September 17, Permanent Deputy Minister of Foreign Affairs Nguyen Minh Vu gave an interview to the press about Prime Minister Pham Minh Chinh's trip to China to attend the opening ceremony of the 20th China-ASEAN Expo (CAEXPO) and the China-ASEAN Business and Investment Summit (CABIS).

Reporter: Could you please evaluate the significance and results of Prime Minister Pham Minh Chinh's trip to China, attending the opening ceremony of the 20th China-ASEAN Expo (CAEXPO) and China-ASEAN Business and Investment Summit (CABIS)?
Permanent Deputy Minister Nguyen Minh Vu: The working trip of Prime Minister Pham Minh Chinh and the Vietnamese Government delegation to attend the 20th China-ASEAN Expo (CAEXPO) and the China-ASEAN Business and Investment Summit (CABIS) is a high-level foreign affairs activity of great significance.
In less than 27 hours in Nanning, China, Prime Minister Pham Minh Chinh and members of the delegation had many effective high-level contacts such as: holding talks with Premier Li Qiang of the State Council; receiving Secretary of the Guangxi Party Committee Liu Ning; attending and speaking at the opening ceremony of CAEXPO and CABIS 20; inaugurating and visiting the Vietnam Trade Pavilion, visiting a number of pavilions of Vietnamese localities, as well as a number of pavilions of Chinese and ASEAN partners; receiving a number of leading Chinese enterprises in the fields of railways, electricity, telecommunications, construction, etc.
The delegation's activities were successful, achieving the set requirements and goals, especially bringing important meanings expressed in 3 main aspects:
- Strengthening political trust and bilateral relations between Vietnam and China . The fact that Prime Minister Pham Minh Chinh and the high-ranking Vietnamese delegation accepted the invitation of the State Council of the People's Republic of China to attend this Fair demonstrates the high regard and top priority of our Party and State for bilateral relations with China, and is a practical activity to celebrate the 15th anniversary of the establishment of the Vietnam-China Comprehensive Strategic Cooperative Partnership.
The talks between the two Prime Ministers continued to consolidate the momentum of close high-level exchanges and contacts between the two sides in recent times, contributing to further concretizing high-level common perceptions, especially the official visit to China by General Secretary Nguyen Phu Trong (October 2022) and the results of Prime Minister Pham Minh Chinh's visits to China and attendance at the WEF Tianjin (June 2023), the visit to China by Standing Member of the Secretariat Truong Thi Mai and other senior leaders of Vietnam, bringing the Vietnam-China Comprehensive Strategic Cooperative Partnership to continue to develop stably, healthily, and increasingly in depth and substance.
- Strengthening practical cooperation between Vietnam and China. During the talks between the two Prime Ministers, the two sides discussed in depth measures to promote cooperation in various fields, focusing on economics, trade, and transport connectivity to fully promote the complementarity of the two economies.
Prime Minister Pham Minh Chinh made a number of specific cooperation proposals in areas that Vietnam prioritizes and has needs for, such as suggesting accelerating the progress of opening the market for Vietnamese agricultural and aquatic products, creating conditions for the early establishment of Vietnam Trade Promotion Offices in Chengdu (Sichuan) and Haikou (Hainan), coordinating to improve customs clearance efficiency, avoiding congestion of goods at border gates; strengthening traffic connections and border gate infrastructure, studying cooperation in planning and constructing a number of railway lines in Vietnam; improving the capacity of transporting goods both bilaterally and through third countries; making efforts to promote tourism cooperation to recover as before the Covid-19 pandemic; coordinating to thoroughly handle obstacles in a number of cooperation projects in the spirit of "harmonious benefits, shared risks", speeding up the implementation of China's non-refundable aid for Vietnam.
Chinese Premier Li Qiang responded positively to the above cooperation proposals. The two Prime Ministers agreed to assign relevant ministries, sectors and localities to enhance exchanges and strive to make progress soon.
