On the afternoon of February 13, the People's Committee of Hai Duong province held a February meeting to review the implementation of socio-economic development tasks and the economic growth scenario (GRDP) for January 2025.
Comrade Le Ngoc Chau, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the meeting.
According to the report of the Department of Planning and Investment at the meeting, the total state budget revenue in the province in January is estimated at VND 5,021 billion (equal to 16.5% of the annual estimate), reaching 53.6% of the target of the first quarter. Of which, domestic revenue is estimated at VND 4,700 billion, reaching 56% of the target of the first quarter; revenue from import-export activities is estimated at VND 321.6 billion, reaching 33% of the target of the first quarter.
Total local budget expenditure is estimated at VND1,774 billion, reaching 7% of the estimate. Public investment disbursement in January was VND449.8 billion, reaching 4.3% and equal to 23% of the first quarter disbursement target of VND1,958 billion.
Domestic and foreign investment activities continued to flourish. In January, the province attracted 2 foreign direct investment projects, with a total registered investment capital of 16 million USD; 3 projects registered to increase capital, with an additional capital of 28.35 million USD.
Basically, the results of the implementation of the targets in January, the estimated implementation in February and the expected first quarter of 2025 have closely followed the set scenario targets. Some targets were not completed, such as the total social investment capital forecast to reach 95% of the first quarter target; some key industrial products, such as cement production and electricity production, did not meet the targets.
The site clearance of the provincial public investment project has been closely following the implementation schedule. However, it is forecasted that there will be 3 projects behind schedule: Road to Con Son - Kiep Bac relic site (section from National Highway 37 to Con Son pagoda); Investment in construction of Cay bridge on the bypass of Provincial Road 394; Construction of the new Cay bridge approach road and the 33m extended road (through Cam Giang district) connecting Vu Cong Dan road, Hai Duong city.
Concluding the meeting, Chairman of the Provincial People's Committee Le Ngoc Chau assessed that in January, the province had achieved basic targets for socio-economic development, ensuring the plan. However, some tasks were still behind schedule compared to the requirements and directions of the Provincial People's Committee leaders.
The Chairman of the Provincial People's Committee requested departments, branches and localities to absorb the opinions at the meeting, closely follow the economic growth scenario to implement work in the coming time.
To carry out the key task groups in the coming time, departments, branches and localities will study and develop specific plans for implementation. The Department of Planning and Investment will urgently complete the report on the results of the inspection of commune-level projects as investors. Review and evaluate the capacity of a number of investors, investors of residential area projects, urban areas, and land lease projects outside industrial parks.
Develop a plan to organize a dialogue conference between provincial leaders and local businesses before February 25. Review the list of investment attraction projects for the period 2024 - 2030. Closely follow and advise the Provincial People's Committee to coordinate with the Ministry of Planning and Investment in the process of organizing appraisal and receiving opinions from central ministries and branches to complete the Project to establish a Specialized Economic Zone of Hai Duong province to soon submit to the Prime Minister for approval.
Receive and explain comments from ministries and ministerial-level agencies to complete the draft Plan for implementing the Hai Duong Provincial Planning for the period 2021 - 2030, with a vision to 2050. Research and advise on adjusting the medium-term public investment plan, supplementing necessary projects for implementation. Preside and coordinate with departments and branches to complete procedures to soon start construction of AEON Trade Center...
The Department of Industry and Trade reports on the assessment of the implementation of industrial clusters in the province. Pay attention to assessing the capacity of infrastructure investors.
The Department of Construction closely follows the implementation plans of key projects and works to promptly propose measures to remove obstacles. Develop a process for the steps to implement public investment projects; note that for procedures included in the announced set of administrative procedures, shorten the implementation time to the minimum; for procedures not yet included in the set of administrative procedures, develop a specific process and time to minimize the implementation time. Research the location of the new centralized administrative area of the province.
The Provincial Construction Investment Project Management Board proactively reports on the progress of project implementation, especially projects that are behind schedule.
The Department of Natural Resources and Environment continues to monitor the progress of land pricing and land allocation. Implement the calculation of land use fees for 11 residential and urban area projects and procedures for auctioning urban, commercial and mixed-use projects in the center of Hai Duong City (Porcelain Factory area). Coordinate with the People's Committees of districts, towns and cities in issuing first-time land use right certificates; preside over the issuance, exchange and re-issuance of outstanding land use right certificates.
Preside over and coordinate with relevant departments and units based on legal regulations and instructions of the Provincial People's Committee to urgently advise and propose specific solutions to completely handle Dong Vong landfill (Cong Hoa ward, Chi Linh city).
The Department of Information and Communications urgently completed and put into use projects, including: Intelligent Operation Monitoring Center (IOC), Cyber Security Monitoring Center (SOC); data analysis, synthesis and processing platform on BigData - the province's shared data warehouse; virtual assistant platform on the provincial administrative procedure settlement information system; video conferencing system for commune-level People's Committees; open data portal, foreign affairs information portal and investment promotion website.
The Department of Home Affairs focuses on streamlining the apparatus of specialized agencies of the Provincial People's Committee and building working regulations towards effectiveness and efficiency.
The Department of Culture, Sports and Tourism consults the festival organization methods of provinces and cities; assigns the Monuments Management Board to develop explanatory scripts to attract tourists.
Chairman of the Provincial People's Committee Le Ngoc Chau requested that all projects to eliminate temporary and dilapidated houses in the province must start before March 1, 2025, ensuring fairness, funding to the right subjects, and avoiding loss, embezzlement, and waste during the implementation process.
