In preparation for the 28th session of the 17th Provincial People's Council for the 2021-2026 term, on the afternoon of November 28, the Economic - Budget Committee of the Provincial People's Council worked with the Provincial Tax Department on the results of domestic budget collection in 2024 and the plan and solutions to implement tasks in 2025. Also attending the meeting was comrade Nguyen Thi Ngoc Bich, member of the Provincial Party Standing Committee, Permanent Vice Chairwoman of the Provincial People's Council.
Speaking at the meeting, Permanent Vice Chairwoman of the Provincial People's Council Nguyen Thi Ngoc Bich praised the achieved results and affirmed the efforts to overcome difficulties to ensure positive results in budget collection of the Provincial Tax Department, relevant levels and sectors, especially the serious compliance with policies and laws by taxpayers.
The comrade requested that the 2024 budget revenue report should clarify the difficulties, obstacles, and solutions implemented to draw experience in performing the tasks in 2025. Based on the analysis and assessment of revenue sources and taxpayer groups by sector, region, and production and business location, the tax sector needs to unify solutions to ensure stability and rationality in increasing budget revenue.
The Standing Vice Chairman of the Provincial People's Council requested the Provincial Tax Department to continue to closely follow the direction of the Government, the Ministry of Finance, the General Department of Taxation and the province in performing the task of budget collection. The tax sector needs to increase the effectiveness of propaganda and support for taxpayers along with promoting tax administrative procedure reform, applying information technology in standardizing tax management according to Project 06. Tax agencies at all levels need to improve the quality of inspection and examination to limit tax risks and proactively collect budget arrears...
According to the report of the Provincial Tax Department at the working session, by November 26, Hai Duong province's domestic budget revenue in 2024 reached VND 22,989 billion, exceeding the assigned estimate by 36% and increasing by 42% over the same period last year. The revenue excluding land use fees, lottery, and distributed dividends was VND 15,377 billion, exceeding the estimate by 25% and 17% over the same period.
Estimated domestic budget revenue for the whole year will reach VND 25,090 billion, exceeding the assigned estimate by 48%, corresponding to an increase of VND 8,170 billion, 30% higher than in 2023. Of which, total revenue minus land use fees, lottery, and distributed dividends is estimated at VND 16,500 billion, an increase of 35% of the annual estimate and exceeding 12% of the previous year.
The increased revenues are land use fees; dividends and profits; revenues from central and local enterprises, foreign direct investment (FDI) enterprises; revenues from non-state economic sectors; personal income taxes, environmental protection, etc.