In their discussions with our Prime Minister, the Chinese Prime Minister and Guangxi Party Secretary Liu Ning both affirmed that they would expand the import of goods, especially our agricultural products, maintain smooth trade at border gates; encourage Chinese enterprises with potential to invest in areas prioritized by Vietnam; and strengthen road and rail connections between the two countries.
- Demonstrates Vietnam's proactive and positive contributions to ASEAN and ASEAN-China cooperation. The China-ASEAN Expo (CAEXPO) and the China-ASEAN Business and Investment Summit (CABIS) are important economic and trade cooperation mechanisms between China and ASEAN. Up to now, the two sides have successfully coordinated to organize 20 Expos. During the 19 Expos, Vietnam always had Government leaders attending CAEXPO. Vietnam is also the country with the largest number of booths and participating enterprises in ASEAN.
The participation of Prime Minister Pham Minh Chinh and a high-ranking delegation and a large number of Vietnamese enterprises at this Fair continues to demonstrate Vietnam's respect and active contribution to the ASEAN-China cooperation mechanism, on the occasion of the 20th anniversary of the CAEXPO Fair.
In addition, Prime Minister Pham Minh Chinh visited and encouraged Vietnamese enterprises exhibiting at the Fair, affirming the message that the Government, ministries, branches and localities are always ready to accompany and support Vietnamese enterprises to reach out to the Chinese market as well as the region and the world, contributing to the overall development of the country.
Reporter: Could you please tell us about the special features of this Fair and the outstanding contributions of the Vietnamese delegation to the Fair ?
Permanent Deputy Minister Nguyen Minh Vu: This Fair itself has many special features. First of all, this is the Fair marking the 20th anniversary of the establishment and development of CAEXPO and CABIS. This is also the first Fair to be held directly after a 3-year interruption due to the Covid-19 pandemic, so it has received great attention from countries, people and businesses of ASEAN countries and China and in fact has participated very actively and enthusiastically. Chinese Premier Li Qiang, Prime Ministers and Senior Leaders of many ASEAN countries and the ASEAN Secretary General attended the Fair.
The Vietnamese delegation, led by Prime Minister Pham Minh Chinh, is the highest-ranking leader along with a number of countries attending the Fair. Accompanying the Prime Minister are 4 Ministers in the economic sector such as Industry and Trade, Finance, Construction, State Capital Management Committee at Enterprises; leaders of the Government Office and many ministries and branches such as Foreign Affairs, Public Security, National Defense, Planning and Investment, Agriculture and Rural Development, Transport, Culture, Sports and Tourism, State Bank and leaders of 7 provinces bordering China and Son La province (the locality participating in the "Beautiful City" Exhibition at the Fair).
Following previous Fairs, this year, the Vietnam Trade Pavilion is the largest in scale among ASEAN countries with the participation of 120 enterprises, more than 200 booths displayed on an area of over 4,000m2 . Vietnamese enterprises bring to the Fair a variety of Vietnam's strengths such as agricultural products, seafood, processed foods, footwear, household appliances and garments, wooden furniture, handicrafts...
The large number of Vietnamese delegates and Vietnamese enterprises attending the large-scale Fair has shown Vietnam's high regard, need and goodwill in implementing extensive and comprehensive cooperation with China as well as with other ASEAN countries, and also shows Vietnam's potential and position in bilateral and multilateral economic and trade cooperation in the region.
The Vietnamese delegation and enterprises actively and fully participated and made important contributions to the success of this Fair. The message of Prime Minister Pham Minh Chinh on Vietnam's determination and commitment as well as specific cooperation proposals on strengthening development strategy connectivity, transport infrastructure connectivity, building a complete, stable and sustainable supply chain, thereby bringing mutually beneficial economic, trade and investment cooperation between ASEAN and China to a new level, towards building a "Regional Economic Growth Center" was highly appreciated and agreed upon by the countries.
